Association of the non-governmental and non-commercial organizations: authority tries to bind hand and foot inconvenient non-governmental organizations.

Bishkek (Agency «AKI press») - "there is an opinion , that the authority tries to bind hand and foot inconvenient non-governmental organizations to muffle a voice of a civil society and to draw away the attention of a society from essential problems ". About it is spoken in the statement of Association of non-governmental organizations and non-commercial organizations from January, 27th, 2006 in occasion of intentions of Minister of Justice of Kyrgyz Republic Marat Kayipov to lead check of all non-governmental organizations, which receive financial support from abroad.

In opinion of Association, "actions of minister contradict democratic principles, and checks in the roughest way will break the Law of Kyrgyz Republic "about the noncommercial organizations ".

"In the given law is spoken, that the non-governmental organizations can be exposed to checks only by tax inspection and Social fund. And this is not in competence of the Ministry of Justice to spend financial checks. Thus, the Ministry of Justice goes on direct infringement of the law, and doing so, enables the totalitarian approach to freedom of citizens, to civil sector ", is spoken in the statement.

As the Association considers, " today in form of check of extremism in a civil society it is possible to finish and with objectionable non-governmental organizations and thus, not considered actions of separate officials can harm not only to development of a civil society, but also process of democratization, and as a whole to political image of the country ".

"Besides, the given decision goes counter with the concept of the Government about interaction with civil sector and rejects back efforts of a civil society in promotion of dialogue with authority that breaks the constitutional norms. The opportunity in free putting on itself of unusual functions for themselves by separate structures of the Government " is created, Association of non-governmental and non-commercial organizations emphasizes.
Also minister Kajypov, acting yesterday on TV, has declared that in check will participate all law-enforcement bodies, including the Service of National Safety and will define which non-governmental organizations damage to interests of the state and which foreign finance they receive.
