Confession of akaevs Sherp

Tilek Kyshtobaev the former deputy minister of ecology and extreme situations is in searches of validity for a long time already , and at a former mode to search for it was useless. Ridiculously to tell, Kyshtobaev in the beginning of 2000 was condemned as “ the enemy of people” for the unique signature on the service document. But as it was then found out, not in causes of persecutions, his place was simply attracted to one of the akaevz approacheres. From above team has been given a command - to wet. And the person for nothing “ have rolled up in asphalt ”. Long years in courts, the undermined health, slanting sights - was the price of one signature.

-Tilek Itibaevich, as I know you are one of the recognized professionals - ecologists, the candidate of economic sciences, and suddenly you have been accused god knows in what. Whom have you stepped on a tail?

- Sometimes it seems to me, that it happened not with me, but with someone else. From 1996 to 2001 I worked as the deputy minister of ecology and ES, was responsible for the ecological block, which have gone through three ministers and five prime ministers. By this time mountain hunting was on a pique of popularity. If in 1998 only 20 hunting firms have received quotas on shooting of wild animals, one year later this number has grown four times. Officials and businessmen have understood: hunting - business rather profitable also brings good dividends. Cost of shooting of one goat Marko Polo was 7 thousand dollars. The license was given out by National agency and our ministry, because of duplication and parallelism the departmental friction arose, not without it. Our ministry was recommended to give out licenses for industrial preparation, processing and acceptance of natural objects, animal and flora. But legal interpretation of these concepts was not found. We gave out the license sometimes under the oral order of back then minister Kulubek Bokonbaev. In May 1998 mister Urmat Karmyshev has come to us in the ministry to work, it was I and Feliks Kulov who asked for him, also back then mayor of Bishkek. Karmyshev later made me a disservice - he testified against me.

- So you were caught on a hook of justice?

- In 2001 SNB calls me out, they have made seizure of documents, business was conducted by a certain mister Eshperov. (He in parallel conducted then Kulov's business.) I have been accused of excess of service powers, for what I have licensed firm "Ular ", it was supposedly prerogative of National agency. I have really vised the license on which the chief of a department has put the signature and a seal, have made it at the request of back then minister Bokonbaev within the framework of service powers. That's all. Never before i have not seen in eyes the director and the firm of Moldokeev's "Ular", had no deals with him, first time I have seen Eshperova in a cabinet of inspector. That means that any motive for fulfilment of a crime of what I was accused, was not found. There was no mercenary interest. This is a full of nonsense. I have written to the former president Akaev, and he has forwarded the letter to the chairman of SNB to Bolot Djanuzakov. So he calls out me and shows the American magazine where it is ostensibly written, that in the Central Asia wild animals are severely dispatched . Only what does it have to do with me? I have simply vised the unique license on a duty of service.

Nevertheless can it be that not you "have been ordered", but the firm "Ular" and Moldokeev, can it happen that he has not pleased someone let's say, did not share with whom it was necessary?

- Probably, affairs at "Ular" were very successfully done with the big amount of money as I have then heard, personally the brother of the former president Asankul Akaev asked for itself a part of the grounds for hunting at Moldokeev. They have refused him, furious Asankul Akaev has given a command to the general public prosecutor Abyshkaev - to wet (he haunted on installation of Akaev as the cahirman of KCHR Dyryldaev, etc.). Once again, for what am I here? But, as it appeared I was bugging too to someone I prevent.Moldokeev and I appeared under the court. So the judicial sessions began.

- How many of them were there?

- 55, even the chairman of Supreme court Nelja Bejshenalieva was send for (also on installation of Akaev many years was haunted by Dyryldaev R.O.) and spoke one of the regional judges: if Kyshtobaev is guilty, it is necessary to arrest him in a hall of the court. 5 years of an amplified mode was given. We have sent in an appeal, I on the verge of a heart attack, Moldokeev for that time became the invalid. The city court likely has understood all, but all significantly showed a finger upwards.

- Who wished for your "death"?

- Urmat Karmyshev, Asankul Akaev and Bolot Djanuzakov. The last was needed is my place to put there his brother. The city court nevertheless has changed clause and has given me three years conditionally. In the Supreme court they have not been understood, for what they were judging me, the hearding was all half an hour. But as it was then found out that the judge also caused Nelya Bweishenalieva under the request of Djanuzakova (long time have been haunting Dyryldaev R) has given the instruction: to not justify at all. The Supreme court has upheld the decision of the city court. I expected it was everything, but then came up a civil case. Where I appeared as ostensibly damager of the state on 9 million catfishes. Was that I who shot animals? What kind of damage i put to the state and fauna? Under the request of Bokonbaev I only within the framework of service powers have vised the license, that's it. Not so long ago I am found again by comrades in shoulder strap and demanded to compensate mythical 9 million catfishes.

- That is demansioned not from Moldokeev but from you?

- Under the law on licensing if there are infringements, the license responds through the court, but nobody had submited to the court. Firm "Ular" till now continues to shoot goats, and it is successful, Moldokeev even has presented documents - how many taxes he has paid, and other things.

- Do you consider, that the political order has been organized against you ?

- Undoubtedly, I began to introduce order in licensing, it caused irritation, the question was big, very big money.

- What happened with you after?

- The previous conviction two years ago was removed from me, I am amnestied, the truth to demand compensation of damage was not ceased.

- As I can see, your nerves are on a limit, and you have got big problems with health?

- They have destroyed my life, my wife left me. It is grateful for fair position to Kulubek Bokonbaev but where ever he went and whomever he asked for me, all turned out on the contrary. Everyone stole, I perfectly saw and knew, how it was done. I, as the idiot fair, worked up to bloody sweat, behind my soul with no stiver, with useless health. It appears that it was necessary to steal, and anybody would not be able to touch me. Not in a reproach way it will be told present authority: same people are around her, that turn at akaevs mode. Who in akaevs mode used to steal continues to steal today. Riding jeeps, children training abroad, and nothing has changed for them. During time of the akaevs events people were lost - does anyone sit? All guilty people have been justified, I have killed nobody, fairly worked. The main thing, there is nobody to ask for all years of the humiliation, the undermined health. And how many such as me have got under a skating rink of judicial system. We the officials, Askar Akaev named us sherpa, then simply got rid of us as superfluous . I was one of them.
