Dictatorship is strengthening
Yesterday president of КR Kurmanbek Bakiev has dismissed parliament. One day earlier in the country  has passed a referendum for the new constitution which was approved by 76 % of voters, by falsification. Thus, in two months in КR  will take place parliamentary elections. Unlike to previous, they will pass only under party lists so, nothing can prevent to  win to propresidential party. Thus Kyrgyzstan became 3rd country after Kazakhstan and Russia, where presidents manupulate the party system for their dictatorship.

In the decree of the president it was said, that the reason of dissolution of parliament are «insuperable contradictions» between legislative and judicial branches of the power. Let's remind, in the middle of September from giving of presidential administration the constitutional court has made the sensational decision on cancellation at once of two last editions of the constitution accepted by deputies in November and December of last year. In the answer the parliament tried to accuse judges of excess of powers and has withdrawn their decision on appointment of three judges of the constitutional court. This occasion was used by  the guarantor of the constitution  to dismiss parliament.
Saying goodbye to legislators on the air of national TV, head of KR could not keep from caustic remarks in their address: «the Parliament considered for itself as the most important the struggle for expansion of own powers. Intervention in work of other branches of the power has got mass and inadmissible character. They almost reached the attempts of parliamentary revolution».
«After new edition of the constitution will come into force, in full conformity with our laws I will declare appointment of elections of parliament», - the president has declared. However, according to the Kyrgyz law about referendum, parliament must confirm its results. «And now after sighning of decree about parliament dissolution it turns out that there is nobody for  recognition of  referendum results, hence, it must be considered as not taken place», - oppositionist Temir Sariev says. However, hardly the judicial power for which protection the president  has dismissed parliament, will recognise actions of the head of the state as erroneous.

Sovereign democracy
The referendum about acceptance of the new constitution, passed on Sunday, became already  fifth for years of independence. Before the organic law four times was experimented by academician Askar Akaev, now has the turn of Kurmanbek Bakiev.

According to the CEC, the appearance has made 81 %. Legal experts and oppositionists, name other figures: according to calculations of observers from party "Ak Shumkar", not more than  30-35 % have voted, and in some areas 20%. Observers also marked the facts of throwing of huge packs of bulletins and cases of voting for relatives. But in the general opinion, these details cannot affect results of a referendum. Answering to claims of legal experts,  nearest colleague of president Danijar Usenov has declared  that for a half-million of voters of Bishkek these infringements are not indicative.

The chairman of the commission has explained her actions, that she has received instructions from a management of the mayoralty of the city of Tokmok about maintenance of an appearance not less than 65 % of the citizens, having the right to participate in a referendum. Thus chairman Karymshakova - the young woman -  did not understand at all, that she makes an infringement. She has explained her actions by that if authorities has given such instructions, it is necessary to execute them.»

Independent observers of the Osh resource centre have addressed today in Committee on independent supervision over referendum in Kyrgyzstan with the statement for bringing to responsibility of chairmen and members of the local elective commissions for falsification of elective documents and illegal delivery to citizens of bulletins for voting. Members of centre have informed on it at press conference in Osh.

Yesterday, on October, 21st, from «Interbilim» observers of  voting course - on 11 sites in Aravansky, Kara-Suujsky and Uzgensky districts, on 7 of Kara-Kuldzhinsky district, on 65 sites - in the city of Osh have been exposed.

Observers mark very low appearance on all polling districts, the averaged 40-50 percent, and assert, that the overestimated data mismatch the validity.

«We became witnesses of such infringements, as mass dump of bulletins in urns, filling of forms of registration and bulletins for the voters who have not came on sites. These are sites № 62 of Uzgensky, № 10 Kara-Kuldzhinsky districts, № 5464, 5501, 5282, 5301  of Osh. Members of Site elective commissions did not pay attention to our remarks, filled bulletins and put them in urns at our presence», - observers of «Interbilim» say.

On all specified sites, according to observers, members of SEC explained their behaviour equally. They said: «we have an order from above, we should provide an appearance, and how we decide ourselves».

«Many members of SEC left on streets and caught people, persuaded to vote and brought them on sites. For example, on a site № 5501, near theatre of name Babur, members of the selective commission stood in the street and distributed to students the the notices, thereby providing an appearance of voters. In polling districts during voting there were representatives of the state administrations though it is infringement. One site for the period of a break have left opened - all members of SEC have left, - observers mark.

In village Kochkor of Naryn area of Kyrgyzstan the observer of a course of carrying out of a referendum from the Coalition «For democracy and a civil society» B.Ryspekov was beaten. Press-service of Center "Interbilim"  informs on it.

On polling districts during a referendum rough infringements by members of the local commissions are fixed. The Coalition's press-service informs on it.

The similar case is fixed and on a site № 90. The chairman of commission Zhenish Abykanov, one of its members Emil Rysaliev, and also two employees of  local administration have put in an urn 100 bulletins. They also have explained the act by  that they have received corresponding instructions from above, however concrete surnames were not named.

