UIGUR RELAPSE

The sensational applications of the Committee of National Safety (CNS) of Kazakhstan for disclosing the terrorist plot against Kazakhstan, sounded in days of carrying out in Almaty next Euroasian media forum, has not received any logic continuation. It was not presented to the public those arrested ten people and it did not inform, what purposes, besides traditional " construction caliphate ", they pursued, and for what this purpose, under version of CNS, it was necessary to blow up buildings of CNS and authority of police.

Many local editions have regarded this statement as the obvious pr-action of special services, whose reputation appeared finally impaired a little by participation of employees of division CNS " ARYSTAN " in punishment above oppositional politician by Altynbek Sarsenbaev. However, the Committee National Security, informed about a victory did not begin to bring to a focus that the group of "terrorists" will consist of ethnic Uigurs though has told about safe enough social status of the participants of the group, about their connections with abroad countries and the interest shown to activity of opposition parties and moods in the environment of ethnic minority.

One of those who passed on business, has asked in the Kazakhstan bureau under human rights, having told as he was tried "to include" in structure of the terrorist organization which is already passing more than forty people. " Plans of objects of undermining (CNS and the Municipal Department of Internal Affairs) ", appearing in business, appeared rather conditional circuit of an arrangement of the corresponding buildings to throw which is possible for ten seconds. One more "proof" of participation in the international terrorism appeared to some leaflets with appeals to finish with Russian and Jews, that for Uigurs (which probably, some people feel antipathy to China), completely illogically. This citizen owning quite successful business, has been released. But his other "crime accoplice" has appeared connected only acquaintance with certain Amuraliev, the declared head of terrorist group, till now are in prison in KNB. And proofs their same faults - " leaflets plus the plan of objects ".

It is necessary to say that a theme of Uigur extremism, long time not emerging in the Kazakhstan society, within a month has had an effect some times. Also it is indicative, that in all cases law enforcement bodies tried to break off the event or to get off the most streamline formulations, as everything as to problems of Uigur diaspora in Kazakhstan, and especially their mutual relations with China - more than ambiguously.

First "swallow" after the long period of silence became detention on March 8th in Almaty, three citizens of Chinese People's Republic of the Uigur nationality who lived in Kazakhstan under false documents.

Any official confirmations or refutations to this it has not been given. Nevertheless, in Uigur diaspora the fact of detention has been confirmed. Simultaneously similar information has appeared and at international human rights organizations of International Amnesty. Remembering that Kazakhstan in infringement of the signed Convention on the status of refugees already practised private delivery to the Chinese side of the political refugees, various foreigners of mass-media and the organizations have tried to give out to this question the maximal publicity. Approximately in a month on an official site of a municipal government of internal affairs of southern capital of Kazakhstan there is a scanty information, that in Almaty it is detained two citizens possessing counterfeit passports of Chinese People's Republic and Turkey. Also diskettes are withdrawn from them with the information of presumably extremist character. It was uneasy to guess, that the arrested people earlier Yusufe Kadire (according to other sources Yusufe Kari) and Abdukadyre Sydyke were probably, further simply not needed to be hidden. It is known, that both inhabitants of China disappeared outside the country from 1996 to 1999 accordingly by virtue of their political divergences with the Chinese mode. In any extremist acts any of them were not noticed, however, has not prevented to hang in Chinese People's Republic on both label of "separatists", sufficient for a verdict to long imprisonment. Now besides there are no additional news: whether to suspect them in something particularly and as far as the probability of their deportation from Kazakhstan is great.

And at last, ten days later after "official" detention of Kadyr and Sydyk the Committee of National Safety acts already with the message that allows to count a Uigur theme again to open for Kazakhstan, even provided that all these events are not connected with each other.

