«What is an NGO to criticize a people selected Parliament of Kyrgyzstan? », - has asked a question today on fraction «Ak Zhol» deputy Askarbek Shadiev. So roughly he has reacted to performance of the colleague of Galina Kulikova which has presented to party “Ak Zhol” a summary record about participation in forum of NGO «Parliament eyes of voters: results for a year» which passed last week in Bishkek. Deputy gave to her colleagues on fraction a number of the remarks stated by representatives of a civil society, and some of them she recognized as quite fair. At the same time Askarbek Shadiev has refused flatly to recognize that criticism. «And how they work? We know that they pay taxes, being made out as translators, and deduct only 50 soms, and receive wages in $300-500. They simply fulfill someone's money », - the Member of Parliament has noticed.
At the same time deputy Nurbjubju Kerimova, also taken part in the given forum, has reminded that “NGO is one of sectors of a civil society and it is impossible to throw them out”. But there is another matter that there are organizations which as Askarbek Shadiev has told, fulfill money, and there are also good ones which really work, - as she told, having added that at discussed NGO Forum she has not seen the last ones. That action was spent by organization “aagci” (Russian) which recently, appears, has received the big grant from abroad - $100 thousand, and they really should fulfill this money». As a result, having stated many censures to legal experts who, in opinion of Deputies, only give out «the groundless criticism deprived of constructivism», “Ak Zhol” party members have finished the session. What do deputies offer? In their opinion, it’s all good. Simply to forbid domestic NGOs to participate in political activity in Kyrgyzstan and to make transparent movement arriving in their budgets grant means. As one of authors of the bill, the parliamentary leader of Party of communists Iskhak Masaliev has declared to the news agency «24.kg», recently some non-governmental organizations are engaged in not what is specified in their charter. The deputy has especially underlined a word "some". As he said, action of offered amendments in case of their acceptance in any way will not concern the majority of NGOs existing in the country. «I do not deny, in the bill there is a rigidity element, but it is a question of order observance», - the deputy has told.
