In Kyrghyzstan the regional court has completely justified the chief of the children's colony who has severely beaten the teenager
In Panfilov regional court process on criminal case has come to the end concerning the former chief of corrective establishment ¹ 14 Amangeldi Ramankulov who was accused under article 305, part 2, item 3 of Criminal code of KR « Excess of official powers with application of physical violence ». Together with him was accused one more employee of a colony ¹ 14 - Jenish Kamchybekov. The former chief of a children's colony and his subordinate were accused by consequence of severe beating pupil of Turat Usupbaev. It is article of the facilitated form when it was necessary to involve for tortures.

State of emergency has taken place on February 5, 2007.Amangeldi Ramankulov and Jenish Kamchybekov have forced minor Turat Usupbaev to bring a dinner on the carriage in investigatory isolator which is in territory of a colony, however the teenager has refused, having referred that it is faulty. Then "tutors" began to beat him.
On February 24, 2007 Amangeldi Ramankulov is detained at attempt of flight. It have earlier confirmed in Office of Public Prosecutor on supervision of observance of legality in penitritional system. However Panfilov regional court has supported the main thing accused which on process has declared, that the boy Turat Usupbaev « was walking, has stumbled and, has fallen to asphalt, has broken himself his face ».
The Themis did not consider results of medicolegal examination, survey of doctors which the numerous bruises have diagnosed the victim «, the closed craniocereberal trauma, hematomas and blood leeking », and also indications of the witnesses who saw how Usupbaev was beeing beaten. On all these proofs on the part of accusation on behalf of supervising bodies Amangeldy Ramankulov repeated, that the boy has fallen and has hit his face, that the court is helping employees who have beaten the boy, probably here a leaging role plays corruption of the judge.
