Number of non-governmental organizations demand from authorities to stop official muddle and approach of underworld.

Yesterday, on January, 26th, 2006, number of non-governmental organizations have distributed appeal to the President K.Bakiev and prime minister of Kyrgyz Republic F.Kulov, where, in particular is spoken, that "today to people of Kyrgyzstan elementary safety, protection, observance of legality are not provided. On the contrary, the defenders of the rights and freedom nowadays all without grounds are accused in inconceivable potential crimes before the state and a society. It is obvious and unambiguous threat to civil sector sounds these days from legal department when all society is shocked by that occurs in power ministries ".

Also, incompetence and absence of professionalism in special services, domination of casual,
"criminal" dishonest employees causes "special alarm, concern and fear for destiny of the state, is spoken in appeal. Today the professional officials, deprived such characteristics, as servility, an intriguing, dishonourableness are necessary to the country. As well as in days of Akaev , the Service of National Safety instead of providing safety of the country as a whole, continues to be engaged in political investigation ".

"The State Office of Public Prosecutor and all system of public prosecutor's supervision is not capable to provide observance of legality. It not "an eye of the head of the state ", but the obedient executor of commands of separate officials. Selective application of the law became norm, thousand people should wait years of judgements in terrible conditions of the insulators of time maintenance, and arrested persons on a place of grave crime are frequently released, calmly live home, and can leave the country at any moment. Related and friendly attitudes connect heads of Office of Public Prosecutor, courts, militias. How in this atmosphere of favoritism and general connivance it is possible to achieve validity and an impartial verdict? That’s why despaired people go on square, demanding intervention of the mighties of this world, demanding protection and validity. And this question can not be removed by interdictions of meetings and pickets, how several times was offered by the current general public prosecutor. On the contrary, such position will rather far from the state approach, when exactly the observance of human rights and leadership of the law, and not police interdictions on a civil freedom, protect foundations of a society, guarantee the order in streets.

The Ministry of Internal Affairs of Kyrgyzstan does not cope with the organized crime. The given structure does not work on an advancing, badly opens custom-made murders and loud crimes. The Ministry of Internal Affairs is necessary to be more operative, to be responsible for the activity.

Minister of Justice Mr. Kaipov, the yesterday's friend and the colleague of a civil society, becoming the high-ranking official, suddenly turns out in state accuser of nongovernmental sector. His categorical, the supported with nothing, statement shocked whole civil society. Probably, minister has forgotten, that Kyrgyzstan is the democratic country, instead of a police state. Obviously, minister is inspired with an example of other countries where there is no real civil sector where people are not ready to defend freedom. Mister minister needs to understand urgently, in which country he lives and works. Whether the state structures show by means of such methods the feebleness and powerlessness if see in non-governmental organizations danger. In fact to arrange senseless checks is easier, than to struggle with gangsterism and the organized crime which do not pay taxes, do not deduct money in Social Fund, do not create new workplaces. Is it not strange to consider the civil organizations as threat of national safety when unpunished there are loud corruption crimes, armed assaults and custom-made murders? We or share the general values of the democratic state with representatives of power departments and then quickly consult with all difficulties and confidently go forward, or are doomed to misunderstanding, confrontation, social and moral degradation ", is spoken in appeal.

"We address to you, the dear President and the Prime minister, whom we on July, 10th, 2005 have charged to rule the country for the blessing of its citizens: by all power and force of the authority, given to you by people - stop official muddle and approach of underworld, do not admit illegal actions, do not give an opportunity to compromise once again the country before the world community and own people ".
