23.10.2007 : Interdictions of the authorities and the mayoralty of Bishkek, the "party of green" is planning to hold a meeting on the central square

The "party of green" of Kyrgyzstan, despite the mayoralty's interdiction, is planning to spend on October, 19th, 2007 civil protest action "To protection of citizens of  КR against increase of the prices for the vital foodstuff and tariffs for utilities" on the central square "Alatoo".

 acting as the mayor of Bishkek Mr. Daniyar Usenov has declared, that in connection with in advance planned for October, 19th actions on "Аlatoo" in honour of day of the freshmen student, and also before preparation to a referendum, he cannot authorise carrying out by Party of green meeting in Bishkek, on the central square of city "Alatoo" on October, 19th, 2007. At the same time, D.Usenov has suggested to Green to transfer the meeting to square in the name of Gorky or to spend meeting-procession on October, 26th. As during Akaev's times at that times Usenov for similar interdictions criticised president Akaev.

However the chairman of Party of green Erkin Bulekbaev has informed news agency, that the party has submitted on October, 8th the notice according to Constitution article in which it is said that citizens of  КR have the rights to gather without the weapon, peacefully, to hold meetings, processions, demonstrations and picketing under condition of the prior notification of enforcement authorities or local governments.

E.Bulekbaev has informed, that today was received the letter with the signature of acting as Mayor D.Usenov and the head of May Day regional administration. In the given letter, according to E.Bulekbaev, there is no substantiation, there are no laws and articles on which the mayoralty is basing, while forbidding the meeting.

In the letter the mayoralty recommends to hold meeting in park in the name of M.Gorky or on October, 26th. Despite the mayoralty's recommendation to hold meeting in other place or during other time, the party has made decision to hold meeting on October, 19th on the square "Alatoo", as well as was planned earlier.

 - On the air of the channel "5" acting as the mayor of Bishkek Daniyar Usenov  has declared that the mayoralty has forbidden to  Party of Green of  Kyrgyzstan to hold meeting on October, 19th on the square "Alatoo". will you change now the date and a place of carrying out of your meeting designated, as civil protest action "In protection of citizens of the Kyrgyz Republic against increase of the prices for the vital foodstuff and tariffs for utilities"?
- Erkin Bulekbaev: In article 6 of law КR about the right of citizens to gather peacefully, to hold meetings and demonstrations it is said that organizers must submit the statement in bodies of local state administration or local government not later than 10 days before the action. The permission is not the obligatory requirement. We have been obliged to notify, and we have made it. We have submitted the statement about the action  to the mayoralty on October, 8th, 2007.

On Monday will take place the session of  presidium. If we will receive written notice of an interdiction we will discuss it. There will be  Meeting. We have  the right on it . The authorities need the referendum, instead of bread. When we have handed in the statement, the president urgently declared government session. The president within a month did not work on the problem with bread, he was engaged only in preparation for a referendum. Thought of his personal power. I think, that we have already managed to pay attention of the government and even of president Kurmanbek Salievich to the bread question. Now we prepare the resolution with the reference to the government, the prime minister and Zhogorku Kenesh.

Let's give to the authorities 1001 hours till December, 1st so  that they could  solve a food programme, have raised salaries, pensions and grants. If they speak about the world prices for bread then they should establish in Kyrgyzstan the minimum salaries corresponding to the world standards.

 

 

Erkin Bulekbaev: Prospective quantity of participants of meeting - 10 thousand citizens of Kyrgyzstan. It will be peace meeting. We act not for the constitutional reform and we do not struggle for authority, we give to citizens possibility to express their opinion. We invite to take part in meeting  the president, the prime minister, the speaker of parliament. They should come and  listen, what simple people talk about. They should explain to the people their program, concrete steps when and what they will do for crisis overcoming.

 

 

 

The meeting which has begun at 12:00 proceeded about a half an hour. The leader of "green" Erkin Bulekbaev has read the text of the statement of party,  then has accused authorities, including law enforcement bodies that they have done the utmost to deprive the demonstrators of a reinforcement with their supporters. Bulekbaev has underlined, that state structures were so zealous, that have forbidden pass on the central square even to peace inhabitants.
In this occasion Bulekbaev has told, that militia have detained many supporters of party. Besides, the leader of "green" has noticed, that militiamen have arrested two active workers of party who now are in Pervomaisk RDIA.

