A speech of deputy of Jogorku Kenesh of Kyrgyz Republic Dooronbek Sadyrbaev on session of chamber.

Dear deputies, yes, I know, that Tekebaev sometimes is mistaken in people. Many times I was irritated with that he recklessly substituted the breast, protecting honor and dignity of chairman of Constitutional court Cholpon Tursunovna Baekova, the chairman of Supreme court Kurmanbek Ergeshovich Osmonov. Like mad, protected honor and dignity of primeminister Felix Sharshenbaevich Kulov and many other. I am, certainly, familiar not by hearsay with these people, knew, that any of them will not protect even the native father or the unique son, if on it he will not receive the permission of the owner. And I knew: all of them at an opportunity, at all not having blinked an eye, will send on an executioner's block citizen Tekebaev. But I could not to admit also an idea, that they will give green light to rudeness, that they will not protect the Kyrgyz parliament without which their professional work can become simple fiction. Any of them could not find courage and defend a human position when there has come the moment of true when it was necessary to stop impudent official who is on a rank below, than they. The head of administration of the president if a thing to name the names - simple office-manager, up to that has become impudent, that on eyes of all citizens of the Kyrgyz Republic not only has humiliated speaker Tekebaev, showing with a finger to his place, but also all parliament as a whole. Therefore, to my great regret, dear deputies, I cannot today address to those persons who on idea should provide the rights and safety of citizens. I am compelled to address to my distressful and hapless people. Nothing will be better, Kyrgyz people, if you have entrusted the destiny, destiny of the future generations to such people, as Baekova, Osmonov, Kulov, Bakiev. In fact they do not understand that to "national office-manager " is the most important to have a cabinet in a life, instead of the Owner of a cabinet. Believe, me today as to the deputy who has supported in due time all these leaders of the nation, now it is very a shame. It is a shame to go to the voters whom I in all sincerity persuaded to support the new people, and to believe new authority, at last, that the new life is not far away. Alas, has passed already almost year, and I cannot result any though one vivid example to the voters which would bring concrete, visible advantage to simple citizens, or would become the base to the future generations, not telling about the strategic directions which would concern as a whole all Kyrgyz state. Proceeding on it, I would call today all heads of not taken place revolution if they will have enough courage, to submit chorus to resignation. In fact all the same all of them will break off horns by means of cheap and street groups of the angered women of special purpose, impudent office-manager of presidential administration which not only threatens publicly communistic finger, but also absolutely sincerely considers, that he has chosen and has appointed people to this place. Here and so, the dear deputies selected by people. So neither the parliament, nor the government in immediate prospects cannot simply dismiss this " national office-manager ".

The fair question also follows from this: and whether it is necessary to divide the responsibility with this official of double communistic tailoring if sooner or later he by his tireless activity will lead new authority to Akaev’s outcome. Akaev run away, and people has gradually calmed down. But I am afraid, when the present heads will run away, enraged people for certain will get someone even from under the ground. Will prepare them the destiny of Chaishesku, at least, of Saddam Hussein.
As to Omurbek Tekebaev , dear deputies I shall vote against his resignation. Yes, Tekebaev has made a mistake, he has boyish maximalism. But let's be frank. Even in this case heads of administration of the president, as well as any office-manager, has no right to interfere with work of Security council and the moreover has no the right to deprive voice of an independent branch of authority of the state.
Imagine, dear deputies, that Temirbaev, our head of the device, will interfere a work of parliament and will put us the ultimatum: or the hall will be left by president Bakiev or session will not begin! Imagine! What universal noise and din will arise then, God forbid!
Dear deputies! You perfectly understand all, that the matter is not in those words, which dropped Omurbek Tekebaev . As they say, there would be a certain desire, and the occasion always will be. In fact in report of Kurmanbek Bakiev concrete threat, not to address of the speaker, and to address of all parliament was traced. And to understand all this it is necessary clearly and unambiguously. All the same sooner or later there would be other occasion to call into question activity of present structure of parliament.
Dear deputies, I am far from calling you to protect posts, with the weapon in hands. I call to your collective mind, and I know, that if at us our desires will coincide, the output from this, in general, simple position we shall find sober and fair.
First, dear deputies, I once again wish to emphasize, that we are both under the letter, and on spirit of the law an independent branch of authority. It means, that our internal problems we should and are obliged to solve, without pressure from in particular without intervention any office-managers from other branches of authority.
Secondly, dear deputies, in the near days will be anniversary of March revolution. According to the moral human code and according to expectation of our voters, all branches of authority should report to simple citizens of the Kyrgyz Republic for a year of the activity. It is those, as all of you know, the requirement of a civil society. We are obliged to respect the expectations of simple voters. To our parliament, I consider, also it is necessary to prepare the report before people of Kyrgyzstan.
Thirdly, we should keep today the face and prove the self-sufficiency. Only voters, according to our laws, have the exclusive right give the estimation to our activity, it is their civil prerogative : to execute or pardon. All other estimations which can to sound, certainly, in our address, we can and should take into account. But it is not obligatory to execute commands, similarly to the trained dogs.
Proceeding from the aforesaid, dear deputies, I offer you a following reasonable output from the created position.
The first. To take into account applications of the speaker of Jogorku Kenesh of Kyrgyz Republic Omurbek Chirkeshovich Tekebaev and his assistants about voluntary resignation.
The second. To enable the speaker and his assistants to work till March, 24th, 2006, that they could, as well as other branches of authority, prepare the personal report before us, and also the year report of parliament before citizens of Kyrgyzstan.
The third. Having heard the report of the speaker and his assistants, the parliament is obliged independently, without any pressure, especially without everyones different commands to bear the verdict - to send to resignation the speaker and his assistants from posts or to not send. .
Dear deputies! I conjure you, do not create for the sake of the future members of parliament the shameful and foolish precedent. When impudent officials for satisfaction of personal ambitions will be ready to crush the high authority. At the best - ourselves we shall be dissolute. In the worst - the president will dissolute us. But nevertheless it would be most reasonable to keep the face, the face of parliament , which is for today the face of all Kyrgyz society. Therefore convincingly I ask you, put on voting my offers. Also vote pro , to us, People's Deputies, in future to not redden before new generations for our acts.
