to him. Also K.Kongantiev has declared, that Jogorku Kenesh was beyond the powers and has broken the law when with the decision has directly interfered with a course of investigation and has take the right to define a preventive punishment to the detained employee of the Service of National Safety of Kyrgyz Republic Aldoyar Ismankulov .