E.Bulekbaev: the Militia interferes with carrying out today on the square  "Alatoo" meeting of Party of the green 

Bishkek (АКIpress) - Employees of militia interfere with carrying out today, on October, 19th, 2007, on the square "Аlatoo" meeting of Party of the green. Thereupon civil protest action of Party Green "In protection of citizens КR against increase of the prices for the vital foodstuff and tariffs for utilities" has not begun yet.

According to eyewitnesses, militiamen do not let to pass to the square the  party leader Erkin Bulekbaev and his supporters, pressing people to walls of a building of joint-stock company "Ilbirs" located near to the square.

Besides, as has informed E.Bulekbaev, earlier today employees of militia have arrested a minibus of party with equipment (sound amplifiers, loudspeakers), and also propaganda materials.

 According to Bulekbaev, in the action will take part about 300 his supporters.

The day before

АКIpress.  the Party of Green declares, that the search is conducted in their Bishkek office by employees of the Ministry of Internal Affairs 

At office of party of Green Kyrgyzstan employees of militia have conducted a search. It is declared today by the press-service of Green.

In the press release it is spoken: "Today on October, 18th, 2007 approximately 11:30 am to office of  Political party of Green Kyrgyzstan eight employees of Central administrative board of the Ministry of Internal Affairs have rushed, in a corridor were on duty some person and in the street there were 4-5 persons.

One of entered from a threshold has started to shot everything on a  videocamera. One of employees periodically called to someone by phone and reported and consulted.

One of them having represent himself, has told, that young guys extending leaflets of the green colour containing an appeal to come on meeting which is planned for October, 19th of this year are detained. Employees of the Ministry of Internal Affairs have told, that they should examine and that we should write the explanatory.

On a question on the basis of what and why we should write explanatory and whether there are corresponding documents for search, they have answered, that they don't have official permission. and that they have come to be convinced of, whether the office of Party Green is placed here and to find out whether the leaflets found  at the detained young men were printed here.

Also they demanded to show the computer on which the text of the given leaflet contains, and the printer on which leaflets were printed. Asked on the basis of what party of Green extends leaflets and on what basis is going to hold a meeting.

Party members and the vice-president of party have refused to write explanatory and have demanded to do not touch things in office, and also to shot on a camera, having declared, that they do not have on it any lawful substantiation and have asked them to leave office. But, not looking at it they continued to look papers, have examined computers, read contents of files and party documents, printed duplicates of  all documents concerning forthcoming meeting. One of employees has rummaged around cases, to take out therefrom posters, calendars and thus all it acted in film on a videocamera.

On indignation and the request not to touch anything and that they do not have right on it, they answered, that they  are obliged and that they execute the management order, thus have not specified which management.
All people who came to party office were  expelled on street, having told, that they stir in their work.

When journalists of radio "Azattyk" and television channel "Pyramid" have come to office the lieutenant colonel of militia Arslanbek Yrysov the chief of 9th Central administrative board of the Ministry of Internal Affairs has ordered to the employees to expose them. One of employees stood holding a door so that anybody was not let into office and did not prevent "to perform their work". After end of not authorised search of office of Party of Green they have made the report with the office and stock description, have acquainted and have left, having taken with them the rests of leaflets in number of 74 pieces and a number of papers and the party documentation. At present time  party members of Green inspects presence of all documents and stock on integrity.

The party of Green declares, that the given not authorised actions of law-enforcement structures and the authorities break all Constitutional norms and laws of KR. above specified actions of power structures and rough methods, and also retaliatory actions, on a straight line are connected with meeting coming for October, 19th organized by Party of Green under the slogan "Rise the hungry country".

During tomorrow's meeting Green's do not exclude from the authorities and law enforcement bodies the using of power methods on not admitting the carrying out of the given action.
