Weekly announcements by KCHR for 17-21 April

1. The president of Kyrgyzstan has declared, that to officials who criticize the head of the state or the prime minister, there will be a strict approach.
 Bishkek, on April, 15th. (Agency “Kabar”). All heads,  who work in an executive branch of authority and criticize the president and the prime minister will be removed from a post. It was declared during  a speech  at a republican youth Forum by the president of Kyrgyzstan Kurmanbek Bakiev. "There were politicians,  who criticize the heads. Recently I had a conversation with Prime- minister Felix Sharshenbaevich. I  have told him to remove ministers,   mayors ,  governors and other heads of the departments appointed by  him, who will criticize authority. If they were appointed by me , I shall  dismiss them ", - have declared K.Bakiev.
2. "The same cabbage soup, but a swill pour in " (Russian  proverb).
Probably, I  look for  unjustified actions ,  bents at children, relatives of Bakiev, If so,  I repent, Kurmanbek Salievich , even there is no person,  requiring my apology, I am ready to apologize. But now the world is those: now it is much written and spoken about corruption. Why we speak teasing "keminism"? Why we have declared war against "keminism? And to tell the truth both in authority and in other places   there is no  many natives  of Kemin.  Askar Akaev  had no  enough time to enter  Kemin natives in authority and even if  they present, a little. It made Turdakun  Usubaliev . It is connected  with that fact, that  though himself  he was not the native of Kemin , his  wife  is the native of Kemin. 
Earlier deputy Askar Salymbekov has told   many correct words, for example: all from the south, let's appoint and the northerner  and  equalize  the scales ?  After that, the person whom I respect,  if you remember, the person which conducts the  political work quickly and correctly,  Azimbek Beknazarov  speaks: when to authority  came   all from Kemin ,  where you were ,  i.e. northerners? Were near to you. If to follow logic of Azimbek Beknazarov ,  it is necessary  to remove all  natives of Kemin , as enemies, and to  appoint on the state posts only  the southerners.   For example, who should observe bodies of militia? Public prosecutor Kambaraly Kongantiev. Who heads militia at a level of the ministries? Brother of  Kambaraly Kongantiev – Moldomusa  Kongantiev…
3. National coalition of democratic forces puts before the President the requirements.
Bishkek.  (Agency “AKIpress”) - the Staff on carrying out  of national meeting " People of Kyrgyzstan demands reforms " on April, 29th, 2006 in regions of Kyrgyzstan  has been created today, on April, 17th, during session of members of the National coalition of democratic forces.
In structure of a staff, heading by Omurbek Tekebaev , have  been included  18 person,  as assistants to the  chairman  of staff  were elected  Kubatbek Baibolov ,  Temir Sariev , Asiya  Sasykbaeva , Anvar Artykov.
Let's remind, on the eve of "peace procession of citizens for the law and the order " on April, 8th, during session of members  of National coalition of democratic forces , was accepted the decision to support offer of Social-democratic party of Kyrgyz Republic  - to  hold on April, 29th, 2006 the general  meeting with participation of regions.
4. Yurgen Shpal : the corruption prospering in Kyrgyzstan, begins from the bottom - from the staff.

"The corruption, prospering in Kyrgyzstan, begins from the bottom. Any official take in a team    the relatives,  friends, not caring of that, how much they are experts in the business ", - it was declared by the adviser of project “TASIS” Yurgen  Shpal on joint pres-conference  with governor  of Issyk-Kul region  Esengul Omuraliev .
As he said, it concerns even  ayil okmotu  (rural self-managements )  of republic. " The  heads  of  rural self-managements unanimously  approve, that  they have not qualified employees, and tell, that  employ someone's relatives on a call from  high rank officials  ", - tells Yurgen  Shpal. 

