general Kongantiev has begun with reprisals against people
As it was supposed, from dispersals of peace meetings and pickets, the authority
has passed to resolute attack against citizens of Kyrgyzstan. Under a specious
excuse - care for persons without certain residence, are exposed to detention
and arrests citizens, not having passports and … money.
Right after releasing from the detention center in Bishkek to our edition has
come young married couple . What happened to prisoners of cold prison cells, we
want to tell especially.
On January, 22, 2008 native of Zhalalabad oblast 24-years Uldasheva Zulfizar
has been stopped by militiamen near grocery shop on one of the central streets
of Bishkek. Not having represent themselves employees, one of which was in
civilian clothes, have demanded from the arrested person of 500 soms for
absence of the passport. The lieutenant who's name was Adilet, has suggested to
Zulfizar to pass in Sverdlovsk RDIA. Woman asked to not touch her, as her
husband wait for her at home with 4 monthly child. Tears on guards of the order
have not worked. On the contrary, decently dressed young mum for certain should
have the demanded sum of money. The cellular telephone of husband was
switched-off. Attempts to move to pity cops and to let her go to home, had no
success. In reply to entreaty militiamen have jostled her in taxi and have
brought in above-named RDIA.
In an hour after detention to a building of the Sverdlovsk department of militia
arrived car from the detention center. Zulfizar and other woman were sent to
detention center. In the prison cell ¹14 where have placed arrested woman, was
terribly cold and sickeningly stank of close-stool that was in cell. there
were - four thin blankets, spread on the floor.
Before an imprisonment under guard - the humiliating search of on duty sergeant
and withdrawal of cosmetics and 50 soms which. By an example of 37-th year,
have photographed, took prints of fingers and have taken blood on the analysis.
The employee of the detention center by name Mairambek has lifted the rate for
releasing - 1000 soms! Phone of husband still did not answer. The request to
release home for money and to feed the baby have caused only a laughter of
supervisors.
All the night long Zulfizar knocked on doors of the cell as it was very cold.
Her breasts, kidney were hurted, blood pressure has risen, her nose bleed.
But these sufferings did not go to any comparison with the main - about the
child, that was left without parent milk.
" Long live our humane court! "
Next day the replaced supervisors have forced Zulfizar to wash with cold water
six cells and a corridor. Other arrested persons have received "part" of work,
too. Up to 1 PM anybody from prisoners were not feed. After a dinner consisted
from ordinary skilly, the detained women were transferred to Sverdlovsk
regional court. The same Mairambek, has forbidden to women to leave the car and
in 5 minutes has taken out from a building of a regional Themis a ready
judgement - 5 day of arrest for infringement of a passport system. Thus he has
not shown the decision . On question of Zulfizar what will be with the child,
Mairambek has started talking about 1000 soms.
Operation "Hobo"
On returning to detention center, it was found out, that general Kongantiev has
decided to warm and feed all hobos of city. 23 persons of corresponding
appearance and clothes have been pushed in the tiny cell ¹14 . Refusal of
Zulfizar to enter in this cell again ended lack of money.
At night, in the cold cell, women have dissuaded being on the verge of nervous
frustration girl from attempt of a suicide. She tried to cut veins with found
splinter. Pains in kidneys and breasts have become aggravated. Appeared fever.
Blood pressure has risen again. Nobody from the personnel did not think to
render medical aid to the crying girl losing consciousness.
Prisoners
Among prisoners of the detention center are people of different age,
nationalities, estates and places of residing. According to Zulfizar, chance to
be released have only those who can pay . Among stayed the term Zulfizar has
found out the friend and asked him to inform her husband.
On the third day of arrest came husband, all these days he unsuccessfully
searched his spouse. As it was found out, he has sold family things, a
cellular telephone, paid 100 soms to the person on duty to meet with wife and
give her 300 soms. All these days he fed the four-monthly child with dissolved
in warm tea cookies.
For all time of arrest in cell, women were so hungry, and the money brought by
husband were spent for 9 loaves of bread.
On releasing of the wife he had not enough money, as the "price" has jumped up
up to 1500 soms.
Among prisoners in more exclusive position were working women of so-called
commercial sex. Besides an intim-services with supervisors they had an
opportunity to pay off by means of whoremasters.
There was a pregnant girl, which had nobody to ask for help.
The slightest request to employees of the detention center is solved only at
presence of money.
Now we shall wait for reaction of a management of the Ministry of Internal
Affairs. Will the press-service of the Ministry of Internal Affairs protect
official authority, and accuse human rights activists of forcing fears this
time too?

