In the receiver - allocator of Bishkek annually live about 2 thousand children. About it has been told today, on June, 13, on Round table taking place in Bishkek on discussion of the project «Protection of the rights of child by state structures KR».

From the beginning of 2007 in the receiver - allocator there are 580 children. Among them, homeless children, and offenders that leads to wrong preventive maintenance on protection of the rights of the child.

At the same time, according to information, amount of children in the Center increases every year. In the center live not only city children. Every year the amount of children increases, because of an internal migration. Therea re a lot of children from Osh, Zhalalabad, Chui areas which, having arrived to Bishkek with family, do not attend schools and leaves families.

Although in Kyrghyzstan work set of organizations on protection of the rights of the child (NGO's, state structures and international organizations) protection against all forms of violence, rendering special help to children, deprived of parental attention, social security, the rights of children that are in conflict with the law, all rights stipulated by the Convention of the United Nations on the rights of child frequently are formal. Children are still the objects of violence, they work. Below few examples of violence on children and examples where children are offenders.

As mentioned above thies fact has taken place on February, 5, 2007. Amangeldi Ramankulov and Jenish Kamchybekov forced minor Turat Usupbaev to bring a dinner on the carriage to

teenager has refused, having referred that it is broken. Then

"Tutors" began to beat him. On February, 24, 2007 Amangeldi Ramankulov was detained at attempt of flight. This was earlier confirmed in Office of Public Prosecutor on supervision of observance of legality in penitentiary system. However Panfilov regional court has supported the main accused, which on process has declared, that boy Turat Usupbaev " has stumbled and, having fallen on asphalt, has injured himself".

The Themis did not consider results of medicolegal examination,

survey of doctors which have diagnosed the victim

"numerous bruises, closed craniocereberal trauma, hematomas", and indications of the witnesses that saw the beating of Usupbaev. On all these proofs on the part of accusation on behalf of supervising

bodies Amangeldi Ramankulov repeated, that the boy has fallen and harmed himslef. We can say that the court that supports employees that have beaten boy is corrupted.
