The city inhabitant of Kara-Suu has accused local energy services
in infringement of his rights and as a token of the protest has declared
termless hunger-strike.
Protest action Dilyor Jumabaev spends at an entrance of the building
of the state administration of region. His family also participates
in it - the wife, three juvenile children. They stand with the posters
accusing the employees of energy and calling to observe the rights
of consumers.
To go on an extreme measure, according to Jumabaev , him made monthly
absence in the house of light and callousness of the officials, who
are not reacting to the applications.
- On February, 15th in my house came in workers of electro-station
and have cut off wires. Have made it in infringement of the law as
preliminary for three days should inform us, - he speaks. -Because
of actions of employees of energy services my family suffers. At candles
children prepare for lessons, we cannot watch TV, food we prepare
on a fire. All my references in energy service , regional department
of Internal Affairs , the Service of National Safety, the mayoralty
with the request to solve a problem remain without the answer.
As it was found out, Jumabaeva was disconnected from a network because
of the debts which have collected at him - more than eight thousand
soms. This figure has been added for the electricity consumed by him
in 2005 for the average rate. Controllers took away the counter and
in time have not returned it. The inhabitant of Kara-Suu does not
wish to repay debts.
- Yes, I refuse to pay, because could not spend so much. Besides
power do not observe conditions of the contract concluded with consumers
- to submit the qualitative electric power. Because of frequent differences
of a pressure in a network household aplliances fail. At me the computer,for
example, has burned down, - the man adds.
In conversation with the correspondent of the newspaper "Vecherny
Bishkek”the chief of the regional enterprise of electric networks
Daniyar Sydykov has denied charges to address of the service entrusted
to him and has declared, that the subscriber is disconnected from
an electricity lawfully.
As he said, submission can be renewed after Jumabaev will start to
pay under accounts.
- In such situation many people are. While my problems will not be
solved - I shall not stop hunger-strike. With my example I wish to
show, how it is possible to defend the rights, to bring to reason
a monopolist, - the disturber of calmness repeats.