As a result, the adviser of project “TASIS " “assistance in strengthening  of local self-management in Kyrgyz Republic  ", has noted ,  that  " in ayil okmotu  work people,  who are not able to work, therefore the staff constantly should be increased ". Yurgen Shpal considers, that only due to reduction excessive devices, the   rural self-managements  could lower charges on minimum for 25 percent…
5. Kurmanbek  Bakiev has caught corruption. For one place.
But it, mean, again and again plays up the bad places. Henceforth, probably the question is  technical: whether will suffice at the president hands to seize corruption by all its places? The meaning of  "discovery " which has sounded at a youth forum from lips of K.Bakiev,  is that  , as  appears, enough to seize corruption for one place and all will be о'key. Means to not bribe, inform about the bribe –taker -teacher in the necessary bodies ,  that  he will tremble all body and henceforth will afraid to demand a bribe.
In a life and policy  of K.Bakiev all  happen quite the contrary . About communications of presidential younger offspring Maxim with  bribe takers and  criminality is told and written enough. As well as about obvious corruption tricks of the head of  his administration U.Sydykov,  whose son too,  going against the law,  a long time  ago has seized still moving branches  of   Kyrgyzstan economy, which is at the death’s door.  The picture is finished by the main defender of the head of the state from any criticism and tricks of oppositional scum - public prosecutor Kambaraly Kongantiev.  To fervent  service of  the first arm of the law  in the state to the owner should envy any court footman of medieval east  monarch. There is an example,  when the public prosecutor of the twenty first century called by the law for implicit observance of its spirit and the letter,  himself in style  of Reihmarshal Goering and comrade Vyshinskij with foam at a mouth without adducing any proof accuses, thus pasting political labels and not disdaining the offensive expressions, the former head of the country and members of  his  family. 6. Every  fifth crime in Kyrgyzstan - murder, and every  tenth – rape.  
 Bishkek. (Agency “AKIpress”) - the prevailing part of the crimes accomplished for 1-st quarter  of 2006, make  murders (21%) ,  deliberate causing of heavy harm to health (15,5%), and rapes (11,6%). The given figures as the press-service of the Ministry of Internal Affairs informs, have been sounded on April, 18th, 2006 on board of Ministry of Internal Affairs of Kyrgyz Republic.
 Within 1 quarter of  2006 in Kyrgyzstan 7992 crimes are registered, that on 3,6 % more, than for the similar period  of 2005 (7709). Including the quantity heavy and especially grave crimes has increased on 0,9%, against the person - on 8,2%. The number of criminal encroachments on  life and health of people has increased  on 8,2 % and has made 541 (500) crimes.
 3907 persons who have made crimes  are revealed (+8,2%).  Among them 80 % those people,  who have no constant source of  income, i.e. not working and not  studying. Specific gravity of people ,  who have criminal record has made 5 %(6,8%)…
7. One of these days in remedial organization "Air", that in  Jalal-Abad  region of Bazarkurgan  area, the inhabitant of village Sakaldy Inomjon Beknazarov has addressed. He  has told, how the Uzbek frontier guards provoke people passing through border to various infringements of a passport system and the boundary control. Thus ,  artificial parameters of revealing of infringers raise, and to people put in passports  mark about expulsion for illegal crossing of border.
"Henceforth I am undesirable person , - speak Beknazarov . - For me it is dangerous to cross border of Uzbekistan. Though many my relatives live in Uzbekistan ". So has begun narration Inomjon Beknazarov . 
This story has happened  in March of this year. Inomjon, having visited the relatives in the city Osh, came back to  his  home in Nooken region. To go through Jalal-Abad  and Uzgen , means to make a three times greater hook, and  he  has gone on shorter route - transit through  Usbekistan…
8. The statement of a staff on carrying out on April, 29th peace procession "Democratic reforms for prosperity of Kyrgyzstan ".
Bishkek.  (Agency “AKI press”) - At press conference in agency “AKIpress” on April, 18th, 2006 , the staff on carrying out on April, 29th peace meeting-procession " Democratic reforms for prosperity of Kyrgyzstan " made a statement. 
