09.03.2009 : Yesterday Maxim Kuleshov was detained and was placed in the first branch of the Republican centre of mental health. His colleague Michael Kosolapov was sentenced to arrest and now is containing in the receiver-distributor centre of Bishkek

Yesterday on March 4th, 2009 Maxim Kuleshov and his colleague Michael Kosolapov were detained by police officers on their way to the place near the Government House where the action was carrying out. At 15.34 Maxim Kuleshov called Dmitry Kabak about the detention, and also dialed the employee of news agency AKI-PRESS. Eyewitnesses of detention – colleagues of Maxim and Michael believed that they were arrested and carried to a court as it usually happens while such actions. However Maxim and Michael after that have not contacted them, and their mobile phones were off. In attempt to define where arrested persons were the employee of the ombudsman has addressed to a call centre of Pervomai area militia where there he got and aswer that there is no data on detention. However the director of association «Mental health and a society» Burul Makenbaeva has received in the Department of Internal Affairs Bishkek the information that Pervomai area militia has presented the inquiry according to which Maxim Kuleshov has been detained and delivered on March 4th, 2009 to the court. According to the employee Pervomai area militia the major of militia Bekmuratov on inquiry of the employee of Ombudsman informed that to Michael Kosolapov in a judicial order the decision on arrest for 15 days is passed and now he contains in the receiver-distributor centre of Bishkek, and Maxim Kuleshov was placed in a psychiatric clinic of Bishkek, ostensibly, in connection with inadequate behavior. Thus, the fact of application of psychiatry in not medical measures is really obvious; it was widespread practice of a Soviet period because of what the Soviet psychiatrists have excluded from the international association of psychiatrists. Constitution of eR guarantees protection of the person against any deprivation of the human freedom, and for imprisonment the court according to the law should take the decision out. Dmitry Kabak
