After walk of president KR in park of Ataturk, construction and delivery of sanctions to a construction of inhabited objects in a park zone should stop.

However, in November, 2006 in administration of October district the decision в„– 412 about allocation of the ground sites in this park has left. If trust to the document, these sites were given to deputies of present of Jogorku Kenesh, that is why Bakiev can not do anything or having these documents he can use them against deputies to make them sign the law on Kambarata, electric power station.

For two years of his work did not get tired to assure people that to corruption in Kyrgyzstan ruthless war is declared. How many at us structures, called to struggle with it, not including profile managements in force departments? Twenty for certain. But why are not visible even small results of their work?! A question in the given context practically philosophical.

Let's recollect once again, how Kurmanbek Salievich Bakiev on May, 16, 2007 has taken a walk on streets of Bishkek, unexpectedly having changed the route. Having wandered on the deserted, dusty avenues of park of name Ataturk, the head of the state has expressed indignation concerning illegal construction of individual habitation in a zone of rest.

The press-service of the president 16.05.2007 wrote: В« President K.Bakiev, having examined sites in park where he saw a preparation for construction of habitation,

has expressed indignation by actions of irresponsible officials which gave sanctions for construction of objects. The head of the state has demanded from mayor A.Nogoev today to give the information on those who gave sanctions for construction of habitation and by whom these objects constructing. В« Construction should be carried out within the framework of the legislation, sites should be allocated according to the Code about the ground. In a park zone construction is forbidden , these actions contradict the legislation. All officials who in infringement of legislations gave out the sanctions to construction of objects in the forbidden sites, should be done responsible В», - the president has declared. The head of the state has added, that construction and delivery of sanctions to a construction of inhabited objects in a park zone from now should be stopped. The president has emphasized, that the personal responsibility for infringement of the legislation will be carried by mayor of capital В».

Passed more then month what is made? NOTHING. Mister mayor of capital KR ran from press which persistently demanded answers to questions of the president. The plan of work on elimination of the remarks made during walk by the president, hid as strategic, special privacy document. Thanks to administration of the head of the state which has helped, so what? Then Arstanbek Nogoev has changed

tactics and began to communicate with journalists. He should not do it. The town governor has declared to <http://www.24.kg/> on June, 18, 2007: В« After visiting by the president of Kyrgyzstan of park of name Ataturk the republican and city commissions are created. Now all work on the given sites are suspended. As to ready houses we cannot move therefrom tenants as they have all necessary documents. The sanction to allocation of the ground sites in the given place they received in 1998-2000.

To the head of the state have reported, that houses are erected in territory of a park zone, but we have found out, that sites from the sanction of Gosstroy are allocated by the mayoralty on border with park. Certainly, in such affinity from it to build habitation is impossible, the so-called zone of alienation should be kept.

In this territory the grass, trees did not grow. Certainly, the former management of city should undertake attempts to rescue a site, to replace a ground, to provide waste ground with irrigation water. But they have gone on a way of the least resistance and have given it under building. Now to move tenants from adjoining to park zone there is no reason, in fact they are our townspeople too В».

Let's ask Arstanbek Nogoev : В« Is it a problem В« to replace a ground, to provide hundreds waste grounds in Bishkek with irrigation water, to clean capital from dust? В»

To give advices to the head of the country is not so correct (for this purpose at him there is a group of advisers, assistants). But, really, it is necessary to send in resignation such В« fathers of city В». To give advices is not correct, but ask questions is possible.

One of them: В« Dear Kurmanbek Salievich, do you know, that corruption, which level has so sharply fallen, blossoms, forgive again for an incorrectness, near by you? В»

For now we offer to readers the list of В« our townspeople В», who received sites for last four years and plentifuly build up in the street Maldybaeva, on belief of Arstanbek Nogoev, not in park of name Ataturk, but on border with it (it does not changes essence of an affair).

Chairman of the Supreme court of Kyrgyz Republic Kurmanbek Osmonov. On May, 29, 2003 by the decision of mayor of Bishkek в„– 393 he recieved the ground area в„–24 general area 1 thousand 210 square meters along the street Maldybaeva.

Kurmanbek Osmonov has a 4-roomed apartment along the street Toktogula the general area 141,54 square meters, a house along the street Novosovetskaya, в„– 25 (135,7 squares), a house in a lane Vishnevyi, в„– 35 (467,5 squares). On the ground area, with generosity allocated by the mayoralty of capital KR, chairman of SC has already erected the two-storeyed house the general area 358,8 square meters.

On September, 8, 2004 the mayoralty of city of Bishkek has allocated the ground area with the general area of 3 thousand 300 square meters (area of crossing of streets Ahunbaeva and Bakayev - former Chapaeva) to director of the State agency on architecture and construction KR Ishenbai Kadyrbekov.

On July, 22, 2004 in a southwest of capital KR the ground area of 800 square meters was received by former chairman of Central selective commission Sulajman Imanbaev.

Here former Minister of Agriculture Bekbolot Talgarbekov has received 800 square meters ground.

Certainly, now all can be written off on "activity" of former mayor of Bishkek Medetbek Kerimkulov, that, however, does not relieve him from responsibility if the ground areas were allocated illegally.
