09.03.2009 : Discrimination of relatives or acquaintances of opposition. Mass pressure upon relatives of oppositionists and legal experts.

2 months ago under instructions of Prime Minister was fired (Chudinov Igor) the son of the leader of oppositional movement "BEK" (People’s actions together) Beknazarov Azimbek – Ruslan Beknazarov, only because his father is the oppositionist. Ruslan worked as the assistant of the representative of government of KR in parliament of KR Kaparov Myrza and was considered as the competent expert and very capable talented employee. However two months ago without any reasons the order has arrived to dismiss Ruslan, according to Kaparov, he did not have any remarks, however Chudinov has caused Kaparov and has ordered to dismiss because he is wanted by president Bakiev and his brother Zhanysh Bakiev, working as the chief of protection of the president and son Maxim Bakiev (become owner the most part of business of a family of Akaev after their leaving) and Marat Bakiev - employee of National Safety Service (NSS) of republic. And according to Kaparov, all specified members of Bakiev family supervised. Kaparov has told about it having informed that he is afraid of nothing, because he is almost at a pension age; however he never saw such lawlessness. Beknazarov Ruslan is a highly competent lawyer.

On 3rd of March Ruslan was taken away to 9th department of the Department of Internal Affairs, the city of Bishkek and more than 5 hours was kept with a demand to find his brother Beknazarov Ernest, against which there is a fabricated criminal case and now militia actively searches for him. During interrogation, Ruslan was intimidated and threatened that if he won’t find his brother, he will have to answer for Ernest. Before working in the government, Ruslan worked in Ombudsman office, and is a member of KCHR. Recently Beknazarov Zurab was fired without any reasons or explanations – he was working as a simple worker at airport "Manas." He was informed that he is a relative of Beknazarov. Zurab is the son of Beknazarov Azimbek’s brother. Continuous check by Office of Public Prosecutor is now conducted and there is a pressure upon Zhajchibekov Zhyldyzbek - businessman, the owner of cafe "Nursufr". Check is conducted under the personal control of general public prosecutor Satyvaldiev Elmurza. The reason of reprisal of Zhajchibekov is that he is from one village as famous oppositionist (fellow countryman of Beknazarov) and no other communications are present, only Beknazarov Azimbek sometimes with the invitation of Zhajchibekov comes for a dinner. Now he is accused in possible financing of Beknazarov, though he never did that. And at last Abdyldaeva Meerim – wife of Ernest Beknazarov, is discharged from working in the office of Ministry of Foreign Affairs.

The brother of legal expert Dyryldaev - Ibragim and his wife Maral for long time have no jobs. They have been dismissed since the moment when Dyryldaev started to criticize the former power and they hoped that they will be equipped after the change of the power in 2005 and tried to create business however they were not allowed. Ibragim and Maral for more than a year were beating off thresholds of Oktyabr city center to receive permissions for installation of a trading point near the polytechnic institute and other places only because they are relatives of Dyryldaev Ramazan, which criticizes the power. Brothers of Kongantiev have quickly received those points in the same places because they are the closest environment of Bakiev. Kongantiev Moldomusa is the minister of Internal Affairs and Kambaraly recently was the general public prosecutor, nowadays is working as the adviser of the president Bakiev.

25 years old Halitov Tilek cannot get a job only because he is Dyryldaev’s nephew. He has a profession of the driver. Because of that his wife with a child has left, now Tilek worries and falls in depressions. One of these days 2nd of March the militiaman of Sokuluk tried to arrest him and Tilek has not been arrested only because he was not at home. Militiaman applied pressure and tried to confiscate all his property despite the fact that what divorce with the wife has not been issued and there is no judgment about it. Nobody addressed to a court, wife does not want to get divorced, however her relatives renders pressure upon her and force to divorce with him and it is supported by the authorities in order to cause moral and psychological pain to Tilek. He is now wanted to be arrested without any reason.

There is a data on preparation of new attempts to a chairman of KCHR Dyryldaev. After attempt which happened on 13th of October 2008, no any investigations were spent, and now Dyryldaev because of fears of new attempts seldom uses a motor vehicle and 2nd of March he for the first time has left on a motor vehicle and behind him all the way to his office and back two motor vehicles followed. Dyryldaev had to put a motor vehicle, and its getting hard to move around because of constant shadowing of suspicious people similar to sportsmen from the criminal world.

Recently the major of militia Seitkulov Toktosun approached Dyryldaev. From his words it became known that Seitkulov was fired because of Dyryldaev, because he was the person on duty of militia of the city of Bishkek on 13th of October, the day of attempt on Dyryldaev and the Ministry of Internal Affairs on the basis put the letter from the United Nations (ostensibly) made office investigation from its bottom and was accused that he did not investigate, though it is in his functions to enter in fixation of incidents and to spend investigatory department and searches for criminals, and instead of making the qualified investigation and search for criminals the formal reply was a dismiss of the innocent person which has three minor children. Dyryldaev to restore justice called to the first deputy of the minister of Ministry of Internal Affairs Kurmanaliev, however justice till now is not restored and to me, Dyryldaev it is a shame before him.
