The reasons of resignation of Omurbek Tekebaev.

Bishkek (Agency «AKIpress) – A speech of Omurbek Tekebaev in connection with voluntary resignation from post of the speaker of Jogorku Kenesh of Kyrgyz Republic (on February, 13th, 2006), received by agency «AKI press».

Dear deputies, dear voters, people of Kyrgyzstan!

After historical March events our country stayed in the most complicated situation. Such situation was not in history of Kyrgyzstan last 100 years. The country has remained in anarchy, and unique legitimate authority those days became just the elected parliament.

At such most complicated, fatal moment for our state you, dear deputies, have rendered me huge trust, having elected as the chairman of Jogorku Kenesh, and all of us have together made historically true decision on return of the country in a lawful, constitutional channel. And in the further, working in heavy conditions of the first post-revolutionary months incessant meetings in the country, we have proved to people of Kyrgyzstan, that present structure of Jogorku Kenesh completely deserving the status of legitimacy - our chamber has justified trust of our voters, with honour having executed all assigned on us history duty.

The parliament has accepted a number of very important political documents on stabilization of a political situation in the country, to restoration of a vertical of the government, restoration of legality in all territory of the country. We tried to use our best efforts, that in the country displays of anarchy, marauding, disorders, capture of a private property, the organized crime, revelry of underworld have stopped. In parallel with it we very effectively worked above development and acceptance of the bills mentioning various spheres of our life.

No force-majeur circumstances could paralyze effective work of parliament - all of you know figures on which we eloquently advance parameters of chamber of the last convocation worked in conditions, we shall tell so, a peace life. We worked in the most complicated moral conditions when our colleagues were killed, when to us threatened when on all country collected signatures for dissolution of our chamber. We with anybody were not at war, but we have won.

The parliament got more and more authority, though all we know, that at a birth this chamber had enormous complexities. The certain part of a society not unreasonably expressed the aggressive attitude to parliament, but owing to the work we gradually were reputable. Our former opponents have returned to us, have recognized legitimacy and even were united around of parliament.
Jogorku Kenesh, with each month have got more authority, became the center of political events. All significant political debates began in parliament or came to an end in parliament, and political forces of the country were more and more united around of parliament. Being the most transparent authority, Jogorku Kenesh became the center of acceptance of the major for the country of decisions and the centre of gravity of the public and independent mass-media.

I think, that it has caused ardent jealousy of some persons which have accused Jogorku Kenesh, that it wishes to be in position of the head of the state. Oils to fire were added with discussion as a result of which the majority of progressive political groups tended to idea of parliamentary republic. And, probably, to these last events around Jogorku Kenesh ?????? speak.

For members of our parliament not a secret, that from the very beginning of my introduction into post of the speaker of Jogorku Kenesh , the administration of the President Bakiev undertook regular and indefatigable attempts by means of deputies to displace me from a post of the speaker. People's choices wished to bribe, tried to threaten them - nothing turned out.

When by September, 1st they once again organized the announcement by the deputies of mistrust to the speaker, I have caught in a corridor of deputy head of the device o Administration of the President Isabekov and have told to him: " At you nothing will turn out. In spite of the fact that the majority of deputies have have you a promise, even have subscribed under the obligation, - it will not turn out. Know, in what your mistake? ", - I have asked him –
" in what? " - he has told. - " you do not consider that people, especially people's choices have simple human qualities, such as honour, conscience and dignity. That they the man, eventually, which cannot simply hand over the comrade. You think, that everything can be solved because of your pressure, threats or payoff. Yoo are mistaken ".

In 2000, Askar Akaev asked deputies to vote for my resignation from a post of the vice-speaker. Two times they voted, and my resignation has not passed two times. Then the device of the White house was omnipotent and actively worked above it, but - at them nothing has turned out. Then I have left under the labour legislation - at own will.

At the new president the story has repeated. His device actively worked, but efforts of the White house as well as then, have not crowned with success. On Friday, February, 10th, I have submitted the application to resignation. But deputies have refused to consider it, have refused to include this question in the agenda.

