" I'm not the supporter of delay. We already for a long time consider a question on the constitutional reform. It seems to me that it is necessary to finish it. Certainly, deputies can have different opinions, but the parliament should tell it's word. I am interested to not delay this question, and also I'm interested in solving it within the precincts of parliament, instead of in the street. Not by meetings and processions ", - Has told K.Bakiev in interview to the newspaper "Businessman".
The head of the state thinks, that the bill of amendments in the Constitution, offered by working group led by the prime minister Almaz Atambaev, should receive the conclusion of the Constitutional court.
"for starting work of the Constitutional court it is enough to add into it one person. Half-year ago, I have already brought in two nominees. Till now there are no women, except for chairman of court, and the gender policy should be developed. So I decided to add a woman. If on Monday parliament will consider this nominee, the Constitutional court will start work at once", - the president has told.
Concerning amendments, K.Bakiev has declared, that he agrees, that there should be strong parliament, the strong government and the strong president. "Instead of that the president was weakened up to such level, that he almost as the official of any representative body. He is nationally elected and should have corresponding powers. Look, how many are in life situations when between parliament and the government there is no consent, the parliament cannot generate the government. Who should make of the decision? The head of the state. He should have powers with which he can affect both parliament, and the government ", - the head of the state has noted.

BPC: How you regard the fact of detention holding a meeting? What actions you are going to undertake in this connection?
Cholpon Djakupova : the Problem consists in that there is a certain private decree about detention of holding a meeting. Yesterday we have released 9 person from the receiver - allocator.
We have started to investigate, first of all the fact, that detention was not accompanied by presenting of any documents. Us interested our wards who have been detained the day before yesterday and 2 days are in custody. We have made the list, approximately from 170 person, which have been detained by law enforcement bodies. From them 37 person have been arrested within last 2 day. Only for two from 37 arrested persons there is a decision of court. On the others there are no documents on the basis of which these people should contain there. We have told to chief of Investigatory Isolator, that this is offence. In the answer he has told, that we should contact Nogojbaev, only under his personal instruction holding a meeting can be released. Now the law does not operate at all.
The problem is in that when the lawyer comes into the chamber arrested persons do not know him by sight and are afraid, that it is the employee of law enforcement bodies. And on questions of the lawyer: whether they participated in meetings, they answer negatively because them have intimidated. Yesterday one guy has admitted, that he participated in meetings and has shown on those who was on meetings too. So we could release only these 9 person.
BPC: Have law enforcement bodies explained to you the reason of their detention?
Cholpon Djakupova: No. Employees of law enforcement bodies say, that them have detained with a view of an establishment of the person. It is not written anywhere, that each citizen should have at himself the passport. There should be bases, for example, such, as intoxication, larceny. There is no basis. We understand, that it was simply the order from above.
BPC: Can you release other arrested persons?
Cholpon Djakupova: we shall try.
BPC: In the commission is Tursunbek Akun how his presence facilitates work with employees of law enforcement bodies?
Cholpon Djakupova: Certainly, he has helped, but at the same time I cannot understand, how the representative for human rights of administration of the president can not know the legislation. I said to him, that on the basis of the law, we should not ask, we should demand and release them therefrom. This is infringement of the legislation. In city there is no passport system. On all this Tursunbek Akun makes a helpless gesture. And says, that « they (Ministry of Internal Affairs) do not consider me as sometone important».

As informed to IA Fergana.Ru sources in administration of the president, « as intervention in internal affairs of Kyrgyzstan was considered the meeting of Migel Moratinos with the leader of opposition Feliks Kulov».
In this connection press conference of the working chairman of OSCE, Minister of Foreign Affairs and cooperation of Spain Migel Moratinos has been hastily cancelled. Employees of OSCE have explained this fact by that they are compelled to depart till 20.00 in the evening because of threat of closing of the capital airport.
In the meantime official site www.president.kg informed, that on April, 13 during meeting of Migel Anhel Moratinos with the president of Kyrgyzstan Kurmanbek Bakiev, both sides have expressed satisfaction by results of cooperation between OSCE and the country. The president has expressed to OSCE gratitude for support of projects on reforming and strengthening of potential of the Ministry of Internal Affairs of Kyrgyzstan, activity of Academy of OSCE, rendering of the advisory - technical help in sphere of small and average business. He has expressed confidence, that cooperation with OSCE further will develop successfully and has added, that Kyrgyzstan gives priority value to an economic direction of partnership. «Kyrgyz citizens have successfully mastered conditions of market economy. We with pleasure shall give the economic market for investments of Spain », - has told K.Bakiev, concerning prospects of bilateral cooperation of Kyrgyzstan with Spain.
Further it is informed, that K.Bakiev has acquainted Moratinos with the current internal political situation in the country and has stopped on details of process of carrying out of the constitutional reform. In turn, the working chairman of OSCE « has expressed gratitude to president K.Bakiev for warm reception and the given detailed information on a situation in Kyrgyzstan . M.Moratinos has supported K.Bakiev that the economic sphere should become a priority direction of cooperation between Kyrgyzstan and OSCE ».
According to a website, concerning a political situation in Kyrgyzstan, the working chairman of OSCE has expressed opinion, that each institute of authority should bear the responsibility for the site of activity. He has assured president K.Bakiev that OSCE supports efforts of authorities of Kyrgyzstan on consolidation of forces for the decision of arising questions within the framework of the law, and is ready to assist in perfection of democratic processes in country.

On meeting taken place on Friday, oppositional deputy of Zhogorku Kenesh (parliament of Kyrgyzstan) Melis Eshimkanov informed about the promise of minister of the Ministry of Internal Affairs of Bolotbek Nogojbaev to release arrested persons. The assistant to the head of Ministry of Internal Affairs Temirkan Subanov has declared, that 147 person have been detained on the area owing to absence at them the documents certifying the person.
Meanwhile, at present time in two different points of Bishkek pass concerts both for supporters of opposition, and for supporting the president.
On the central area of Bishkek Alatoo there is no more than three thousand people, came to look at a concert of stars of the Kyrgyz platform, the stage for which was exempted by leaders of opposition. And in central stadium "Spartak" passes a concert for supporters of president Kurmanbek Bakiev which carries out the movement "Antifront" coordinating activity of groupings, opposing the Incorporated front of opposition. As informed sources in "Antifront", in stadium has gathered more than seven thousand people. The actors acting for supporters of the president, are his fellow countrymen, that is - natives from the south of Kyrgyzstan.
During meeting taken place today leaders of opposition have sounded the assumption, that authorities develop the plan with use of people which have gathered in stadium "Spartak": in opinion of oppositionists, authorities are going to take at night the storm of House of the government and this provocation attribute to oppositions.
