Dear Kurmanbek Salievich!
Exactly in n 2 months, will be 1 year, from that day , when happened a national revolution in Kyrgyzstan. Today, among people there is a lot of questions, among them following: "was there on 24 of March a revolution or overturn? What happened, what has changed" , such many similar fair questions still are set today and on them various answers are given. As one of people which concerns national revolution, with approach of this significant date, I ask myself this question and I do not find the answer.
When you were prime-minister, or in 2002 have created from several political parties, and representatives of a civil society in history of Kyrgyz people the first political movement with the slogan " to Akaev –the resignation - to people reform " with the primary goal not only to remove from post Akaev, but to cut under a root leadership of members of his family clan over the Kyrgyz ground, and have declared openly about an establishment in our country of democratic system. Before too criticized Akaev, a policy carried out by him, and some politicians demanded that he has retired. But, the open struggle was not spent. Having united in one political force, on the basis of this movement in which head we stood, was created movement "Kyrgyzstan" on November, 5th, 2004, you know it perfectly. Today the majority of members of this movement raise the important questions, and sometimes they come to me and have told : " We risked our lives, went on struggle, and the result of our efforts is that we have changed Akaev on Bakiev, tell to President ".

I told them, " fruits of revolution come not for one day, to destroy 15 years mode of Akaev a lot of time is necessary, we should change for this purpose psychologically, morally, politically", and they told me "you protect Bakiev ", blame me for everything. I told them , "I tell your words at each our meeting with the President ". But, Kurmanbek Salievich, we spoke, that we shall carry out revolutionary reforms legally or by effective lawful ways, but I should tell, that after 24-March, the political, economic, social, personnel selection and a policy of struggle against corruption and criminality differs nothing from policy of Askar Akaev. Also, by this open letter, last time I wish to tell, and I consider it is necessary to mention to you some facts, for example:

In police.

If we shall look at revolutions in history of mankind, after revolution political reforms at once were carried out. After March, 24th we offered to dismiss some politicians, who worked at Akaev and usurped the constitutional authority, and before we shall accept the new constitution, to live under revolutionary certificates. But you did not hear to people, who led you to authority, you have supported authority of Akaev , began to listen to environment of Akaev , "we shall carry out reform in a legal floor, in other case will begin confusion, but we shall necessarily carry out during 2005 the constitutional reform ", - you spoke, isn’t it ? (It was there was your first mistake). We have heard, that some politicians, which have no any attitude to revolution, met silently with Akaev, to keep his status of the ex-president went to Moscow, and have brought his application, you have hidden this from us, and have not consulted, and have signed various memorandums. Your 14 adherents, which were at the head of revolution, with purpose to fulfill the ideology of revolution, have met with you on 18-May, There was a heavy conversation on mistakes, which were made after revolution, was signed the agreement between you and 14 persons. In this agreement, after, you have gave a vow of the President, within 10 days you have given the promise to carry out the constitutional reform. This promise is not executed. These 14 persons, which have signed with you the memorandum after you gavra vow, and keep silence, on July, 7th, 2005 have made the memorandum, that within 2005 it is necessary to carry out the constitutional reform and have addressed to you. You did not answer us.
On July, 23rd, 2005 at a cinema theatre "October" has passed national meeting Kurultai , which was carried out by the national movement "Kyrgyzstan" . You there had a speech and have told, that the constitutional reform is necessary, the decision to accept the new constitution was accepted. This decision too has not been executed. Coordination Council of political movement "Kyrgyzstan" has gathered again on October, 24th, 2005, we have addressed with requirements shortly to finish the constitutional reform, within 2006 to carry out elections in Jogorku Kenesh under party lists. The answer is not present.
Under the initiative of parties which enter into political movement "Kyrgyzstan" has been lead VI national Kurultai on December, 24th, tens members of political parties, the nongovernmental organizations participated in it, and it was offered to carry out a national referendum on carrying out of the constitutional reform up to 24-March, 2006. (it is only endurances from the documentary facts).
You have spat on decisions of national Kurultai, and have declared that till autumn of 2006 will not carry out a referendum .There are no doubts, that till the autumn you can change many times your position. In a word, I believe, that, you do not wish to change the system constructed by Akaev.

