Information of the press centre of the society of human rights of
Uzbekistan.
Police state in action.
The Kashkadarya militia employees come forward. On detention and
on arrests. From the middle of May of the last year till present time
in Uzbekistan there is a private competition between cops of areas
under the motto: " Who will place in prison more legal experts
?! ". In the past year the first place cops of the Andizhan area
strongly occupy, and the second - Samarkand. Now forward the Kashkadaryz
region was pulled out.
Speak, that their actions on hunting and catching of legal experts
raises the authority of the Uzbek government on international scene.
According to the press-secretary of the president of country Dilshod
Nurullaev, (on March, 11th ) some political forces of the foreign
states, using services , close to them mass-media, strike on the international
authority of Uzbekistan.
How bad! Look, as the international authority of the Great Britain
is low, the USA, France, Norway, Sweden, and the other western countries
where for legal experts do not hunt, and do not catch them as terrorists.
Transform the state in repressive-police state,then your international
authority will jump up upwards. As at Belarus.
On March, 18th in Tashkent was planned the meeting of regional, and
area heads of Society of Human rights of Uzbekistan and they in advance
have been notified by phone. The first disturbing message has come
from Djizak, where employees of law enforcement bodies began to go
on houses of legal experts and to threaten them, that in case of a
trip to Tashkent, will be applied the sanctions, and even arrest.
The chairman of Djizak regional branch of the society for human rights
of Uzbekistan Mamir Azimov has been called in regional department
of Internal Affairs , where has undergone to hour interrogation from
deputy chief Ilhom Salimov.
The Chairman of Kashkadarya regional branch of the society for human
rights of Uzbekistan Jadigar Turlibekov and chairman of Nishan regional
branch (the Kashkadarinskyj region ) of the society for human rights
of Uzbekistan Jura Murodov ? repeatedly were detained by militia,
when they for whatever reasons went to Tashkent or in other regions
of the country and under an escort have been compelled to come back
home. With the purpose to lull vigilance of the sleuths, leading external
supervision over them, legal experts sometimes left city in advance,
for a day, two day, prior to the beginning of the planned meeting.
And this time J.Turlibekov and Z.Murodov have tried to leave from
Karshi on March, 15th, but attempt has not crowned with success -
them have returned back. Their following attempt (on March, 16th)
also has failed. On March, 17th they managed to sit down in the bus
going to Tashkent and when up to Samarkand remains absolutely close
distance, they were overtaken by group of employees of state traffic
inspection of Karshi. The bus has been stopped by officers of state
traffic inspection, who have declared the driver literally the following:
" In your bus two terrorists go, we demand to return back to
Karshi ". Has made noise among passengers, they began to object
loudly and have demanded, that the bus has been let go.
The driver, however, has been compelled to obey and has turned the
bus back. Having passed 40 km the bus has reached border between the
Samarkand and Kashkadarinskyj regions. J.Turlibekov and Z.Murodov
have been removed by militia from the bus which have carried them
in a Karshi. Z.Murodov has been sent in Nishan regional deparment
of Internal Affairs , and J.Turlibekov is delivered in a city department
of internal affairs.
Natives of legal experts began to call to Tashkent which spoke, that
neither J.Turlibekov, nor Z.Murodova does not manage to find, - in
law enforcement bodies refuse something to inform about them. J.Turlibekov
has been released home in 12 one o'clock from 17-th for March, 18-thth.
We could contact with him and here his short story:
- At night in Karshi it was very cold. Me have locked in the chamber
where there was a terrible cold. I had to move constantly on the chamber,
that though somehow to be warmed. Because of cold my legs began to
be taken away from me, I hardly moved. So proceeded up to 12 one o'clock
in the morning. Then have released me. When I went home, one woman
has overtaken me and began to beat me, and shouted at all street.
I have understood, that thus the militia is measured to provoke fight
and "to sew" to me the case . I well know their methods
and consequently did not resist and tried to leave more quickly from
a place of "fight". It was possible to me. I have hardly
reached the house, the mood was very nasty, and health - in bad condition.
What have happened with Z.Murodov we do not know. According to brother
of Z.Murodov, having delivered in a city Nishan, he was let go home.
There was the same, as with J.Turlibekov: on road with shout on him
the unknown woman has attacked. Then arrived the employees of militia
and Z.Murodov again have been detained. In regional department of
Internal Affairs that woman with persistence began to approve, that
she was attacked by Murodov. All objections of the legal expert have
been rejected. The report on detention has been made, case about an
administrative offence was raised, and sent in court. On March, 18th
in morning Nishan regional court on criminal cases, "having considered"
the given case , has pronounced the decision about Z.Murodov's three-day
detention and his imprisonment in the chamber for arrested persons.
What waits Z.Murodov ahead - it is not known.
