For today many means leave by the state budget, the speaker of parliament of Kyrgyzstan declares.

 Bishkek, on January, 4th. (Agency «Kabar»). For today many means leave by the state budget, and such problem has developed because of lacks of the legislation of the Kyrgyz Republic. For the solution of these problems now has ripened necessity of a legislative regulation of mechanisms of efficient control the state property. On it during a meeting with Minister of economics and finance A.Zhaparov and  the chairman of the State committee on management of state property T.Turdumambetov was declared by speaker of Jogorku Kenesh Omurbek Tekebaev.

 Such situation as it has noted been during a meeting, is observed concerning the various enterprises. In particular, problems around of airport " Manas  " were considered, where from the means received from aviation base, in the state budget does not get any means, and all remains on balance of "Manas", as owners of these firms were  before  the children of president of Akaev and now the sons of the president Bakiev and the Head of Administration of  President Usenov.

 According to joint-stock company aggregate profits of the airport for 2006 will make 1 billion 177 million soms , and the general charges - 1 billion 049 million  soms,  accordingly balance profit will make the nearly 68 million soms.  Only from an air base the airport plans to receive the income 505 million soms ,that will make 42 % from the general planned income. All this money  come to the airport as to the managing subject. The Chairmamn of Parliament considers, that placing of an air base is political will of people, instead of a merit of "Manas", therefore all the means received from an air base should come in the state budget. By O.Tekebaev's calculations, the government only due to it can receive not less than 50 million dollars a year. In this connection the Chairman of Parliament is measured to initiate the bill of transfer of the ground of the airport to the state for its needs and payments for rent of the ground directly in the state budget.

 Besides O.Tekebaev has noted, that at the moment from monopoly for manufacture of spirit,  the state does not receive any profit that ministers have confirmed. In this connection the Chairman of Parliament has instructed Device of Jogorku Kenesh to prepare the bill that will in addition give the state nearby 300 million soms.  

 Ministers have agreed with O.Tekebaev in necessity of strengthening of legislative base and strengthening of the control over the state. Besides they have offered the ways of the decision of the developed problems, and also to make changes and additions to separate laws of the Kyrgyz Republic, in particular in the Law of the Kyrgyz Republic .

 The Chairman of Parliament has assured ministers, that in January on the agenda of sessions  of Jogorku Kenesh, questions of concession of the power companies and the new program of privatization, including the further consideration of the republican budget for 2006 first of all will be  put, the press-service of parliament informs.
