Eight inhabitants of Talas area of Kyrghyzstan are arrested by law enforcement bodies on May 26-27, 2007. They were presented an accusations, under which criminal code are stipulated long time of imprisonment. About it informed director of regional representation of the Coalition « For democracy and a civil society » Arzykan Momuntaeva.
Arrests are made owing to the disorders which have occurred during working trip of prime minister Almazbek Atambaev in Talas area
A.Atambaev on May 26, 2007 was on working trip across Talas to familiarize with a situation which has arisen around of development of deposits "Andash" and "Djerui". During A.Atambaev's visit inhabitants of Talas informed that "Djerui" will continue the work on Monday on May 28, and deposit "Andash" will close until the contract design will be modified in view of remarks of public - ecological examination. Inhabitants of Talas have positively apprehended the decision on deposit "Andash", however have demanded to stop development of "Djerui". Prime-minister A.Atambaev has given up to them, having informed, that it was the decision of the Government of Kyrghyzstan. In the answer from the area of village "Manas" of a motorway "Bishkek - Talas" has gathered about 500 Talas inhabitants who did not allow the prime-minister to leave the region. On a place of incident of the profit about 100 employees of militia who, having applied physical strength, have dispersed participants and have unblocked the motorway.
As a result of actions of law enforcement bodies, by words of Momuntaeva has suffered about 15 women. « The militia has opened road for the prime minister, force having punched a cordon from women and old men », - informed A.Momuntaeva. Thereof, by words of the human rights defender « at some had fine bruises, some - bruises, one woman has received a trauma of a leg, another - hand ».
After that, as she said, participants of original picket have brought 7 victims in hospital. « Doctors have diagnosed victims, there are corresponding documents from physicians », - she has told.
« And when we have come back home - about 8 at evening, we were awaited already by militia, 4 people have been detained. They were taken away in Department of Internal Affairs of Talas area and have been put in the isolation bar for temporary maintaince. And since today's morning in the isolation bar there are 8 people », - she has told.
In connection with past arrests in the afternoon on May 27, 2007 at the Department of Internal Affairs of area has gathered about 1000 Talas inhabitants.
As informed Momuntaeva, people demand, that the militia should release the arrested people. « They are usual people and they do not want to change authority. But development of these deposits threatens ecological safety of our area, therefore we oppose », - she has told.
By the words of Momuntaeva, up to those it is time yet will release the arrested people, and the question on "Djerui" will not be solved yet, inhabitants of Talas can begin new actions. « Such thing in Talas I have not seen before - people has risen by themselves. Therefore the authority all the same should think again and make the decision in interests of people. We want to live in safety, and we demand legality, a freedom of speech », - she speaks.
As informed A.Momuntaeva, on given moments are arrested by law enforcement bodies ecologist - the human rights defender Ulugbek Osmonov, the active worker of Karakol Kainazar Imanaliev, the former deputy from Manas Shumkarbek Jumakeev, the town manager of Manas Yryskeldi Botikov, the active worker from Manas Serik Joldasev, etc. Also on the eve Lira Tantabaeva has been detained, the member of NGO "Ayalzat", however today she has been released in connection with that she is a mother of the juvenile daughter.
The arrested people were presented accusations under following articles of Criminal Code of KR:
Item 340 Encroachment for a life of the employee of law enforcement bodies (from 12 till 20 years of imprisonment with confiscation of property), Item 341 application of violence over the representative of authority (till 10 years of imprisonment), Item 233 mass disorders (from 2 till 5 years of imprisonment).