Why I have recollected, that it is not the first case? Because I wish to express gratitude to my colleagues, former and operating, I wish to emphasize to people, their voters, that, in spite of any estimations and judgments in press, in most cases the deputies become not casual, but really worthy people. People, to whom concepts of honour and decency are not alien. People who keep these qualities even then, when on them the most powerful officials put pressure, when them intimidate press, blackmail, raise criminal cases. Under any fear they do not sell the honour, and vote how to them dictates their conscience.

In our society it is a lot of such people. The administration of the White house frightened us of national excitements, storms, that will organize women who will take down me from my place, - it will not happen. Why? All for the same reason. Because the public, at people has a same conscience. Representatives of a civil society, deputies of city Kenesh, the local active workers, independent mass-media have not admitted it.

Bakiev’s administration was convinced, that cannot collect enough voices in parliament to displace me. Everything, that they can is to ask me about that I have left.

In October of the last year, - when in the country there was the next coil of intensity connected with meetings of the organized criminality, headed by Akmatbaev , by the way with the support of Bakiev, demanded, on the one hand, resignation of Kulov , sounded also requirements about my resignation in case, if the parliament will not discharge the prime minister , and on the other hand there were meetings to support of Kulov , - the president was eliminated sounding the position under these requirements. He did not assess an event, and then we, deputies, have gone to him to discuss the developed situation.

And then I have told to the president and the prime minister: let's not suppose in the future such situation, that we are as though hidden from each other, we wait, than all this will terminate, we take a detached view, as each of us will leave this situation.

I have told: dear Kurmanbek Salievich , Felix Sharshenbaevich, let's agree, that we shall reveal henceforth the positions, openly to express them, instead of to be hidden from each other. And then I have given the promise of a man : if you together unanimously will come to opinion, that personally I, Tekebaev , prevent to work to you, I shall leave from a post of the speaker, I gave you promise!

Such moment has come. On Friday Felix Kulov and Kurmanbek Bakiev have let to me know, that I should leave, and that in this opinion they are uniform. I have constrained the word, and I retire.

I think, that my leaving should matter for our local policy. What value? The leader of any scale, - be he the head of the state, the head of rural Kenesh, the head of the nongovernmental organization, political party or the deputy, - should be able to bear the responsibility for the actions, for the words. If promised, he should fulfil the promise, instead of search for ways, how to leave from it, or simply impudently ignore the promise.
By my leaving I would like to put in pawn precedent, a basis of new political tradition that the future generations could generate new stereotypes of behaviour of heads, which, giving the oath promises to people, would not forget in week or month about told, and would answer for the words.

I wish to emphasize, that I submitted to resignation first of all because myself I have estimated the form of my statements as wrong, unworthy. The form, but not the maintenance, with which agree almost everybody.

By my leaving I without false modesty wish to emphasize a lack in moral of thee other heads, I shall repeat, publicly, before parliament, before people, give oath promises, sign obligations, and is quiet, without a twinge of conscience, renounce them. It is deeply harmful, pernicious practice for the state.

I am, as the rural teacher, want, that young generation, the future generation of politicians has found moral reference points, historical precedents. At Kyrgyzs there is a concept - " the slave to a word ", there is a concept - " a word of khan ". Khan should be the slave to the word. Here it is a question of any official of a high rank, about any politician who is obliged to hold a word.

In the beginning of May Kurmanbek Bakiev and Felix Kulov have entered into the agreement on a tandem. The key moment of this agreement was carrying out of democratic constitutional reforms up to the end of year through Jogorku Kenesh. Guarantors of execution of conditions of this agreement were chairmen of the Constitutional and Supreme courts and thespeaker of Jogorku Kenesh. .

Since then I indefatigably demanded fulfillment of conditions of a tandem, especially regarding dismantle of authoritative system. Other guarantors of the given agreement have withdrawn from the control over its fulfillment , and participants of a tandem have forgotten about the promises.

I constantly reminded them about the given promise to each other and to people and demanded, sometimes in the sharp form, the execution of the obligations taken on , because default of promises of man of high rank undermined the authority of the government.

That is why participants of a tandem want, that I have left. My leaving is not only precedent for the future generations, it also the extreme form of the same requirement of execution of the promise .

Otherwise they should follow to my example and too submit to resignation. All people witnessed promises of a tandem, and today they publicly from them refuse, and the one who indefatigably reminds them - poison.

What example leaders of the nation give to young generation of citizens of Kyrgyzstan? Even the rural teacher would not admit such behavior because he knows: educational force consists only in a live example.

