In particular, opposition requirements are listed in it: «... For maintenance of the open and fair elections we demand:

1. In order to organize fair and transparent elections, maintenance of trust of the people to voting results central selective, district selective and local election committees should be generated for 50 percent on the offer of Incorporated National Movement.

2. In the aims of maintenance of laws in the course of voting and a counting of votes, exceptions of pressure and intervention in elective process half from 8 posts in which number - the General public prosecutor, the Minister of Internal Affairs, the Chairman of service of state security, the Minister of Defense, the chairman of financial police, the Chief of service of the state protection, the commander of internal troops of the Ministry of Internal Affairs should be appointed under the offer of opposition forces.

3. In the aims of spreading the objective information to the population, a half of broadcasting time should be given to opposition, half of observers of television channel NTRK and El-TR should be appointed with the offer of the Incorporated National Movement.

4. In the aims of unbiased interpretation of preparation of elections to invite wide quantity of the international observers and to eliminate obstacles in their arrival and their work.

5. To stop political persecutions in the country, false arrests and fabrications of criminal cases, to provide the civil and political rights to carrying out of propaganda work of all applicants.

Also in the total document it is noticed that «if President K.Bakiev sincerely intends to carry out the last statements for readiness for dialogue with opposition he is obliged to fulfill our requirements till April 20th 2009. In case of default of our requirements and aversion the authorities of constructive steps, with a view of protection of the rights and freedom of people have the right to act with termless protest actions under the slogan of Incorporated National Movement «Elections without Bakievs!» - is told in the resolution. At the same time, INM considers “appointment of pre-schedule presidential election to July 23rd 2009” as “the first victory”.

Meetings passed despite the attempts to break it, even though in some places meeting were broken by the authorities. The inhabitants of villages of Talas area going to the regional centre for participation in meeting of opposition, were not allowed to go to the city. About it on March  27th 2009 the press-service of party «Ata Meken» informed. «Police officers stop routing buses on the way to Talas and either don’t allow to go in, or send back in villages», - the press-service informs. Under its data, about 15 leaders-organizers of meeting are detained. «Without assigning any reasons they were hold in militia », - have informed in party. In the Kara-Kulzha area of the Osh oblast militia employees try to arrest a deputy head of party on the Osh area Bakyt Kalmamatov. «At present B.Kalmamatov is at home of the «Ata Meken» party member, the deputy of regional senate Zhumabai Kurmanaliev which house employees of miltia yesterday tried to crack. Pressure has been put upon the deputy of regional senate from outside the governor of the Osh oblast Aaly Karashev and assistant of city governor Bekbolot Mazhitov», - declared in the party. In case of arrest of Kalmamatov, inhabitants of Kara-Kulzha intend to leave on termless meeting, warned in "Ata Meken". Besides, as the press-service informs, this morning militia employees detained the active worker of party, the head of INM on the Osh area Myrzabek Akmatov. In Talas by law enforcement officers the head of party on Talas area - Kojsun Kurmanaliev is detained, he was accused of an arson of a fence of some Danila, inform in “Ata Meken.”