ECONOMY
In economy nothing has changed since times of Akaev. The monthly tax, before each referendum every year grows, before elections promise to raise pensions, the salary. In January 2006, considered by the commission on release of laws and not approved " the program for 2004-2006 on privatization of a state ownership in Kyrgyzstan, have not corrected, the airport "Manas ", "Severoelectro "," Vostokelectro "," Jalalabatelectro "," Oshelectro "," Kyrgyzgaz ",
" Kyrgyztelecom "," Kyrgyzstan aba Joldoru "," Bishkekteploset ","Kyrgyzneftegaz ",

After revolution even In Kyrgyzstan new authority should raise monthly wages from 100 soms up to 500 soms , the size of pensions up to 1000 soms , would not began to sell those enterprises which do not work (joint-stock company " Crystal ", "Kambarata-2" , hydro-electric stations , "Zil", and would find investments, would employ there thousand jobless people, to somehow change a distress of people. Such aspiration is not observed.
Now if anywhere are under construction important enterprises or schools, governors, in that governors, ministers, mayors, the heads of villages gather , and give the promise..

Others wait for their turn. In the agreement, which has been concluded on May, 18th between you and us (which came to our posts, owing to revolution), it has been written, that if those people who have signed this agreement, will be dismissed and will leave from the posts also you will leave from a post. From your 14 colleagues half have been dismissed from a post. What you can tell on it? If requirements of this agreement will not be executed, let it be considered, that you have come to power fraudalently and all questions will be discussed and solved by means of a consensus.
According to this agreement, you have not carried out the constitutional reform, your 14 colleagues have been dismissed. You have never had a conversation, did not consult about the Constitutional reform or when dismissed us from posts. On our place there were yesterday's people, which at Akaev were on supporting parts.
Kurmanbek Salievich, from whom consists your command, from that people whocarried out a revolution with you, rom coordination advice of national movement "Kyrgyzstan" remain now only 6 persons. (Sydykov, I.Isakov, D.Nur uulu Dosbol, B.Asanov, A.Zhaparov). But at a meeting with them, you do not speak with them neither about the constitutional reform, nor about the staff, you do not discuss other questions. In general, with whom you consult? Who are your command? Well even, before celebrating of the anniversary of national revolution would not dismiss Anvar Artykov, Z.Zheenbekov, which before revolution were chosen by thousand people.
Struggle against corruption and the organized crime.

Kurmanbek Salievich, after revolution you have chosen a lawful way, have made a decision and after that decisions you are not receded, you will be in Parliament the first and have declared a tandem F.S.Kulov-Bakiev, I came to you, and have asked a post of the general public prosecutor. Before I did not struggle for a post, do you remember? Then, me, when Akaev was a President, as he spoke, "have reached up to 7 floor " and have set to myself an important task: to struggle with corruption. I understood, that to struggle with corruption within the frames of the law will be very complicated, that it will take a lot of time to destroy corruption, it is necessary to carry out professional investigation, and to prove through decisions of court charge of applicants to bribe takers.
But, in spite of the fact that there were many obstacles on my way, bodies of Office of Public Prosecutor have accepted the special 100 day time program against the corruption, the cases, which were closed earlier, but after the revolution, suspended regarding "Kyrgyzaltyn", "Kyrgyzgaz", "Kyrgyzpotrebsoyuz", "Kumtor", "Renton group ", case concerning Jaisabaev , Akmatbaev and others we have started to investigate again, and have renewed criminal cases on real estate of Akaev and his natives, fund "Meerim ", case , concerning events in Aksy, "Severelectro", customs, tax, credit, budgetary, and other public enterprises, and elements of corruption.. We have finished case on usurpation of authority by Akaev, have carried out investigations on events in Aksy, accident in Barskoon, the flight from the country of Akaev on March, 24th, and on other facts of actions or inactivity which were made outside of the law, these cases were before renewal of criminal case. Alas, I did not expect on 19-September,that you will dismiss me from a post, because I have deprived Aydar Akaev in Jogorku Kenesh from parliamentary immunity. Then I have asked for you only 2 things: first, to allow to finish the case, which were started by me., secondly, to appoint on a post of the General Public prosecutor the person, who could finish started cases. You have agreed on these 2 conditions. But, also have not executed them .

