Bakiev using CEC makes everything not to let in parliament on elections that will take place on December 16

The CEC on November, 19th, 2007 has made a decision that on elections parties will have to collect  a regional quota in 0,5 % from the general republican list of voters. Thereupon agency AKIpress has addressed for comments to various political figures.

The decision made by CEC is directed on cutting off of those who has no resources which have authorities. Besides, given decision does not provide in general neither regional interests, nor regional representation because calculation goes from the list of voters on all republic. Regions have different quantity of voters, and then what  relation the given threshold has to regions?

I think, that elections will not be  democratic, and do not give equal start for parties. Definitely, that in the regional electoral commissions authority plans something. Therefore parties, a civil society and voters should watch closely,  that at level of areas and oblasts the information on quantity of voters participated in elections was not deformed.

 Small parties cannot overcome the given threshold, many parties have regional offices, but they are not equally strong in all regions, in other words authority has not allowed some parties to grow. As it itself  is not strong party, it is just a party which uses an administrative resource, that, is illegal.

 The decision of the Central Electoral Commission that each party should receive 0,5 % - is a barrier, if we will try to calculate, it will turn out, that the threshold in parliament makes 10 %. If to calculate 0,5 % from the general republican list of voters on each region, automatically 0,5 % increase in 10 times,  then it makes 5 %.  Also, if we will add to it, that in voting participate  50 % of voters, automatically will it will be 10 % a barrier.
