War of clones: the opposition of oppositions of Kyrghyzstan or methods of new are similar as to Akaev's, it can not be different since Bakiev and his environment natives from Akaev

Bishkek, May 22 - "24.kg", Daniyar Karimov. Struggle for ideological influence in Kyrghyzstan is entered with the same organizations and the similar party unions. In the country have declared the occurrence practically simultaneously two propresidential coalitions. One of them opposes parliamentary opposition. The second opposes well-known alliance of GAO under leadership of Edil Baisalov.

Nobody does not cause doubts, that the purpose of modern form of the unions - to provide support to the president Kurmanbek Bakiev and his vision of the development of the country. They are created in a counterbalance of getting stronger opposition and to its influence on citizens. In this connection it is possible to note and one more feature of the Kirghiz struggle for authority. While opponents of the head of the state invite people on the area in Bishkek, on the small native land of the deputies who are included in number of participants of Movement « For reforms! », their opponents spend active work among voters. Electorate try to convince that their representatives in the Parliament are unworthy parliamentary mandates. And in district of one of leaders of camp of opposition - Omurbek Tekebaev - already openly try to initiate his response from the Parliament.

Supporters of president Bakiev have started to be forced down in the union in April. Forty public and political organizations have created the National forum on support of democratic reforms and legality. Skeleton of an alliance became the Republican party of work and unity (RPWU), and also such known political organizations as "Erkindik", "Zhany Mezgil", "Commonwealth" and others, showing heads support of the rate proclaimed by working head of the state which former opposition member Akaev's, at Bakiev time he was distinguished for connection with the organized crime in head of Ryspek Akmatbaev.

Supervising posts of a forum have got to active workers RPWU. Partly it speaks that it is considered in Kyrghyzstan the present party in power. Its founders became people, summer of the last year heading pre-election staffs of candidate Bakiev. The main mission of a party - performance of pre-election pledges of the working president. Abstracts of the candidate program have underlain the project of national strategy from RPWU - «Besh Ashuu» (« Five passes »). But the cabinet to which have suggested to follow in the future presidential passes, has cut the project on a root. Now the party of work and unity is going lobby through a question of giving of strategy of the state status. It is supposed to be made on republican kurultai. All Kyrgyzstanis assembly is planned for carrying out in the autumn.

The autumn, apparently, becomes in Kyrghyzstan the main political season of the year. The referendum drops out on it- citizens of republic should choose the form of board. So kurultai is planned to carry out to autumn months not casually. Participants of the National forum support the presidential form of board and are in every possible way going to it in advance. Veche - a convenient way.

Other active participant of a forum - party "Erkindik". Its head Topchubek Turgunaliev is considered as active supporter of Kurmanbek Bakiev and so convinced opponent of working parliament. Leader of the "Erkindik" does not hide the sympathies in relation to the head of the state and considers necessary amplification of his powers. Turgunaliev was one of the participants of « Tulpanov revolutions » and NMK (National movement of Kyrghyzstan) which advanced Bakiev on a presidential post.

The party is guided by the working president created by Russia "Commonwealth" also. It counts the proRussian political organization. The party justifies the name because it supports strengthening connections with other states of CIS and, first of all, for amplification of the positions of the Russian Federation in Kyrghyzstan. One of the purposes of this political organization - introduction of a dual citizenship with Russia. The leader of "Commonwealth", by the way, holds a post of the rector in Kyrgyz-Russian Slavyanic university.

The National forum accepts active participation supporters present state adviser Bakiev - Usen Sadykov. Yet so a long time he held a post of the head of presidential administration. Therefore, formally, has been discharged of a party life. But, according to some information, nevertheless accepted in it active participation. Sadykov has huge experience of party construction, having received the solid nomenclature experience in Communist Party of Soviet Union.

As far as the National forum - not clearly is durable. Probably, he will break up at once after the constitutional reform. Close merge is prevented by ideological contradictions between the parties making the propresidential union. The same Turgunaliev, for example, against to existence of tandem Bakiev-Kulov. And "Commonwealth", on the contrary, supports preservation presidential-primemerial a sheaf. Therefore sceptics count a forum not only short-lived, but also artificial education. So it or otherwise, - will show time.