The press-service of Central administrative board of internal affairs of city
of Bishkek informs on this.
On its data, during action militiamen together with representatives of the
population have checked up over three thousand places of a congestion of people
without the certain residence.
During operation opened 108 crimes, half of them are thefts.
From total of arrested persons there were 73 Bishkek inhabitants. Put on the
preventive account in regional departments of internal affairs of capital for
various offences 97 person, on 227 person are made reports on administrative
offences .
The press-service of the Municipal Department of Internal Affairs marks, that «
it is practically impossible to remove such people from streets of city ». «
The revealed hobos are delivered in the city detention center, whence later
them again released, as their person is established and also militia has no
right to detain them», - explain in the press-service.
At visiting the detention center human rights activists became witnesses of that
in a building in which practically there is no heating because of its emergency
condition, are detained nearby three hundred person. In one of cells has been
locked 36 person. According to data, which managed to receive Aziza
Abdrasulova, in Bishkek detention center on January, 23rd were detained 180
person; on January, 24th - 113 more; and on January, 25th - 77 person.
In total for a year in Bishkek detention center were more than 8 000 person,
inform human rights activists. One of arrested persons - the 23-years woman has
told about circumstances of the arrest.

taken away in Pervomaisky RDIA.
As it was informed earlier, members of the youth organization have announced
today about carrying out of the next action. So, members of « I don't believe…
» have declared that "will simply stand" at four entrances of Zhogorku Kenesh,
to remind once again to the persons sitting in building of Zhogorku Kenesh,
that parliament is illegitimate, and that they are illegal deputies.
On Monday, January, 28th, in Bishkek the militia has detained more than twenty
participants of the youth action « I don't believe » which have gathered at
building of Zhogorku Kenesh (parliament of Kyrgyzstan) to peacefully protest
against taken place, in their opinion, falsifications during parliamentary
elections on December, 16th, 2007.
Young active workers of some kyrgyz public organizations and political parties
stood at all four entrances of a building of parliament and exchanged words
with each other. They wished to remind to deputies that do not consider them as
their were elected lawfully.
Some participants of the action have been detained by employees of the law and
order and delivered in Pervomaisy RDIA of the Kyrgyz capital. At present time
there is a procedure of their distribution on inspectors and gathering
explanatories. Meanwhile, as participants of the action inform, some minutes
after the beginning of the action, about 20 participants of the action were
detained by employees of militia and taken away in Pervomaisky RDIA . «First
they have told us that even « simply standing » near building of ZK is
forbidden, then we have decided to simply walk around the building, but us have
detained »,
As it became known, militia is going to justify the actions by that in RDIA
received information that some citizens, made an attempt of selling of drugs
near a building of parliament.
Among arrested are Tilek Sydykov and Suinaly Adilet - active workers of a youth
wing of a party of Green's and other participants which have been arrested
Let's remind, that, according to the decision of the mayoralty of Bishkek about
restriction of places of carrying out of mass actions, the area before a
building of parliament is included in the list of sites where it is not
forbidden to hold a meeting.
Participants of the action « I don't believe… » will lead the next action - they
will "simply stand" near building of ZK
Bishkek (áëIpress) - Participants of youth campaign « I don't believe … » are
going today, on January, 28th, 2008, to conduct the next action - young men
with labels « I don't believe… » will simply stand at four entrances of
Zhogorku Kenesh.
As participants inform, the action is directed on once again reminding to
persons sitting in Zhogorku Kenesh, that parliament is illegitimate, and that
they are illegal deputies.
The given action is not neither picket, nor meeting, storm, anything other,
except for simple youth action in which people, using the right to come to
building of ZK, simply stand at an entrance, participants of the action mark.
It is necessary to note, that according to the rules of parliament accepted on
January, 24th by deputies and signed by the president on January, 26th,
sessions of ZK are henceforth spent only on Thursdays and Fridays. On Mondays
and Tuesdays session are spent in committees and the temporary commissions,
and Wednesday is for work in fractions.
The participants of the action "I don't believe" are forced to write
explanatories without lawyers.
According to one of participants of action Mirsuljan Namazaliev employees of
Pervomaisky RDIA forcing detained to write explanatories without lawyers. The
assistant of head of RDIA Salam Shatmanov said that young people were detained
because RDIA received information that near the building of parliament some
people are going to sell drugs, we decided to check these young people too. "We
warned each other about this, about possibility of dropping in our pockets drugs
by militiamen",- says Mirsuljan Namazaliev. In action "I don't believe " took
part representatives of parties "Green's", "Atameken", "Arnamys", youth
movements "Free generation", "Jebe", "Dilgir".
