15.03.2008 : De Facto:  866 hectares of the lan in Issykul oblast  will be given to the Navy
of Russia
Bishkek (ÀÊIpress) - In Issykkul oblast in Zhetioguz area  866 hectares of the
land  located in territory of peninsula Karabulun, will be given to Russia for
accommodation of military objects of the Russian navy fleet (the Navy of
Russia). About it writes the newspaper «De-Facto» on March, 13th, 2008.

As the newspaper «De-Factoî» informs, the total area of transferred territory
for Armed forces of the Russian Federation makes - 811,2 hectares, besides in
addition will be transferred 52,5 hectares of the land for accommodation of
military objects,  and a site of 0,5 square miles from water area.

« In the Agreement of the Governments of Kyrgyzstan and Russia on friendship,
cooperation, mutual aid and protection of confidential materials, last article
provides regulations about that « the territory Transferred to the Russian
Federation located on peninsula Karabulun, will be closed for citizens of the
third countries ». Article 4  of the same agreement says, « the State
authorities of Kyrgyzstan respect with the status of militarians of the Russian
Federation and provide safety of staff, provides safety of property and the
rights of military divisions of Russia, undertakes necessary actions for
maintenance, not interventions in internal affairs of the Russian militarians,
etc. », - writes «De-Facto».

As follows from article «De-Facto», in the agreement conditions and terms of
stay of the Russian navy fleet on Issykkul have not been specified. It is
known, that Russia is ready to pay for rent of the given territory annually 4,5
million US dollars. This question has been discussed in 2007 in Committee on
defense, safety, law and order and judicial-legal reform of Zhogorku Kenesh.
