Dear Mr. Kayipov,

During the reign of the President Askar Akaev, the Kyrgyz Committee for Human Rights, led by Chairman Ramazan Dyryldaev, was subjected to discrimination, persecution, and wide smear campaign in all public media. The Chairman of the Committee was forced to flee the country in order to escape persecution. A criminal investigation against the Chairman was initiated and later closed in December 2005. Regular members and staff of the Committee were also persecuted. Ministry of Justice registered a different organization under the same name, with the intent to discredit activities of the Committee and R. Dyryldaev.

Activities of the Kyrgyz Committee for Human Rights were supported and endorsed by a number of non-governmental and human rights organizations of Kyrgyzstan, and international human rights institutions, including the International Federation of Human Rights (Helsinki).

Commission on Human Rights of the President of Kyrgyz Republic petitions You to review materials and application submitted by the Kyrgyz Committee for Human Rights and Chairman Dyryldaev, and to allow them to register and operate in a legal fashion.

We also ask you to inform the Commission on Human Rights of the President of Kyrgyz Republic of Your decision with regards to registering and giving permission to the Kyrgyz Committee for Human Rights to legally operate.

With Regard to Registering Kyrgyz Committee for Human Rights

Tursunbek Akun       As you all know, during the Akaev leadership, Kyrgyz Committee for Human Rights was significantly pressured and its Chairman Dyryldaev was persecuted and illegally investigated. Fearing for his life, Dyryldaev was forced to leave the country. The old regime forced the Kyrgyz Committee for Human Rights to register a different leader. Currently, the Committee, led by Dyryldaev, is not registered with the Ministry of Justice of the Kyrgyz Republic. It is also necessary to note that the Committee is registered with the Ministry of Justice under a different leader—Tynaliev. The Committee needs to be re-registered under its true leader—Dyryldaev.

Baysalov Ed              It is necessary to help the Committee and Dyryldaev with registration requirements of the Ministry of Justice. I suggest that the Chairman of the Commission on Human Rights of the President of Kyrgyz Republic Tursunbek Akun write a petition to the Ministry of Justice with regards to registering the Committee.

Decision                     It is decided that the Chairman of the Commission Tursunbek Akun will refer to the Ministry of Justice of the Kyrgyz Republic with regards to registering the Kyrgyz Committee for Human Rights under the leadership of Ramazan Dyryldaev.
