40  days - on January, 25th  passed forty days from the past in December
parliamentary elections. According to article 77 of the Especial part of the
Code about elections KR « Official publication in mass media of results of
elections of deputies of Zhogorku Kenesh  is carried out by the Central
Electoral commission in two weeks from the date of definition of results of
elections ». The nonsense consists in that  results of calculation of votes
till now are not published. During my study in seaworthy school I had a friend
from Chuvashiya. And so, among northern Chuvashs, who have become Christians,
it is widespread the legend,  according to which the God gives to soul of the
dead man freedom, to walk  during first forty days on earth, and during this
time soul  follows an angel, that shows to him acts of man that he made during
lifetime. When 40 days  will pass, the soul of dead will receive rewarding or
punishment depending on how he lived on the earth, in a sin or virtue.
And how it should happen actually? The Central Electoral Commission should
announce - for which  party how many person voted, and then on the basis of
this calculation to divide voices into percents. Thus deputy mandates should be
given out only after the publication of results of calculation of votes, which
is not made till now.

it turns out - a unique source of the government which is people of Kyrgyzstan
(I quote Constitution KR) does not know, for what party  how many votes are
given. From what concrete figure - the sum of calculation of votes, the Central
Electoral Committee has divided 90 places in parliament among «Ak Jol», SDPK and
Communists?
Not to be proofless, I shall refer to concrete articles of the Code about
elections. The same article 77 about which it was spoken in the beginning,
orders: « the Central Electoral commission on the basis of reports of the local
electoral  commissions by summation of data containing in them makes calculation
of votes, submitted on uniform constituency for each list of votes». Notice, not
percents, but concrete votes.
It is possible to list for long infringements which are admitted by CEC. We can
tell about not ended term of the international observers at which, according to
article 18  of the same Code about elections « the Term of appointment … comes
to an end in day of official publication of results of elections ».
And in the meantime, in our parliament sit and work  representatives of parties
, who in unknown way appeared there, because the Central Electoral Committee
till now has not told, for whom how many votes were given.
