Kalysbek Djamaev - the inhabitant of village Grigorevka of Issyk-Kul area, has fallen for a victim of tortures on the part of employees of Village of Police Station of Grigorevka and City Department of Internal Affairs of Issyk-Kul area. About it informed the human rights defender Kamil Ruziev and Ella Matveeva.
With the diagnosis craniocereberal trauma Djamaev has been hospitalized in branch of traumatology of the regional hospital. Under complaints of the patient, he has strong headaches, hurt his legs and kidneys.
From the words of Djamaev, the human rights defenders have found out the following.Kalysbek Djamaeev has been taken under the guard by three employees of village police stations (VPS) from Gregorevka on January 30, 2007 at about 9-00 am from the house under suspicion of abaction. Having delivered in VPS, the policeman with the purpose of reception of indications, ostensibly, having beaten him. By the words of Djamaev in the beating participated the chief of VPS, the major of militia Tursunbek Toktomambetov. Besides that, detention of the suspected Djamaev Kalysbek has been made out on January 31, instead of 30 - on the day of actual detention.
That day, on January 30, 2007, Djamaev has been transported to City Department of Internal Affairs of Issyk-kul area. Djamaev has told, that also here he was beaten for 4 hours. Special diligence from the torturers, was differed an employee Kozhomberdiev who has kicked in edges and beaten under kidneys.
On February 3 in connection with excess of term of detention and absence of material evidences Djamaev has been released, but under a subscription of not allowing to departure from the city and under the guarantee of his lawful representative of mother.
That day he has been hospitalized in branch of surgery of Issyk-kul regional hospital where he had ascertained a craniocereberal trauma and bruises. However on February 5, 2007 in connection with pressure on the part of policemen of Issyk-Kul area, Djamaev has been written out from branch of surgery of Issyk-kul regional hospital to Karakol for continuation of medical treatment is delivered by relatives to the regional hospital.
On February 7, 2007 the human rights defenders in branch of traumatology Djamaev had legal aid rendered and complaints to Ombudsmen of KR, Procuracy of local area, the chief of the Department of Internal Affairs and SNS areas on illegal actions (tortures) of law enforcement bodies of Issykul area were made.
That very day at 17-00 pm, Ruziev and Matveeva in branch of traumatologyof Issykkul Regional Hospital have met inspector Orozaliev. In connection with registration of Djamaev's trauma, the inspector « considered necessary » to take explanatory about the reasons of the trauma at accused in presence of the human rights defenders
Djamaev has explained the reasons of occurrence of physical injuries, having accused thus employees of City Department of Internal Affairs though specified reception of traumas from unknown people earlier, being afraid of revenge of policemen.
