The Service of National Safety lowers a bar. Uzbek journalist A.Taksanov
now cannot leave the country.
Employee of Mirzo-Ulugbeksky regional management of Internal Affairs,
responsible for delivery of sanctions to citizens on departure for
limits of Uzbekistan, has not managed to give distinct explanations
to independent journalist Alisher Taksanov, why his personal case
is postponed for uncertain time. She has only explained, that has
come the order from highest authorities to detain the delivery of
the sanction personally to Taksanov, without the explanatory of any
reasons and an explanation of motives of action.
- As is known, similar exit visas for limits of republic are given
for each two years, and till this day , I did not have special problems
with it, - tells A.Taksanov. - When term of old "visa" has
come to an end, I have collected necessary documents and have handed
over in Mirzo-Ulukbeksky regional management of Internal Affairs .
In 21 calendar day (or 15 workers days) I was in a department and
have learned about this stunning news, the source of which is, undoubtedly,
the Service of National Safety.
In opinion of the journalist, extension of case is connected with
that the Uzbek special services intensively search the compromising
evidence, concerning him, with the purpose of non-admitting his trip
abroad. Exactly this fact can explain those facts when security officers
were in mahallia committee and Company of proprietors of habitation
on a quarter Ts-1, where collected various data on the disgraced journalist.
Besides, his home telephone number is disturbed constantly by any
persons who or are silent, or, having asked Alisher, hang up, hardly
he starts to speak.
I am not the civil servant and I have no the admission to any secrets,
was not judged, my military age already exceded, and the reasons in
refusal to me cannot be, - explains Taksanov. And that do the employees
of the Service of National Safety - the obvious evidence of political
underlying reason concerning me.
It is necessary to tell, that the journalist has started to suspect,
that around him is compressed a ring, when to his native sister –
Leila (Taksanova ), a citizen of Germany, have given up in the visa
to Uzbekistan.
My sister wished to visit sick mother and to arrive on March, 6th,
but in the Uzbek embassy in Berlin to her have suddenly declared,
that she should present proofs, tht she is noyt the citizen of Uzbekistan,
- continues Taksanov . - The most interesting, that earlier in embassy
were not interested in it, five times having given out to her visa.
And it "suddenly" causes corresponding suspicion. Certainly,
best proof is presence of the German passport which has been shown
by my sister, but it has not convinced our diplomats. On the other
hand, Leila has automatically lost citizenship already proceeding
from following items of a law in force " About citizenship ":
within five years from the date of departure she has not stood on
the consular account, worked on the state (medical) service and has
ten years citizenship of Germany .
But the Uzbek diplomats could break through nothing: they have demanded
from a citizen of Germany , Leila Popp to write the application and
to present documents on going out from citizenship of Uzbekistan in
which she does not consist. And Taksanov is assured, that it is the
fact of psychological pressure upon his family.
- Now I am afraid for the second little sister – Tamila , who study
in France, - Alisher speaks. - I advise her to not return to Uzbekistan
where she could undergone to reprisals because of my political activity.
The journalist is assured, that:
The Service of National Safety aspires to make everything that Taksanov
could not managed to inform the world about situation with application
by the Uzbek authorities anti-infantry mines, the report which will
be considered in April, 2006. The matter is that Alisher is the volunteer-researcher
of the International campaign on prohibition of anti-infatry mines,
the Nobel prize winner of the world of 1997, and he within the frames
of Landmine Monitor carries out researches, how and against whom this
ammunition are applied.
I have made official inquiries in a number of the state instances,
- tells Taksanov. – I have already received enough open answer from
Committee on protection of frontier, and I am grateful to the vice-commander
of boundary armies Rashid Habiev , brief letters from the Center on
a science and technologies, Customs committee, the Ministry of national
education. Has surprised the answer from the State Office of Public
Prosecutor where it was informed, that my inquiry is redirected in
the service of National Safety. It is possible to think, that I could
not write to this retaliatory body if any information was required.
The answer from the State Office of Public Prosecutor which, ostensibly,
spent investigations on all facts of underminings of people on mines
was necessary to me. Such "excuse" directs at rather sad
assumptions, in particular, that this high public service tries to
hide from a society a real picture with mines.
Moreover, in a position of " three east monkeys " (I see
nothing, I hear nothing, I shall tell nothing!) already several times
there stand Ministries of Defence, the Ministry of Health, Ministry
of extreme situations, which, undoubtedly, possess full data about
underminings and a mining of borders. They, probably, or do not know
or do not wish to execute such laws as " About mass media ","
On guarantees in access to the information "," On professional
work of the journalist "," On the reference of citizens
" as to them referred Taksanov, directing inquiry. So these ministries
have once again shown, that the lawful state in Uzbekistan is not
present, was not and will not be, while there is a mode of Islam Karimov.
- I am also assured, that authorities wish to revenge me that I tried,
accordinfg my opinion, to inform on the political process in criminal
court against leaders of " the Solar coalition ", - Alisher
has declared. - Clauses were published in the Internet and always
blocked by providers on order of special services. I now need to wait:
or nevertheless authorities will give out to me sanctions, having
shown explanatories of a delay, or I shall bring an action on Regional
management of Internal Affairs if to me will be finally given up.
