11 NCOs have addressed in support of Children's home "Meerim Bulagy". Under the reference collectives "Sujuu Bulagy", "the Family to the Family", "Yjyk Ruh", "Halelluja", "A Hope for Spark", "Association of parents of children-invalids", "Kumtor El Ajkyny", "Tenbelek", "Bijik Zher", "Rampa", "Outcome" subscribed.

In the address it is told: "last months in mass media of Kyrgyzstan events around activity of " Children's home Meerim Bulagy” are exaggerated. “Exposing” performances of representatives of different NCOs, human rights organisations and state structures, constant checks which within several months are spent in this establishment by the commissions of different levels, break a habitual rhythm of a life of inhabitants of children's home and interfere with its normal work. The private children's home "Meerim Bulagy" is open by Gulnara Degenbaeva in 1999. Children get here in different ways: someone get selected in the streets, some are brought by the distant relatives, some come by themselves. All these years the children's home exists without receiving any financial support from outside the state. Employees of children's home do huge social work; they not only satisfy paramount needs of children, they try to give them high-grade formation which will provide them with a good start of an independent life. At present the children's home brings up to 49 kids. In the children's home itself 33 kids live. 6 of them are students of Kyrgyz State National University, professional lyceum № 99, and a school in Karakol. All students live in apartments which are rented for them by children's home. 2 pupils work and live together with students. 6 children get education in the Sokuluk educational centre. 2 children pass rehabilitation in Isyk-Ata where there is a branch of "Meerim Bulagy" which is the improving centre for pupils of children's home.

In 1999 to children's home "Meerim Bulagy" there was transferred the thrown and decayed building of the former man's orthodox monastery and territory adjoining to it with a curative source. Pupils have by their own strengths put a building in order, around a building they created a garden, have gradually organized a part-time farm. The part-time farm allows to provide children's home with a paramount foodstuff. Later in 2003 the former businessman Karjugin has presented to children's home privatized by him in 1995 pool with mineral water and 5 cottages on a resort of Isyk-Ata, for creation of branch of children's home - the improving centre for his pupils. Then nobody applied for this property. After the children's home has by its own strength put in order the property, there appeared people who wanted that property. Judicial lawsuits have begun. After variety of proceedings, autumn of 2008, the court recognized the right of children's home to the buildings and the land. But, in spite of the fact that, apparently, children's home problems remained behind and it has defended the right to existence and to the property, there were officials and even children's "legal experts" who have forgotten, they urged to protect whose rights, trying to seize the property of "Meerim Bulagy". Definitively to destroy children's home, its director, Gulnara Orozbaevna Degenbaeva, ridiculous charges in illicit export of children abroad, in violence over pupils, in child labor use in a part-time farm and in many other things fell down. Calculation is simple: children's home is private, so if the owner of it will get to the prison, thus the land, buildings, household, resort place will have to be confiscated and given to other people, which are already waiting in the line. Without considering from whether present events are caused by the bureaucratic or property reasons, today one thing is important: under the threat of existence of the children's home there is a bigger threat that there are real destinies of children. The damage from its closing will be irreparable, first of all, for its pupils.

We, the undersigned, know about work of children's home and about its director Gulnara Degenbaeva. We know how children concern "mum" as they care about each other. Children try to defend the rights to the favorite house, the right to living with the big amicable family. In despair the senior pupils of children's home have gone on hunger strike, which also have achieved attraction of attention of some officials to the problem. But the conflict is far from the permission and it continues to keep in suspense all inhabitants of "Meerim Bulagy". To us the destiny of our small fellow citizens is not indifferent! We address with this post card in support of "Meerim Bulagy", for the present probably to affect a conflict outcome. If we, as citizens of Kyrgyzstan, remain indifferent and silent to the occurring injustice, similar can repeat and with other organisations, whose property will be pleasant to raiders. We address to representatives of mass-media, support children's home by your voice, help to make a situation around the present conflict of more transparent! We address to representatives of the government with the request at least not to interfere with children's home activity! We address to the public of Kyrgyzstan, do not maintain aloofness, help remarkable and unique private children's home "Meerim Bulagy"! We wish employees of "Meerim Bulagy" courage during this hard time for them and, certainly, the prompt and safe permission of a situation! ". 13.03.2009
