| 25.01.2006 Bishkek(Agency «AKIpress) - Prime minister of Kyrgyz Republic Felix Kulov on January, 25th, 2006 has declared in connection with last events, " connected with the irresponsible attitude of law-enforcement and judicial bodies to struggle against the organized crime ". The text of the statement given by the press-service of Government of Kyrgyz Republic, we give completely. In the statement is spoken: Numerous form of addresses in my address of the nongovernmental, public and political organizations, and also citizens with requests and even requirements to state the attitude to last events connected with the irresponsible attitude of law-enforcement and judicial bodies to struggle against the organized crime, oblige me to designate my own position, first of all as the citizen. In a society the alarm in occasion of merging of criminality with authority obviously increase. Many of people know names, but people simply humanly are afraid to utter them aloud, caring about personal safety, a life and health of relatives. But if we shall afford and further to do, than proceeding criminalization will call into question a opportunity of the democratic and civilized development of Kyrgyzstan. In this connection, I am obliged to name surnames of separate persons, whose actions, in my opinion, create this danger. It is, first of all – certain Ryspek Akmatbaev. A name of one of responsible for the developed position - chairman of Service of national safety Tashtemir Aitbaev. The work of the Service of National Safety and some other state structures gives the basis to criticize authority for absence of struggle with criminality and corruption. Last vivid example - detention of the weapon and drugs of the chief of a department on struggle against organized crime of the Service of national Safety. And today any more does not surprise, when in courts justify suspected persons, whose participation in especially grave crimes, practically at anybody does not cause doubts. Several months ago I met representatives of the international financial institutions. Then they have unequivocally expressed anxiety to that appeared the criminal grouping, counting itself to mentioned above Akmatbaev and which in opened is engaged in racket, forcing clients of the international financial institutions, representatives of average business – to pay tribute. That fact that this person threatens me with punishment, has touched many decent citizens. I was persuaded, that I have brought an action against him. But I consider unworthy for me to contact those who pursues the low purposes. To create them the advertising, I am not measured, but I shall struggle ruthlessly with criminality by all lawful means.
The decision of court on the justification of the person which in a society known as the criminal leader, has caused a powerful loss to image of our state. Many people today are lost, frightened, speak, that criminality wins, that raging of criminality, muddle, struggle of criminal groupings for spheres of influence now will begin. To the prime minister do not submit Office of Public Prosecutor, the service of National Safety and courts. However in the given conditions I should react adequately to the created situation. According to the Ministry of Internal Affairs in republic there are 22 organized criminal groupings, but because of specified above reasons, effective struggle against them is not conducted. Moreover, from some gangsters try to mould an image of national heroes, certain Robin Goods , ostensibly disinterested defenders of simple people. Several months ago, by the Jogorku Kenesh of the Kyrgyz Republic was accepted the decision on creation of operatively-investigatory group for struggle against custom-made crimes and gangsterism at the Prime minister. The corresponding bill for a long time is prepared and submitted for consideration, but is not accepted. Probably someone very much is afraid that to criminality will be given rigid and effective repulse. In this connection, in view of the present conditions, available to me right and opportunities, I have made a decision to take under the personal control work of Management on struggle against the organized crime of the Ministry of Internal Affairs of republic, not substituting thus a role of a management of the ministry, on the contrary, to protect employees of the Ministry of Internal Affairs from possible attempts to affect them or to intimidate. I should ascertain also, that expert estimations of the further development of a political situation in our country are not consolatory. Criminalization by direct image infringes on interests of business, directly rendering negative influence on economy. Many businessmen are afraid, do not see prospect, some of them withdraw capitals in other countries, leave republic. About what foreign investments, about what economic growth in similar conditions there can be a speech! Inactivity and silence from responsible structures, in the given situation becomes inexcusable. Immediate reform of judicial authority and all law-enforcement system as a whole is necessary. We cannot depend on what command of the corrupted and criminalized officials courts and Office of Public Prosecutor begin to execute. It is necessary to understand urgently with the staff working in them, to lead reasonable rotation and to provide inflow of healthy and fresh forces, due to attraction of fair, competent experts.
