Alisher Mamasaliev: We call the president, the government and opposition of Kyrgyzstan: let's extend a hand each other.

"We call the president, the government and leaders of opposition of Kyrgyzstan to begin  make first steps to each other, we do not wish to listen to on duty words, let's  extend a hand each other ", has declared the leader of youth movement "Kel-Kel" Alisher Mamasaliev during television dialogue  "Authority and a society for stability".

He has noted, that young politicians wait for results of this meaningful dialogue, the compromise.

" You know, that on  29  of April meeting  is preparing, probably, you know, that it is necessary to speak about problems such as corruption, it  is actually, but at this moment in the country  there is political crisis, and we,  youth,  would like to see at our leaders aspiration to the compromise ", - has declared A.Mamasaliev.

 The number of corruption crimes remains high, declares deputy chairman  of  the Ministry of Internal Affairs of Kyrgyzstan.

Bishkek, on April, 19th. (Agency “Kabar”). The number of corruption crimes remains high. The first deputy minister of internal affairs Mirzakarimov has declared it on a round table " Authority and a society for stability ".

 In the past year it has been opened 550 criminal cases connected with corruption and bribery, and  this  year  600, i.e.  work on disclosing such crimes goes at full speed. For example, in the past year 44 cases of bribery have been registered, and in this their year has been opened nearby 77, but it insufficiently " has declared Mirzakarimov.  

 As he said "for today corruption has taken root into all layers of a life of the state: in all ministries, departments, militia, public health services and other divisions of the state bodies corruption is a daily and usual element. For this reason not only the Ministry of Internal Affairs or the State Office of Public Prosecutor should combat corruption, but all our society should participate in it ".

 Process of detention and investigation of the bribe taker or one, who bribed is long enough and heavy, and it   take many efforts, has noted S.Mirzakarimov.

 Deputy Kubatbek Bajbolov present at dialogue has declared, that for the past 14 years also struggled with corruption, but it was only imitation. Thus,  he does not agree with statements about decrease in a level of corruption as there is no dynamics. Therefore, the struggle against this phenomenon goes not up to the mark. According to K.Bajbolov, law enforcement bodies have forces and opportunities, but they badly consult with the duties.

Deputy Omurbek Tekebaev has declared, that he does not agree with statements, that the vicious practice of purchase of posts is got rid. The member of parliament has expressed bewilderment in occasion of some appointments, in particular in customs.

  "I believe, that Kurmanbek Salievich  (the president of Kyrgyzstan K.Bakiev) does not take a bribe, does not instruct courts, but  he should act rigidly with those who is engaged in it ", - the deputy has declared.

 This  statement of the head of the state has  been sounded during public television dialogue on a theme " Authority and a society for stability: against corruption and criminality " during which debate between organizers of meeting on April, 29th and representatives of the top management of the country took place.

 K.Bakiev has declared, that at supporters of disorder of a tandem nothing will turn out. " Both of us have passed good school. Felix Kulov the mature politician, and owing to  his wisdom,  he does not give in on various provocations ", - has declared the head of the state, the press-service of the president informs.

 The prime minister of Kyrgyzstan Felix Kulov has noted, that among present does not see opposition,  but sees political opponents. The head of the government has declared, that  he is ready to subscribe under all requirements of a staff on carrying out of meeting on April, 29th, except for some items where  wrongly critical remarks to address of executive authority sound.

 In the statement of a staff on carrying out of meeting on April, 29th, a number of requirements on reform of local self-management ;  on  ensuring of the law and order and legality in all territory of republic; activity of independent mass-media, reorganization of the State broadcasting company and a real ideological competition in information space of the country put forward.

 Among the rest,  initiators of forthcoming meeting especially  emphasize the  necessity of following innovations for spheres of the state system and government: nationally elected president with powers of the arbitrator between three branches of authority; the strong and independent government formed by the parliamentary majority; transition to proportional-majority electoral system; ensuring of conditions for real independence and fair work of judicial system; ensuring of real economic  competitive spirit , an interdiction on use of the state powers for replacement from the market of economic competitors, elimination of practice of "family" business, protection of free businessmen against pressure of criminal forces.

 President K.Bakiev: "I  have already spoke that in the fourth quarter of this year the referendum will be lead. It will be lead ".

Therefore, I am, as the guarantor of the Constitution do not presume it, I am obliged to think of citizens of Kyrgyzstan. Therefore,  there will be  not possible  to anybody to drag me in a bog  of infinite  investigations ", the President has told.