The  statement  was sounded by deputies: Omurbek Tekebaev, Kubatbek Baibolov, Jantoro Satybaldiev, Temir Sariev ,  Dooronbek Sadyrbaev , Melis Eshimkanov , Kabai Karabekov , also chairman of Trade union of journalists Azamat Kalman, executive director of the Coalition " For democracy and a civil society "  Jyrgalbek  Turdukojoev,  from the Center "Interbilim” Asiya SAsykbaeva , from political movement "Ata-Jurt " - Anvar Artykov, from public foundation
" For the international tolerance " – Raya Kadyrova , from youth movement “Kel-Kel  " - Alisher Mamasaliev.
9. The opposition suggests the President to make " 10 simple steps to people ".
Bishkek. (Agency “AKIpress”) - " 10 simple steps to people " which should make authorities of Kyrgyzstan, have been sounded today, on April, 18th, 2006, at press conference in agency “AKIpress” by  leaders of oppositional forces of the country:
1. Ruthless struggle with criminality. Ensuring of the law and order and safety of citizens. Protection of business against pressure of the organized crime.  Non-admission of criminalization of authority.
2. Real struggle against corruption.
3. Immediate carrying out of the constitutional reform. The president should bring immediately in Jogorku Kenesh the coordinated project of new edition of the Constitution and from the right of its response.
4. Reform of law enforcement bodies. Resignation of the head of Administration of President Usen Sydykov, General public prosecutor Kambaraly Kongantiev, State secretary Dastan Sarygulov,  the Chairman of Service of national safety  Tashtemir Aitbaev  and those members of the Government which activity has received a unsatisfactory estimation from parliament.
5. Ensuring of equal conditions to economic subjects. An interdiction on use of the state powers for replacement from the market of economic competitors. Elimination of practice of
" family business ".
6. Abolition of  executive bodies  at the President and transfer of their functions to the Government, and also all  budget making branches of economy in conducting of executive  branch of authority. According to the legislation  the management of national economy and the state property   should be carried out  by Government  of Kyrgyz Republic.
7. Reorganization of the State telebroadcasting company in public TV.
8. Return of all property rights and illegally taken away shares to collective of Broadcasting Company " Pyramid ". The termination of blackmail of company " Pyramid " from figureheads.
9. Urgent putting in order  manufacture and trade  of building materials. To stop monopolization and "inflation" of the prices for production of the domestic enterprises of building materials.
10. An interdiction on initiation of unconstitutional offers on restriction of the rights of citizens on a freedom of speech, peace processions and demonstrations, other civil freedom.
10. The opposition has put forward requirements to authorities: Either reforms, or resignation of a tandem.

11. Authorities of Kyrgyzstan  insist on preliminary recording  of teledebates with opposition.
As have informed sources of informational agency "Fergana.ru" , in the National broadcasting company of Kyrgyz Republic , now there is a preparation for recording of  television debate of the  high management of the country , heading by the president and the prime minister with representatives of opposition.
Representatives of opposition on behalf of organizers of a staff on carrying out of meeting on April, 29th agree to have  a meeting with the head of the state only on the air.
Authorities in difference from original  offers to hold a meeting on the air now insist on recording  and the subsequent translation.
Policy: Yesterday's colleagues on revolution have declared to the president of Kyrgyz Republic  the ultimatum. K.Bakiev has decided to bear the conflict on telescreens.

12. The statement of the President of Kyrgyz Republic Kurmanbek Salievich Bakiev  on the state TV.
As is known, in 2001 the Kyrgyz Republic went to meet the international antiterrorist coalition and has agreed on accommodation at airport Manas of military base,  concluding the corresponding intergovernmental Agreement with the USA from December, 4th, 2001.
The next years cooperation of Kyrgyzstan and the USA within the  frames of an antiterrorist coalition became the important component of maintenance of stabilization of a situation in Afghanistan in interests of the international safety and stability,  though our partners within the  frames of regional and other organizations expressed the certain concern,  caused by stay of the American air base in territory of Kyrgyzstan.
