The prostitute and militia.

In Bishkek there is a nongovernmental organization "Tais plus " which helps prostitutes. It has opened 5-6 years ago. To capital all time arrive "working women of sex. On different reasons they need medical, legal, moral aid. Some of them come to have a sleep or simply watch TV here. With Saltanat (the name is changed) we there have got acquainted. For year she has legal proceedings with militia, searches for truths, we have asked to her to speak.
All has begun in January of the last year. I was beaten by 2 guys, I laid at home, employee of city department of militia of October region Zhumashev Baktiyar came every day.: " 2 weeks you did not pay a money , find money. When I stood on place, he did not take less than 200 soms from me. He drove me to the bridge during 3 days. I did not work. Than he has come and forth day "till the evening prepare 3000 soms " has told, and began to call, offend me, and took all money, saved at me. I have written the application in October regional Office of Public Prosecutor. In 10 one o'clock in the evening employees of the Service of National Safety gave to me a dictophone, have found witnesses, and have detained Zhumashev. This very day public prosecutor Fomitchyov Oleg has come at 4 o’clock ,and told, that I have written the application. Near him stood Zhumashev. "You will take away the application, write to me a counter claim, this person now will not approach to you " he has told. As appears, Zhumashev, probably gave them 2000 dollars. I have refused. After that has begun. At night unknown people have put a knife to a throat and intimidated. Joined to Zhumashev to take money ,the deputy chief Ashirbaev Absalam, senior lieutenant Subankulov Nurlan, second lieutenant Tukeev Kuban came to me and have beaten me. Not knowing what to do, on 4 of March I have addressed to the Ombudsman of Kyrgyz Republic Tursunbai Bakir uulu. When I came back from him, I have noticed, that for me "Volga" goes. Has not passed half an hour, militiamen have opened my door, have beaten me. Inspector Toktogulov Ormon has acquainted me with the application. As appears, the woman Guljan has written the application, that I " on 23-February have in a state of intoxication beaten her ". I did not drink at all that day , and did not come to work. Guljan is the mistress of hotel, " girls who lived at ?? did not pay money, she came to me and asks to find clients, " spoke, begged me, I have executed her request. But I did not take money for it from girls. Thus, me have placed in the insulator of the time maintenance. If employees of "Tais plus" did not take me out , now probably, I would sit in prison. To prove, that I did not beat that woman, I have submitted on specialized expert examination in Kyrgyz State Medical Academy. Guljan has passed through examination, and has passed through X-ray photography . The person, which is beaten cannot easy go, what for then she has written the application, not having proofs? Moreover, the inspector speaks " apologize at Guljan, I should close this case.". "Why I should apologize "? , I have told and have refused. The inspector finally has closed this case , the decision has handed over to me on 6-October. I looked through it, there was not present the signature of the public prosecutor. When I have come to the public prosecutor, he has told to find the inspector. I have found the inspector, he has told " you could leave simply, has started to offend me, and has come hardly to the public prosecutor. Then Nishanov in my presence has told to the inspector, " make the decision within the frames of the law " Since then has passed 4 months. Till now I do not have decision. I have addressed together with the lawyer, there is no answer. Us do not consider as a people, to me is insulting that break my rights, if my parents knew, they to people in eyes could not look " speaks Saltanat. “Tais Plus” did not allow to take a photograph.
