06.06.2008 : Another case of tortures was revealed by human rights advocates of Issyk-Kul region.

On May 28.2008 advocates of human rights from “Voice of Freedom” network in
Issyk-Kul region Kamil Ruziev and Ella Matveeva held monitoring in Detention
centre of Tyup’s District Authority of Internal Affairs (DAIA) and elicited the
fact of tortures on arrested person - Nurlan Baibosunov. According to
Baibosunov, arrested for the theft of horse, militiamen beat him during the
investigative actions for the purpose of getting from him admission.
Human rights advocates invited surgeon from Region Centre of Family Medicine
Jamilya Omurbekova for medical examination. In the course of a joint visual
examination, they found out traces of haematomas in and around of the left
shoulder and cuts on the inside of the left hand. Arrested complained of pain
and noise in ears.

On the same day advocates requested to prosecutor of Tyup region Dayarbek
Oruzbaev according to fact of violation of human rights and taking some
measures by him. Prosecutor promised to examine and send an expert in forensic
medicine for medical inspection and pronouncement of conclusion. But on May 29,
on repeated meeting of advocates with prosecutor it turned out that his order
wasn’t  carry out. In the presence of advocate Ruziev, prosecutor demanded to
carry out his order about examination of arrested immediately.

On May 30, expert in forensic medicine of Tyup Region Esen Tontortov on meeting
eith Ruziev proved, that he had examined arrested man and revealed the traces
of beating. But up to date law machinery of the region didn’t pass the
resolution about examination and are not going to conduct an investigation.
because they want to take away from responsibility guilty participants in
commission of torture.
Let us remind that in February (this year) Kyrgyzstan ratified second Optional
Report to UN convention against tortures.  Though, that the article in criminal
code exists for 5 years “tortures”, none of militiamen wasn’t bring to trial for
tortures.