With a view of settlement on the further stay of the military and civil personnel of the Ministry of Defence of the USA in the Kyrgyz Republic,  during visit of Minister of Defence of the USA M.Ramsfeld to Kyrgyzstan, in July of the last year,  I offered  to conclude the new Agreement. Thus I  proceed from  necessity of the prompt decision of a question which was tightened for 9 months that causes concern of the public of Kyrgyzstan in connection with absence of clearness in the given question.
13. The tenants,  moved from the house in despair have addressed for validity.
Inhabitants of the house № 14 along the street Abai since April, 14th, 2006 live  on open-air. Them have moved, but they do not agree with this decision. People are in a desperate situation. These are 25 families consisting from 105 person, from them 10 person  are students and 33 - children of school and preschool age. Tenants of the given house in despair have addressed to journalists with the request to assist in the invitation of journalists, to draw attention to the catastrophic position. They ask to suspend eviction up to issue of the governmental order.
Dear journalists! If you are not indifferent  to destiny of the people,  who have remained without a roof over the head  on open-air, we ask you convincingly  to come on a meeting with tenants of the house № 14 along the street Abai on April, 20th at 10 o'clock.
14. In Naryn  region have become frequent cases of a suicide among children, the number of glue sniffers-schoolboys grows.
 Bishkek. (Agency “AKIpress”) - According to inspection on affairs of minors of  Department of Internal Affairs of  Naryn  region , in Naryn  region  have become frequent cases of a suicide among minor children. So, in 2005 three schoolboys have deprived a life  by suicide. A number of attempts to suicide was prevented by casual witnesses and parents.

Alongside with it, the number of schoolboys taking a great interest to the glue sniffing,  smelling glue "moment", gasoline, acetone, a cream for footwear and lighters increases. On account of inspection on affairs of minors 26 children of glue sniffers - basically consist, they are children from unsuccessful families.
 According to the nongovernmental organizations, for today are revealed 28 homeless children, engaged in  begging , which have parents, the part from them does not know the parents.
15. Tekebaev about personnel selection: Under the slogan of struggle against corruption  is appointed  bribe-taker.
Bishkek. (Agency “AKIpress”) - On a round table "Authority and a society for stability " deputy Omurbek Tekebaev who has  touched upon questions of personnel selection has acted.
"The public should give an estimation to the spent policy. It is not necessary to be afraid, it is necessary to speak. How become directors of schools, the mayors, directors of customs, how there are elections in villages? Kurmanbek Salievich  has brought in judicial system from 20 up to 30 nominees of judges,  i.e. all  old judges  return. That is why we speak about corruption in courts ", -  he has told.
16. Bakiev is not measured to change the Constitution under pressure of opposition.
The president of Kyrgyzstan Kurmanbek Bakiev is not measured to change the state system under pressure of opposition.  He has declared about it on Wednesday on April, 19th at a meeting with representatives of the opposition, which have declared  about  the preparation to the mass protest actions, informs  informational agency "News". " I have told, that in the fourth quarter of this year the referendum on the constitutional reform will be lead. As I have told,  so will be, though spend every day meetings, I shall not change a state system under pressure of group of deputies ", - have declared the head of the state.
The president considers, that immediate reforming of the Constitution as that is demanded by  the  opposition, will get the country " in bog ".
17. Alisher Mamasaliev: We call the president, the government and opposition of Kyrgyzstan: let's extend a hand each other. 
Bishkek, on April, 19th. (Agency “Kabar”). "We call the president, the government and leaders of opposition of Kyrgyzstan to begin  make first steps to each other, we do not wish to listen to on duty words, let's  extend a hand each other ", has declared the leader of youth movement "Kel-Kel" Alisher Mamasaliev during television dialogue  "Authority and a society for stability".
He has noted, that young politicians wait for results of this meaningful dialogue, the compromise.