Let my leaving will be an example of the responsibility in the policy. Give the promise – execute it.. And if was mistaken - recognize and correct a mistake.

Therefore I again submit to resignation, and I think, my voters and colleagues will understand me and will support.
Dear deputies sitting in a hall, these days intimidated you, blackmailed or offered the various blessings. You were processed by administration of the president. But deputies in the end of the last week at me have told to high officials from the White house, that they not children, that they will not refuse the position, and are ready to stand up to the end. Thanks you, dear colleagues!

But I wish to tell to you the following: I am not measured to exploit your courageous position, not measured to protect the post with the weapon in hands, by a life, health and anxiety of other people. Each politician should have courage to not protect the armchair, and courage to leave, when it is necessary.

The main thing is that all we were convinced: in parliament many worthy people. I am assured, that all together we shall find new head of Jogorku Kenesh.

Both mine assistants, Bolot Esentaevich and Erkinbek Djumabaeich have declared, that will submit to resignation together with me. As appears, they too gave a promise to each other, that in case of resignation of Tekebaev will leave together with him. Personally before me they are free in the actions, and I did not want their leaving. But they also have expressed the inflexibility, and too have submitted to resignation.

Ours, already the collective act eloquently testifies, that the essence is not in what form I have expressed true, the truth. This act proves, that it only the occasion, and the reason is much deeper. It is in that fact , that a management of parliament and the majority in chamber are not agree with today's policy of authorities, such obvious displays as absence of will, conciliation with lawlessness, leaving from difficulties, elimination from the decision of the major problems of the country. And people does not agree with such policy - in it there is the reason that attempt to organize mass national condemnation of Jogorku Kenesh and it’s speaker has failed.

It is a shame to me with ministers who, obedient to pressure, have almost unanimously signed the letter with condemnation of my statement. They state a moral estimation to the form, words. But whether they can state today the moral estimation its maintenance? And whether they can before conscience, before the God to state today an estimation to words and actions of the president? Cannot. It is sincerely a pity to me, that they have appeared not slaves to conscience and the word, and slaves to the post and career. It is a pity to me, that from the date of March revolution in consciousness of officials there were no changes.
Being the speaker, I protected the Supreme court when it has been grasped by the imaginary broad masses organized by the seventh floor of White House. Jogorku Kenesh has protected a judicial branch of authority because it personifies civilization of our state. What unfair decisions would be pronounced sometimes by our court, it is a symbol of validity, a lawful state. We have returned the country in a lawful channel, having insisted that Omurbek Suvanaliev has cleared the Supreme court of those who for long time has paralysed its work. It costed to Suvanaliev the losses of a post of the head of the Municipal Department of Internal Affairs.

Jogorku Kenesh has protected personally Chairman of Supreme court Kurmanbek Osmonov when authorities put upon him pressure with the requirement to leave the post. We opposed all lawlessnesses created with silent connivance of White House. We have opposed dissolution of the Constitutional court. On the Venetian commission at presence of Cholpon Baekova as chairman of parliament I opposed to Marat Kaipov which shaked a piece of paper of what exactly he speaks on behalf a name of Kyrgyzstan and the President, that the Constitutional court is not necessary to us.

But all of you saw, how at session of Security Council where you have authorized me to go, heads of our judicial bodies, being members of Security Council, silently looked at the arbitrariness made by the head of presidential administration. Anybody from them has not protected the right of the Kyrgyz parliament to participate in Security Council, anybody from higher on a rank has not besieged Usen Sydykov.

Silently looked at this disgrace and other heads who during the difficult moments for them found support in Jogorku Kenesh and personally at me. We protected them, not thinking about ourselves. Here the face and morals of today's heads of the country. Customs of today's time.

Today by our collective act we wish to tell: no for all such customs! We three together, leaving, wish to show the sample of other behavior. Let the youth chooses for itself moral reference points! This is our duty of statesmen to present and future generation - to not admit general moral degradation in the policy.

Once again I thank everyone who has rendered me encouragement: the public of the country, nongovernmental sector, representatives of people, mass media, you, the colleagues. I believe, that Kyrgyzstan with efforts of all you sometime becomes another - the country in which all of us shall be proud each other.