The problem of the Uigurs living in territory of China, already repeatedly moved on territory of adjacent in Kazakhstan and other central - Asian republics. The dual position when the countries of the West count such fugitives political dissidents, and unconditionally names the next China their terrorists and separatists, have put authorities RK in inconvenient enough situation. The contracts made in frameworks SCO, contradict the international agreements and consequently Kazakhstan tries to manoeuvre between both sides, that it is not possible more often and results in criticism, as on the part of Chinese People's Republic, and the countries of the western democracy. And it is no wonder now, that each case with Uigurs is whenever possible surrounded with a veil of the raised privacy.

The Chinese Uigurs moved arena of operations to Kazakhstan is possible that some have provoked the further attitude of authorities to all diaspora as a whole, for what political refugees now pay off.

In 2000, when three suspected in accessory to a grouping called " the Uigur Azatlik Tashlahtasi " (who shot before at two Almaty policemen) I have been found out in a demountable apartment in one hundred meters from a president residence in Almaty, in long fight it was involved up to five hundred policemen and militarians. All three suspected, casually or intentionally, have been killed during firing. Two juvenile children (and one of insurgents moved together with the family) has taken on education by Dilbirim Samsakova, the head of one of the Uigur charitable organizations. Later she was killed under mysterious circumstances, that inside Uigur diaspora was valued as revenge of the Chinese special services at possible indulgence of their Kazakhstan colleagues.

In 2001 near the embassy of the USA, there was an impudent robbery of the collector machine of bank " Turan Alem " - again with firing and explosions. One of the participants of the strike appeared the European on nationality, accepted an islam. Soon he has died from the wounds received during firing with security guards. His two crime accomplicements appeared as Uigurs that has given a new occasion for mass-media to develop theme of a penetration into Kazakhstan the extremism originating in China.

These and some more not so loud events connected to activity of the Chinese Uigurs in Kazakhstan, have caused rigid response in a result. In places of compact residing Uigurs in Almaty have passed massed searches, and without the sanction of the public prosecutor that has in turn forced of Uigur diaspora will address with complaints to racist illegal actions of the law enforcement bodies. Refugees from Chinese People's Republic had no time to reach office UVKB of the United Nations, were intercepted by policemen and in a silent way are deported to China. And even reception of the mandate of the United Nations yet did not guarantee safety: some times there were suspicions concerning the Kazakhstan or Chinese special services, able to be involved in disappearance of several fugitives.

And still the wave of real activization of the several separative organizations found a temporary shelter in Kazakhstan, and reciprocal deportations in 2000-2002, has gone on recession. Recently any problems neither with Uigur insurgents, nor with refugees did not arise.

To what the last messages are connected, to tell is difficult. Probably, being not the quietest ethnic group in China, Uigurs by definition became a convenient change for special services. Detention of the "terrorist" Uigur organization consisting from three people which head appeared double agent CNS and the Main intelligence service of the Ministry of Defence of Kazakhstan already practised Kazakhstan. Then in 2003 of all three arrested people have accused of membership in the Islamic set of Turkestan (which has been recognized as Supreme court RK terrorist only in 2005) . Neutralization of a terrorist grouping appeared very opportunely is dated for friendly visit to the head of China to Kazakhstan. And to "agent -considerable" thus could revenge any of special services. On this time CNS it is soiled by political murders, that commetteeman never hid the participation in provocations concerning oppositional active workers or preparation of force actions against the most zealous critics of a mode. For this reason terrorists of any national belonging could appear that lifebuoy ring for reputation of the Kazakhstan special services.

Certainly, it is possible that the happened events have absolutely other underlying reason. However CNS having given out the sensational message, now keeps silence (and from an official website of Committee of National Safety the information on recent detention of "terrorists" in general has disappeared), forces to doubt of the submitted official version.

The fact of the special talents of the Kazakhstan special services to search for enemies of the state during necessary time in the necessary place are known.

Periodically Uigurs accuse and of Kyrghyzstan terrorists, recently group of Uigurs accused the murder of deputy Bajamana Erkinbaeva though it is said that relatives of these Uigurs were close friends of Erkinbaeva

It is known that special services of Kyrghyzstan and Kazakhstan closely cooperates with the Chinese special services and Periodically Kirghiz special services get various techniqe and other help from the special service of China.