Official results of a referendum will be brought on Wednesday, but, on preliminary data, 76,5 % of voters have supported the presidential project of the constitution and only 3 % have voted against. It means, that Kyrgyzstan has returned again to the presidential form of board at which the head of the state possesses the broadest powers and all branches of the government are under control of president.
Together with new edition of the constitution on a referendum the code about elections was accepted. According to data of KCHR, administration of the president for some months conduct the strengthened preparation for parliament elections. And, according to the new code, they will pass under party lists, instead of on one-mandatory districts as was earlier. It will prevent to pass in parliament to many top politicians who could be selected in the homeland, but who could not gether the party which is supported in all country.
Uniform Kyrgyzstan
According to source in the CEC, new elections will be on December, 16th. As he said, any delay by the president can give chance for opposition to develop a uniform position, and today the authorities have unique chance to win without special efforts.
Experts assume, that the future parliament at least on 80 % will consist from members of new presidential party "Ak Jol". The party was registered in one day. (While KCHR is not registered since Bakiev become a president ) . last week, acting on celebrating of the 70 anniversary of Alabukinsky district of  Zhalalabad area, the president declared, that in «Ak Jol» are  representatives of all levels of population  and the party will conduct «the creative work directed on prosperity of Kyrgyzstan and maintenance of a worthy life to its people». Voters have approved the decision of the president on creation of own party, and  famous teacher Abdrahman Hasanbaev has told: «Our president is a shade of the God on the earth. Let burn in a hell those who criticises him.
Meanwhile those who criticise the president, at present time cannot finish negotiations about creation of incorporated opposition. «Nobody wishes to renounce the ambitions. Each of the parties resisting to a present mode, most likely, will go separately, and only one-two of them can break a barrier of 5 % of voters».
How Kurmanbek Bakiev differs from Askar Akaev
The new constitution accepted on Sunday on a referendum, gives to the president even more  large powers even in comparison with the constitution accepted in 2003 at former president Askar Akaev.
According to article 46, the president under own initiative «appoints the prime minister and members of the government» and «makes the decision on resignation of the prime minister or the government» (under the former constitution he could make it only with the consent of parliament).
Impeachment procedure has become complicated. So, in Akaev's constitutions it has been written, that «the president can be released from a post only on the basis of put forward by Jogorku Kenesh charges in high treason or fulfilment of other grave crime confirmed with the conclusion of the constitutional court». Under the new constitution impeachment needs also «the conclusion of the State Office of Public Prosecutor about presence in actions of the president of signs of a crime».
It is necessary to note, that in Akaev's constitutions there was long enough 53rd article which especially stipulated the status of the ex-president, guaranteeing him inviolability which extended also on «occupied by him  inhabited and the office accommodations used by him vehicles, a communication facility belonging to him;  his  archives, documents, luggage, other property and on his correspondence». Moreover, «maintenance, service and protection of the ex-president, his wife, minor children and other members of a family who are on his expense, is carried out at the expense of the state in the order established by the law». Under the new version of 53rd article is very short. According to it, «the status of the ex-president is established by the law». That is to Askar Akaev the new constitution has not brought anything good. And Kurmanbek Bakiev, probably, is not going to be the ex-president.

Citizens of the country cannot hear radio of parliament of Kyrgyzstan. Today at session of Jogorku Kenesh  deputy Bolotbek Maripov has brought up this question, having asked the speaker of chamber to examine the given question.

As it became known to news agency «24.kg» from a source in device Zhogorku Kenesha, the equipment of radio station of parliament is in a serviceable condition and works. However why people behind walls Жогорку Кенеша cannot hear a signal, experts cannot tell, noticing, that such at them occurs for the first time.

«The air of parliamentary radio is broken because of the Republican production association of radio relay highways of TV and broadcasting», - the head of department of Jogorku Kenesh has declared to news agency «24.kg».

Let's remind, that today radio listeners have been deprived possibility to listen the session of JK on the radio air.

According to Ashirbek Temirbaev,  on October, 17th he has addressed to management of Association with the request to debug work of broadcasting of parliamentary radio, however till now the answer is not received.

Parliamentary radio has become silent  on October, 15th.

Democracy of Bakiev. The authorities of Kyrgyzstan have headed for total infringement of constitutional and suffrages of citizens

on October, 18th, without any arguments, the management of the Kyrgyz national broadcasting company has given up to party “Ata-Meken”  in showing of a preview trailer on air of National TV on a commercial basis.
At the same time, the party “Ata Meken” informs, that this very day management of NTV has removed from broadcast the next planned TV show  “Betme Bet” on which debate on the air about the constitutional reform and a forthcoming referendum between acting as a mayor of  Bishkek Daniyar Usenov and deputy of Jogorku Kenesha, the chairman of party “Ata-Meken” Omurbek Tekebaev should take place. «It has occurred, in spite of the fact that translation of the given transfer is carried out on a contractual basis between NTV and the National democratic institute of the USA, that is  financing this TV show. Thus head of NTV Kyaz Moldokasymov has referred to the order of the White house:«no shows, no oppositionists on air », - the party press-service gives of his word.

Bishkek (АКIpress) - political party "Ata-Meken"  today, on October, 19th, has extended the statement that National TV radio Corporation   groundlessly  has given up to party in translation of their preview trailer.
It is necessary to note, that as the party «Ata Meken» informed earlier , during parliamentary elections in Balykchinsky district, t o candidate of the party "Ata-Meken" also have given up in placing of trailer  on TV with use of attributes of party.
