Russia puts pressure upon Kyrgyzstan on a conclusion of the American military base using power dependence.

Russia waits from KR for active steps on turning military bases of the USA in an exchange for supply by gas and oil.

In number from July, 24, 2006, Russian newspaper "Kommersant" writes, that Open Society "Kyrgyzneftegaz" has approved creation of joint venture with "Gazprom". Kyrgyzstan suggests to carry out geological prospecting on perspective sites and to sell half of gas mains and underground storehouse of gas in the country. In exchange "Gazprom" should construct in the country modern oil remeaking factory and to provide it with oil. "Gazprom" as a whole does not refuse the project, but does not want to build in Kyrgyzstan anythong, agreeing only to modernize two small such factories in country.

As informs newspaper, on the last Friday in Bishkek shareholders of oil and gas extraction Open Society "Kyrgyzneftegaz" at extraordinary assembly have approved creation of the joint venture with "Gazprom". The head of board of directors of company Tabyldy Orozaliev has explained: «the Decision of shareholders has been predetermined by the memorandum from the January, 27 and signed by Prime minister of Kyrgyzstan Feliks Kulov and the head of "Gazprom" Alexey Miller as the state share in our enterprise makes 85 %». Head of department of Kyrgyz government Kajrat Dzhumaliev has specified: «the joint venture will be registered not earlier than second half of August. Now there are negotiations about the size of the authorized capital, shares of founders, the list of objects and the equipment transmitted to the joint venture».

Referring on sources in government of KR, the newspaper marks, that the nearest weeks the decision to bring to the joint venture of the share of Open Society "Kyrgyzgaz" importing to the country gas from Uzbekistan should be accepted.

«According to intergovernmental arrangements the joint venture will engage in geological prospecting, an oil recovery and natural gas in KR. "Kyrgyzneftegaz" and "Kyrgyzgaz" enter into the project with the out-of-date equipment, almost without money and with low industrial parameters. Annual extraction of crude oil makes 70 thousand tons, natural gas - 30 million cube. Meters. «The tentative estimation of actives transmitted to the joint venture makes more than 6 million US dollars. These are objects of oil extracting, the equipment and industrial base», - quotes T.Orozalieva's words paper.

The newspaper marks, that originally the monopoly planned to take in management all of 85 % of shares "Kyrgyzneftegaz", however for this purpose would be required to change the legislation of Kyrgyzstan. Has been solved to create the joint venture through which "Gazprom" will pay geological prospecting of new deposits and possible modernization of factories Kyrgyzstan.

«We investigate the offered actives, but anything superinteresting there we do not see, - has told the head of «Gazprom of oil» Alexander Rjazanov.- The most attractive is undergrounded gas for 1 billion cube meters of gas on border with Uzbekistan and licenses for investigation of several deposits. There are perspective sites with possible stocks, but investigation will demand the big financial investments».

On the data of paper, with the help of the Russian money authority of KR hope to find first of all great volumes of oil. In June «Gazprom oil» has founded in Bishkek affiliated Open Company «Gazprom oil Asia » and has occupied 30 % in the market of mineral oil on KR, and to build in the country all chain, from extraction before marketing, it would be logical.

The main question at issue which is while not allowing the parties to create such structure, is a problem of oil refining. The deputy minister of industry KR Turatbek Dzhunushaliev has explained, that the country is interested in arrival of the investor «with ORF with capacity 1 million tons one year »: «Today in KR are two ORF. One in Jalalabad for processing of 500 thousand tons in one year loaded on 30 %. The second on the north, in territory of former Soviet military base in Kant (125 thousand tons). It stands idle five years because of disputes between proprietors». The Kyrgyz businessmen and factory LUKOIL are those who cannot divide a share in authorized capital of ORF. Thus authorities of KR consider, ORF in Kant cannot be profitable and consequently expect, that on August, 3 in Omsk inter govermental commission of two countries will ratify a platform for construction of new ORF, writes "Kommersant" . But on data of paper in "Gazprom" do not plan to build new ORF in KR. One of top-managers of monopoly sees the reason of delays in ocurrence of "Gazprom" on market of KR in change of authority in the country and its political instability during last two years, and also in other political questions. Let's remind, that till now Russia waits from Kyrgyzstan for active steps on turning military bases the USA in exchange for improvement of supply of the country by gas and oil. Most likely, efficiency of projects of "Gazprom" in KR will depend first of all on readiness of authorities of the country to define term of presence on its territory of time American military bases.
