« Mister president of our distressful selfdestroying Kirghiz Republic. By th destinies of Kirghiz people and confluence of exclusive circumstances mission of the Kyrghyzstan second in a history of the president of the country has been prepared for you. Two years ago falling of the hated Akaev's family - clan mode of board has been enthusiastically perceived by all Kirghiz people. Northerners who sincerely admired with obsession of our brothers - Southerns, without persevering and which resolute actions, overthrow Akaev's ugly hydra of the authority who has collected for fifteen years weight and force were most of all pleased to overthrow Akaev, would be problematic.
We, inhabitants of northern part of Kyrghyzstan, should be grateful to our southern brothers and that they have grown, have brought up and have presented all Kirghiz people a remarkable galaxy of oustanding heads of our state, as Ishak Razakov, Torobai Kulatov, Absamat Masaliev of which the Kirghiz place is proud. These statesmen always differed feeling of the huge responsibility for destiny of people, exclusive modesty and decency in affairs and acts. Southerns never were proud of it and they had never desires the last couple of years, now, somehow to protect their honour and advantage. In it there was no need. Inhabitants of Karakol and Naryn, Talas and Bishkek the same extent were proud of these famous names under the direction of which we felt ourselves as the uniform nation and never felt the accessory to geographical attributes.
It is confident, that the fertile southern ground has not become scanty on talents and few outstanding personalities, capable to rally and inspire people on overcoming of any difficulties will present all Kirghiz society yet.
With a deep regret and bitterness in soul, is compelled to ascertain, that the pleasure appeared premature and March revolution of 2005 has not justified hopes of people. Yes, the society was pregnant revolution, but the baby was destroyed the first day, having tired out it and having drowned in Akaev's constitutional bog. Newly appeared leaders of the nation together with proakae's parliament began to admonish a mansion, that in no event we can be beyond a legal field, differently in the country there will come chaos. Meanwhile, any legal field in Akaev's time was not there and now. Around reigns scandalous chaos.
Kirghiz people appeared severely deceived. The March revolution exterminated in a germ all over again has caused false euphoria which has quickly disappeared and replaced by deep disappointment, and then the general indignation of people has followed also. The family - clan control system created by president Akaev on plunder of the state, basing on the latent corruption circuits, appeared extremely hardy and has been unconditionally taken on arms and completely not casually many of akaev's special-designers of this system appeared today claimed by new authority.
The public reason is indignant and the state to self-destruction rises against the existing vicious system of family - clan management conducting a society to degradation. Two years on end country is shaken by protest with actions. Words are not present, meetings and strikes present authorities a restless life, distract them from daily employment by injust affairs. But than by what are these meetings caused? Who is the main disturber of public calmness? I dare to assert, that working authority itself, on an equal place creates problems and the illegal actions provokes various protests actions. That and secret not known Talas people frauds with deposit "Djerui", and for Tashkumir people with a factory "Crystal", and the confusing histories with Kant people cement-slate combine and Bishkek champagne company. Such examples of hundred and thousands, but I shall result only one fact, reasonably interesting that meeting as last stayed hope to counteract an arbitrariness of authorities, has been applied by a notorious administrative resource, which itself always in avral order it was used as antimeeting means. These are obedient and dependent teacher's collectives. Directors of seven schools and six kindergartens of city of Talas from February 2 till March 12, 2007 have organized termless meeting the protest on the area by the building of akim. This meeting of teachers has been provoked by working authority, and particularly again appointed by Minister of Education and sciences Kanybek Osmonaliev who the order has ratified on a post of a city department of education compromised itself in opinion of the local public of the gone too far official earlier already released from this post for numerous infringements and frauds.
It is impossible not to mention another protest action which have shaken up to depth of soul of all kyrgyz people. It is the act of self-burning of our compatriot Sabirova who from a hopelessness and impossibility to prove the correctness of our unperturbable authority, as a token of the protest has publicly burnt out herself on the toqn's square by the Kirghiz parliament. The alive torch on the area is not simply a call of the corrupt and become hardened authority, it is a desperate appeal to all society, that any more has no moral right to be reconciled with created chaos.
It is a signal that has come to finally say NO to this ugly antinational corruption system of family - clan management of the country.
The temperature of political boiling in a society has reached critical marks, having formed two powerful magnetic fields. Polarization of a society around of these two centres of gravity occurs by a principle of division into supporters of resolute dismantle by Akaev's family - clan corruption system and on those who in all ways want this system to remain constant, and to present the arisen opposition as struggle of the North against the South.
The president should realize, that his corruption environment for preservation of the purposes pushes him to a force variant of the sanction of the inflaming public conflict and playing of a southern map. But the head of the state should realize, that for him use of this variant of death is similar, and if he for preservation of the armchair will take advantage of it the final political verdict will sign to itself.
In this case he cannot avoid an impartial verdict of court of a history - a damnation of people and an eternal shame to children, grandsons and many subsequent generations. To mankind the penalty more terribly this is unknown.
Promptly time "CH" comes closer, and for every kyrgyz personа there has come a moment of truth when it is already impossible to remain the detached onlooker and everyone should openly, not hiding bashfully eyes, declare the civic stand.
I know, that in minds of officers and ensigns of Boundary service, the Ministry of Defence, National guards, the State committee of national safety and law-enforcement bodies for a long time there is a fermentation and bifurcation of feelings. They start to protest against spread orders, assignment for high posts of the corrupt persons ruthlessly finishing and dismissing the most worthy officers, not consent with politics of servility spent for armed forces and the subservience, not having anything the common with noble mission of militarians on maintenance of national safety.
I am more than confident, that officers and ensigns during this responsible moment of history can make a correct choice and be determined, whose interests should they protect.
Taking into account, that the existing system of authority and the politics spent by the president and his nearest environment, were included in a drastic contradiction with my vital belief, I think impossible for him further to protect interests of the rotted through antinational system of authority which for a long time is being sent on a dump of a history.
I declare about the resolute support of those forces which will assert interests of the working people and put before myself a noble task in maintenance of the worthy future for all Kyrgyz nation.
In this connection I openly declare the voluntary retirement.
