The public prosecutor and militia beat the prisoner with a presence of legal experts

The Indicative case has occurred on October, 22nd in IVS Jety-Oguz militia where legal expert Kamil Ruziev carried out monitoring of observance of the rights of detained and accused. For the same purpose the assistant to the public prosecutor of area Kubanychbek Asanov has been invited also. At visiting of one of chambers, Mars Mergenbaev of 1981 of the river, accused in animal stealing, has complained that has been detained in May, and investigatory actions are not finished till now, and transfer, accordingly, is tightened has put in district court. The assistant to the public prosecutor obviously did not like such complaints and has not found anything besides cursing Mergenbaeva. - You have committed a crime and still demand observance of the rights! ?€“ Asanov was indignant. The prisoner has asked vice public prosecutor to refrain from the use of obscene words, for as has received on the full: Asanov has punched Mergenbaeva, witnesses of that of steel not only cellmates accused, but also legal expert, and two his subordinates. Punishment seemed, to Asanov, probably, insufficient; therefore he has ordered to deduce the prisoner in a corridor where beating has proceeded. On a question of the legal expert on the reasons of such cruel treatment with the prisoner, vice public prosecutor has answered: say, the district court repeatedly returned criminal case of Mergenbaev for ?«completion of blanks of a consequence?», for what even inspector of Jeti-Oguz area Alybakov was reprimanded. - For the affairs as the recidivist repeatedly committing similar crimes, it will be deprived of freedom for 12 years, - Asanov has concluded. Legal expert, justifying illegal actions, too has inserted the ?«five coins?». - As soon as we moved the prisoner from Karakol jail-3, he began to demand observance of the rights, negatively influencing cellmates, - Ruziev has complained. - Mergenbaev has bothered also to the chief of jail-3 Shekerbekov who cannot get rid of it in any way.
