The patient with tuberculosis guy has been called on urgent service. He lived in a barracks with other healthy soldiers. After a while the fighter has run away from the service.

Spitting with the blood, promptly losing weight and lungs of the soldier Bahadir Isabaev, the employees of Djalalabad militia have stolen him from a court yard of a tubercular clinic. He was in hospital slippers, in such look he was have forwarded in chamber of isolation ward of temporary maintaince. Therefrom he was sent to Osh Investigatory Isolator where he is to this day.

In opinion of military Office of Public Prosecutor of Bishkek garrison which has approved the arrest of Bahadir Isabaev, he is a deserter and is in custody lawfully. Relatives consider, that Bahadir has fallen for a victim of circumstances.

What actually has happened, the correspondent of "Voices of freedom" has tried to find out.

Bahadir Isabaev has been called on urgent service in October, 2006. Upon termination of passage of a rate of the young fighter, the young soldier has been directed to serve to an army part in Novopokrovka near Bishkek. And on the nineteenth of November he has autocratically left the service and by free fellow rides has got home in Djalalabad.

Parents of Bahadir, father Bazarbai and mother Patygul who have addressed to the employees of Djalalabad human rights organizations "Validity" with the statement, not hiding, that their son has really run away from service, but they count his run was compelled. « When he was called, he weighed 52 kgs, and now he weighs only 47. But the most terrible, that doctors ascertained that he has a form of tuberculosis. In the army he was not treated with medical care, therefore he has run away », - father of Bahadir speaks.

Mother of the soldier Patygul Isabaeva speaks, her son has told her, that he had a high temperature all the time, but he was not directed on a medical unit. « He even got home ill, but I was afraid, that he can be accused of desertion, and so I have returned with him to Bishkek », - she tells.

And still Bahadir that day has again run away. This time the reason of runaway became the military form. It appears, that militarians have found and have taken away his form there where he has left it - at local bakery of flat cakes. « Having been frightened, that for that he can be punished, while I was in his service, he has again run away. His chief Satygulov has confirmed, that he was sick all the time. But, for some reasons he was not shown to doctors », - mother of the soldier indignants.

Parents of the soldier - fugitive several times have took him over the Djalalabad regional military registration and enlistment office, but he each time has run. « Certainly, he was sick, and he was loosing weight directly on eyes. However, we wanted, him to be treated in hospital as we were afraid, that he can be accused of desertion », - spoke spouse of Isabaev.

Some time Bahadir lived at his grandmother in Osh. In the beginning of February she has told to parents of the grandson, that he started to spit blood. On February 7 Isabaevs have taken the son in to Djalalabad antitubercular clinic. « Doctors have found out, that his lungs are at a stage of disintegration and at once appointed procedures, even have put on the account under program of DOTS », - father of Bahadir Bazarbai marks.

On twenty fourth of February, Bahadir's father who has come to a clinic to guide the son, has found out, that on the twenty second of February Bahadir was taken away by two unknown men. Neither the attending physician, nor managing branch did not know, who took away the younger Isabaev.

If the person vanishes, relatives address either in a mortuary or in militia, these days. So Bazarbai has addressed in Djalalabad City Department of militia. Here he has found out, that his son is in isolator of the time maintenance. However hewas not alowed to see his son, but have agreed to accept transfer. Having bought food products Bazarbai, has transferred it to the militiamen for his son, and has gone to the market. And in the market where his sister trades, has found out, that Bahadir has called her who already is in Osh Investigatory Isolator. It appears, a day ago he was brought.

Parents of the sick soldier speak, that they only want recovery of their son. « Let him cure in hospital or we shall cure. Then he shall continue his service or shall carry out the punishment if deserves. Because he is in conditions of Investigatory isolator now and his health can worsen only. In addition, he can infect others », - they speak.

However military public prosecutors do not hasten to accept fast and effective measures. The human rights defenders have addressed in a city military registration and enlistment office where wanted to receive the answer to a question: whether the military-medical commission had the right to recognize suitable the recruit who weighed 52 kgs, and father is sick of a tuberculosis. Employees of a military registration and enlistment office have told, that all questions will be answered only after the letter of enquiry.

And in the city militia informed, that Bahadir Isabaev was put to Isolation ward of temporary maintaince under the sanction of military Office of Public Prosecutor. « Our employees have only executed the sanction, Bahadir was detained on parking near the clinic. He had a cell phone in hands and was listening to music from a player. There was no abduction », - militiamen unanimously declare. « And in general you are protecting the wrong person. Bahadir is the swindler, He has got in sight of militia for a long time. Parents also have got tired of his tricks, he has put them in a debt hole. Only therefore parents have sent him in army, so to say, for re-education », - one of employees of criminal investigation department of City Department of Internal Affairs has told.

Parents of Bahadir do not deny, that their son was the difficult child, but now they want one thing, so that their son can receive normal treatment. « Our son was taken away from hospital not having let us know. Do you represent our condition? Even doctors could not answer, where was our son, where it suits? », - parents indignant.

According to the lawyer of human rights organizations "Validity", executors of the sanction of military Office of Public Prosecutor of the Bishkek Office of Public Prosecutor and public prosecutors have broken requirements of Criminal Prosesual Code, not having informed his relatives about the arrest. « If, it was not possible militiamen should warn doctors », - speaks Mahmmadjan Abdujaparov.

The head physician od Zhalalabad antitubercular clinic Isamamat Arzyev who parries considers, that - law enforcement bodies have the right to arrest anyone, and even the patient. « Especially Isabaev was not that sick (with lungs at a stage of disintegration and weight loss of less than 50 kg. - a comment) », - the head physician of tubdispanser has told by phone.

Words of the local human rights defender have apprehended, as irony. « The most spineless in questions of protection of human rights, are - teachers and doctors. They are afraid even of a shadow of law enforcement bodies. It can be seen only at cinemas, when doctors declare inspectors, that the patient is not ready to interrogations and expose them for a door of hospital », - speak the human rights defenders.