However at present participants of a forum are doomed to be together. Otherwise the group of their opponents submitted in not less mixed Movement « For reforms can achieve success! ». It, we shall remind, supports introduction of the parliamentary form of board which counts the most democratic. But until then while in Kyrghyzstan working structure Zhogorku Kenesh is kept, it is difficult for supporters of amplification of deputy powers to achieve a victory. The contradictions arising between parliament and executive authority, play on a hand to supporters of last. Partly because the government and the device of the president study to work in a uniform team faster. And at the nation of chosing it it is impossible. Political scientists believe: the reason for that can be that the present parliament was selected not under party lists and consequently has weak corporate connections.

Opposition of the Kirghiz oppositions became one more modern form the organization - the Coalition of national democrats (CND). Its participants approve, that have appeared it about three months ago. However on arena CND has got out only last week. Loudly to declare itself it has decided from scandalous performance against Coalition GAO « For democracy and a civil society », actively participating in Movement « For reforms! ». CND has accused opponents of lobbying foreign, in particular, the American interests.

Reception, it is necessary to note, not original.Edil Baisalov and his coalition GAO accuse of excessive love to the American grants some years. For the sake of justice, to not agree with it it is impossible. The main sponsors of Coalition GAO were and there are western democratic institutes. But, on the other hand, local financial sources at a civil society of Kyrghyzstan are not present. So, there is no also an opportunity to develop irrespective of foreign grant givers.

The most intriguing detail in trial between coalitions - similarity in names of both organizations. Something similar on public arena of Kyrghyzstan was already observed. The history of political cloning lasts in republic from the beginning of the last year. Then on arena of struggle for authority two contradictory youth wings under the same signboard - "Kel-Kel" have appeared. Both proclaimed the purpose democratic development and accused the twin of copying a brand.

In a case with the Coalition of national democrats clearly, that it, as against Coalition GAO, adheres to proimperous positions. CND it is resolutely adjusted against the western institutes in Kyrghyzstan, reflecting the proRussian rate of official Bishkek. So, it is possible, some state officials can be involved in the organization of the Coalition of national democrats. The blessing, from abroad in authority is enough opponents of the democratic help. Against GAO, existing on the western means, at various times acted Minister of Justice, a management of special services and even obdusmen. The reason of dislike for the civil sector actively participating in political process, potential threat of national safety which the local nongovernmental organizations receiving the American grants could hide in themselves referred to.

The new episode of campaign against GAO, under some occuring versions, can be connected to participation of some large nongovernmental and human rights organizations in oppositional Movement « For reforms! ». Edil Baisalov gradually turns to a political figure of oppositional sense. And it, apparently, is unprofitable to some supporters of authority. Similar position on a hand to so-called third forces about which mention as one more destabilizing factor. However documentary to prove existence of "third" while it was possible to nobody.

However, the relation of authorities to opposition in Kyrghyzstan always was ambiguous. At former authorities they tried to strangle on a root. But as they use to make it, positions of opponents of Akaev only became stronger. That, eventually, has led to to known result: the opposition has managed to collect forces, having forced the first president to overlook about the oath and to throw the country.

At Kurmanbek Bakiev the relation of authorities and oppositions are under construction on a little bit other principles. The state machinery is not going to refuse the checked up administrative methods yet. But that authority of authorities and the states have been strongly undermined, officials try to avoid open pressure upon opponents because of threat of new explosion objectioning indignation.

Big plus of new authorities became that working the head of the state managed to win round some politicians and the public figures once making skeleton of oppositional movement of Akaev. Thus, the camp of opponents of authority has lost much enough barricade figures. And new just it is necessary to foster. To make it it is necessary even because the authority is necessary for holding in a tone. Otherwise it will fall a victim of narcissism as it happened with the previous mode.

Obviously and even it is banal: how the authority will manage to construct the relations with opposition in the future, the destiny of the Kirghiz democracy depends. Fortunately, alongside with negative tendencies, in Kyrghyzstan positive changes are observed also. The management of the country even tries to show, that is ready to go on dialogue. However the most revolutionary initiative in mutual relations of two contradictory camps in a domestic policy can become acceptance of the bill « About opposition » which prepares in the House of the government. If it will be possible to oblige authority and its opponents to work in one sheaf, the state can warn occurrence of new political crisises. So to direct the energy of an opposition to this day undermining national safety, on creation and the decision of economic and social problems.