" You know, that on  29  of April meeting  is preparing, probably, you know, that it is necessary to speak about problems such as corruption, it  is actually, but at this moment in the country  there is political crisis, and we,  youth,  would like to see at our leaders aspiration to the compromise ", - has declared A.Mamasaliev.
18. Death in the chamber of the time maintenance.
On April, 19th, 2006
Deaths in chambers of the time maintenance of departments of internal affairs take place. The management of law enforcement bodies insists on the version, that arrested persons have committed suicide. However how arrested persons die, seems , at least strange, and causes bewilderment of relatives and legal experts.
For the second half-year of 2005 to legal experts at least  two facts of death of arrested persons became known.  Explanations of a management of law enforcement bodies have not explained a situation, and have caused even more questions. The first case has occured on August, 28th, 2005 in October regional branch of internal affairs of capital when has died 26-years inhabitant of Bishkek Beknazar Bazyukin . The second case - on November, 20th in the chamber of the time maintenance of the Osh Department of Internal Affairs has died Rahmanberdi Ennazarov. 

Correspondents of "Voices of freedom" have carried out own investigation of events preceded and followed after these facts. Below  presented results of the journalistic investigation conditionally named "case of Beknazar Bazyukin". The circumstances preceded death.
Approximately at 22.-30  o’clock on August, 28th, 2005 the assistant to the person on duty  of October  regional department  of Internal Affairs  Cholponkulov , examining chambers of the time maintenance, has seen, that the arrested person 26-years  old BeknazarBazyukin  was hung up. Bazyukin  still rattled, when to him tried to make artificial breath and poured over a body cold water, but these attempts to help  did not  bring any results.  Arrived in 22- 45 o’clock "First aid" ascertained death. It seems  that  everything is clear, the arrested person was hung up in the chamber. However the investigation lead by journalists, lifts many questions. " He was detained by militiamen  of  patrol-duty  service . Our employees have closed him." Tragedy of Bazyukin has occured on August, 28th, 2005. In the evening of that ill-starred day, approximately at 18 o'clock employees of a battalion patrol-sentry duty militias of the capital Department of Internal Affairs have detained  Beknazar Bazyukin . As sergeant of militia Omurkulov has specified in the official report, the young man during the moment of detention was in a state of intoxication and was obscenely  spoke.
19. Bishkek.  After the constitutional court gave the answer,  that case , concerning Aksy  events will be again considered in connection with the new appeared circumstances, the Supreme court today will begin consideration of this  case.  According to the lawyer of victims  of Aksy events Toktorbek Ashyrkul uulu,   the pressure upon the party,  which demands  do responsible the officials guilty in  execution in Aksy ,  have begun.  The Ministry of Justice on April, 12th has deprived   him  a lawyer license. Toktorbek Ashyrkul  uulu regards it as political pressure in relation to  him.
20. Bitter lot of the arrested person :  women -prisoners in the Kyrgyz  prisons - not a rarity. Legal experts consider, that the legislation is severe to the women who have made crimes.  Today in our constant heading we shall speak  about position  of women –prisoners,  who serve time in the Kyrgyz  prisons . Legal experts of Kyrgyzstan approve, that the legislation is too severe to representatives of the weaker sex. The women who have made even insignificant offences, in places of imprisonment collide with an awful conditions of life and brazen violations of human rights .Coming out from the prison , it is difficult to them to return to a normal life. 21. Almazbek Atambaev has retired.
Bishkek. (Agency “AKIpress’) –Almazbek Atambaev submits to resignation from a post of Minister of the industry, trade and tourism.

" We, social democrats of Kyrgyzstan, were in the forefront those who struggled with a former mode,  who  with  many of the adherents has  came on the  square and has managed to win. We supported the new authority, promised to lead radical reforms, in short term to be quit of corruption and sharply  raise well-being of people.
However, what occurs actually, causes deep indignation. In the Supreme authority domesticity, as before, began to prosper. Struggle against corruption is still limited to rhetoric. The reforms, called to put a barrier of usurpation of authority  by the head of the state,  to muddle of  officials, are endlessly postponed…