Criminal cases which have been raised by me, or have been suspended, or closed. Respondents in court Mambetaliev on case concerning "Kyrgyztelecom", Imanbaev on case, concerning Kant cement-slate factory , Makarov on case , concerning the real estate, and others accused have been justified by public prosecutors, or the court has pronounced the verdict "not guilty".
Kurmanbek Salievich, if cases, when I was the General Public prosecutor have been renewed, the raised cases are suspended, or are closed, or criminals have been justified, then involve me to liability for that these cases have been illegally raised, after justify Imanbaev, on his place put deputy Bermet Akaeva, give to Makarov the award, for that he free of charge has given the Kant cement-slate factory, 40 per cent of real estate of "Kyrgyztelecom" give to company "Bitel ", give to MAmbetaliev an award «Ak shumkar» , which was given to Akaev ", because the price of "Bitel" is 300 000 000 dollars.

Kurmanbek Salievich! As anniversary of revolution comes nearer, the discontent to authority, headed by you grows.
Now if somewhere passes protest actions, blame Beknazarov. If there is a murder, blame Akmatbaev, the discontent grows not only among chiefs of your law enforcement bodies, but also among simple people. The example to it, in today's Secutiry council will be listened the report of the General public prosecutor. I tell you directly, if among people there will be opinions, that after revolution there were no numerous changes, and if among people will pass the national meetings and assemblies on fulfillment in a life of aims of revolution, I shall support. Because problems of these assemblies will help you, people will tell you about that facts, about which you do not know, do not see, and will turn your vision.

You were chosen too by people at the same assembly, and they led you to authority, on March, 24th. Do not forget, that those people who now near you, in times of Akaev were with him. They in due time spoke, that I and you enemies to Akaev. Do not forget, that as they after revolution abuse Akaev, so they will abuse you. On December, 24th you should send on national Kurultai Sydykov and. Sarygulov, you would hear from them those words which sounded there, but you have on the contrary listened Aitbaev. Akaev too did not come on our Kurultai (national meetings). Because of advices of B.Zhanuzakov, O.Ibraimov. Who are your advisers ?. Sydykov, ??????, D.Sarygulov or someone another?
Tandem Bakiev- Kulov , to which in the beginning we trusted, today devided on the south and the north, but also have divided the environment of crimes. Now representatives of the state, deputies of Jogorku Kenesh, the nongovernmental organizations, press, politicians, too were divided on two sides. Some politicians will tell "authority have grasped the representatives of southern regions, do not give authority to them, our ground is captivated by the representatives of southern regions", - and will see all your mistakes, politize them, and will try to divide people on two sides. They on March, 24th did not divided on northern and southern, on nationalities, and have taken the White house. Some day kyrgyzs will divide ob "khanate" it would not be desirable even to think, that kyrgyzs will be divided on khanates. But in this question there is your mistake, each of you spoke, that you have a especial economic program, silently through your parties, through politicians, through press conduct a policy against each other.

In May-July of 2005, when only have formed tandem Kulov –Bakiev, we, the command of Kulov and command of Bakiev have created the tandem, and spoke many times about acceleration of carrying out of the constitutional reform. (it will confirm A.Atambaev) but, Kurmanbek Salievich, as has shown last time, you have kept away from us, and began to communicate with confidants of Akaev, and began to speak that " there is not K.Bakiev's command ".
Today, for anybody not a secret, that profit, which went from power, alcoholic branch, tax, customs, that went to a pocket of family of Akaev, are in your conducting.
Looking at that, what policy is conducted, there is an impression, that Akaev has left his place for you specially, but having gone to Moscow, rule the country with your hands..
If yesterday's oppositionists as they today call themselves, and behind them also, as well as in days of Akaev watch law enforcement bodies, overhear their conversations, they also are under supervision of press as well as yesterday cannot go in an ether of channel «KTR», are compelled to protect human rights, a freedom of speech, people, which yesterday supported Akaev, today support Bakiev , laugh at you, yesterday shot in people, sold the ground, will be again at authority, people who served to family of Akaev, today serve to you, how it is possible to tell, that there was a revolution?

Now we have changed Akaev for Bakiev, if we shall tell, that revolution on it has ended, what we shall tell those people, who in March threatened the life, that who today have remained invalids?
Therefore, Kurmanbek Salievich, you should accept all colleagues, who stood at sources of revolution, within February, and we should solve the above-stated problems, so it will be right. Because before history, people, we too, as well as you shall be responsible for revolution on March, 24th. Destiny of revolution - destiny of all of us.
