In Kyrgyz town Tokmok, wish to judge the human rights defenders that protested
against tortures
. Chief of Regional Office of Internal Affairs of the town
Tokmok asks court to institute criminal proceedings against human rights
defenders.
On January, 6th, 2006 at 14.00 in Tokmok city court has passed the first session
on consideration of case concerning Maxim Kuleshov, the head of public
association " the World-light of culture ", and the coordinator of “Tokmok’s
resource center under human rights" accused in slander (item 127 Criminal Code
of KR) and the insult (item 128 Criminal Code of KR).
The reason for Kuleshov's charge according to chief of Regional Office of
Internal Affairs of city Tokmok, the major of militia A. Koshokbaev was in
references of the given organization, and also newspaper clauses on the fact of
failure on December, 2nd, 2005 actions against tortures (newspapers: "Republic"
for December, 7th, “MSN - Saturday" for December, 16th, 2005).
On December, 2nd, 2005 public association "the World-light of culture" and
"Tokmok’s resource center under human rights " spent the action "Tokmok
against tortures, help to stop tortures", on the central area of Tokmok about
which on November, 29th, 2005 has notified the mayoralty of Tokmok.
This very day "Unknown persons", in militian form, have tried to break the
action, having selected a card of memory from the digital camera, having
disconnected power supplies of the audio-amplifier. One of them ordered to load
the equipment into the machine. From the application of major Koshokbaev in
court, it was found out, that "the given officials" should provide carrying
out of the given action.
On the fact of hindrance to peace assembly Maxim Kuleshov has submitted the
application to Office of Public Prosecutor in Tokmok, Service of National
Security for Chui area, Department of Internal Affairs of Chui area, and also
in Chui regional State Administration, however it has turned back reciprocal
actions against Maxim Kuleshov.
In brought to court materials the major of militia Koshokbaev specifies, that
the actions Kuleshov has slandered and has offended employees of militia. Among
them the appeal of wrongful actions of workers of the militia which have broken
peace assembly, and also illumination of the given facts in press is
underlined.
Despite of charge in slander and the insult, in materials of Koshokbaev victims
are all workers of law enforcement bodies of the Ministry of Internal Affairs
of the Kyrgyz Republic. Moreover, as witnesses are caused militiamen
Murataliev, Maatkerimov and Kydyrmyshev against which wrongful actions were
appealed by Kuleshov on the fact of failure of peace assembly on December, 2nd,
2005.
Recently similar practice was actively applied by officials of a former regime
concerning human rights defenders and representatives of mass media. Probably,
separate representatives of militia have decided to return to old receptions of
struggle against human rights defenders.
