(Agency “AKI press”) - At press conference in agency “AKIpress” on April, 18th, 2006 , the staff on carrying out on April, 29th peace meeting-procession " Democratic reforms for prosperity of Kyrgyzstan " made a statement. The statement was sounded by deputies: Omurbek Tekebaev, Kubatbek Baibolov, Jantoro Satybaldiev, Temir Sariev , Dooronbek Sadyrbaev , Melis Eshimkanov , Kabai Karabekov , also chairman of Trade union of journalists Azamat Kalman, executive director of the Coalition " For democracy and a civil society " Jyrgalbek Turdukojoev, from the Center "Interbilim” Asiya SAsykbaeva , from political movement "Ata-Jurt " - Anvar Artykov, from public foundation The statement. On April, 29th democratic forces of republic will held action of republican scale - meeting-procession under the slogan " Democratic reforms for prosperity of Kyrgyzstan ". On it representatives of political parties, the nongovernmental organizations and all political active citizens of Kyrgyzstan are measured to express the will and the requirement to the government. In this connection the staff on carrying out of meeting-procession on April , 29 declares the following. Lack of initiative, the private policy of a management, its regular refusals of the public statement of oral and written obligations and continuing practice of a manipulation public opinion and rules of law brought people in a shock. This cynical ignoring of people and the promises given to it have striked to a society stronger blow, than even one and a half decades of authoritative board of the first president. People was deceived in the best expectations and hopes. Occuring events in the country prove, that the authority has not made conclusions of March, 24th, 2005. Rough infringements of the right of a private property, captures of another's property have become a rule. At ordinary citizens remains ever less belief in ability of the state to protect their life, health and property.
They have nobody to count on, when judges became toys in hands of influential people, and the principle of force is used by criminal leaders and speculators of all colours. And all this occurs at a tacit consent of present authority. Today the neglect requirements of the legislation has reached a dangerous limit behind which the norm become not laws, but exception of them and numerous misinterpreting. Selective application of norms of the right undermines sense of justice of people and foundations of the government. The civil society of Kyrgyzstan considers, that the further putting off of the constitutional reform can have heavy consequences for the country. If measures will not be immediately undertaken, in a society there can be irreversible changes. Now reform is necessary not to improve a situation , but to rescue a society and the state. If to not stop the begun processes the country will appear on the verge of national catastrophe. Realizing importance of the present moment and its crucial importance for fate of the country and the states, the Staff on carrying out of meeting-procession " Democratic reforms for prosperity of Kyrgyzstan " insists on immediate realization of those requirements which underlay events on March, 24th, 2005. In this connection we demand carrying out of the constitutional reform of all political system of the country, including following obligatory items: - Nationally elected president with powers of the arbitrator between three branches of authority. - The strong and independent government formed by the parliamentary majority. - Transition to proportionally majority electoral system combining elections under party lists and on one-mandatory districts. - Maintenance of conditions for real independence and fair work of judicial system.
- Deep transformations to law-enforcement sphere, a direction on real maintenance of the law and order and legality in all territory of republic. - Maintenance of activity of independent mass-media and a real ideological competition in information space of the country. Reorganization of the State telebroadcasting company with observance of the international standards of a public announcement. - Maintenance of real economic competitive spirit . An interdiction on use of the state powers for replacement from the market of economic competitors. Elimination of practice of "family" business. Protection of free businessmen against pressure of criminal forces. We understand, that for realization of these measures time is required. But the authority already now should prove the readiness to go on reforms. For this purpose the president should bring immediately in Jogorku Kenesh the coordinated project of new edition of the Constitution and to refuse the right of its response. Henceforth and down to the termination of the constitutional and administrative reform strictly to observe current legislation of Kyrgyz Republic. The Head of the state should not interfere with work of executive, legislative and judicial authority and vise versa. The staff on carrying out of meeting-procession "democratic reforms for prosperity of Kyrgyzstan " calls all fair and responsible citizens of the country to support democratic processes until they will not accept irreversible character. The original essence of events on March, 24th was not in change of several heads of the state. People wished to change system, they wished to change the life. It was a choice of Destiny and the Future. We should finish the transformations underlain this movement. It is our duty to victims of this struggle . We cannot return them in our numbers. But to finish their business in our forces.
We call all politically active and not indifferent to destiny of the Native land of citizens of the country to make the choice and to take part in meeting-procession on April, 29th.
