| 03.04.2006 The authoritative criminal. By pressure upon court and other structures, the authority restored pre-election races. On 2-April despite of Sunday, in Pervomai regional court of city Bishkek took place judicial session, where has cancelled the decision of the Central Electoral Commission of Kyrgyzstan on deprivation of the known leader in republic of organized criminal group Ryspek Akmatbaev of registration of the candidate. The Central Electoral Committee tried to discharge this person from the elections because of "an outstanding previous conviction and non-observance of feature of settled way of life " ( he disappeared abroad more than three years).
The chairman of OSCE Karelian de Guht has hinted at him in one of these days in Bishkek:
For Akmatbaev the militia searched for suspicion in a number of grave crimes, including in threefold murder and creation of a criminal grouping. He has come back home only in May of the last year when the new authority has promised to not put in prison up to court. In January the Pervomai court has justified him in all respects, that has enabled him to stand in deputies of parliament and has caused bewilderment of the prime minister. Since morning more than thousand young men from among criminal groups - supporters of Akmatbaev from Issyk-Kul region - by buses have approached on the House of the government. Them have supported five hundred natives of Naryn region , led by one more authority Nurlan Motuev. He is known for that soon after revolution has grasped largest in republic coal cut , which protects by means of the mini-army.
Conditions was promptly heated. Personal destiny of Akmatbaev on elections has faded into the background: demonstrators have demanded resignation of prime-minister Kulov and threatened with storm of the governmental building.
The city waited for disorders. On the last Friday the militia too has passed to a special mode, has prepared special facilities - rubber bullets and tear gas. Nevertheless, collision seemed inevitable. But at the last minute to demonstrators came the President Kurmanbek Bakiev. He has cooled street passions then has discussed alone with Ryspek Akmatbaev . The president has managed to convince the authoritative citizen, and that at once has ordered to the supporters to turn off meeting. With Ryspek together with the President whispered also the chairman of the Service of National Safety tashtemir Aitbaev , the-matchmaker of president Bakiev. In same evening Bakiev has appeared on television. He has assured citizens that any disorders and marauding will not repeat, and "to persons who will make illegal actions, the strict measures" will be applied. The Head of the state has unexpectedly subjected to the sharp criticism the members of the government which were going to disperse meeting instead of negotiations. However there are bases to assume, that the come calm will be prolonged not for long. Local observers have considered , that the president has actually supported Akmabaev in his opposition with prime-minister Kulov. If the decision of the Central Electoral Committee remains in force, supporters of Akmatbaev threatened to block highways on Issyk Kul and to undertake a new campaign on capital. Then, to avoid new disorders it would be much more complex. It could become the reason of a canceling of the decision of the Central Electoral Committee by Pervomai court of Bishkek. |
