The opposition of Kyrgyzstan demands resignation of the president of the country

The opposition of Kyrgyzstan is going to begin on November, 2 mass termless meeting on the central area of Bishkek with the requirement of resignation of the president of country Kurmanbek Bakiev.

It was declared to journalists on Friday by the deputy of parliament of the country, a member of a staff of oppositional movement « For reforms » Melis Eshimkanov. « In capital of Kyrgyzstan on November, 2 will begin termless meeting with the requirement of resignation of the president of the country », - he has told.

According to the deputy in the action besides participants of oppositional movement « For reforms »,will take part representatives of some political parties of the country, such as "Ata Meken", "Ar Namys", "Asaba", the Union of democratic forces . The deputy has assumed, that opposition will collect on the area up to 15 thousand people.

« We are going to lead protest action and to demand resignation if up to the end of October requirements of meeting on May, 27 and decisions of the decision of parliament on a situation in the country will not be executed. The authority had a big term of time on carrying out of reforms, but they did not undertaken any actions for today», - he has noted.

During mass protest actions organized by the opposition in the spring of this year to authorities had been put forward a number of the requirements named « 10 simple steps to people ». Among them: immediate constitutional reform, struggle against criminality, struggle against corruption and « family business », an economic reform, etc.

As informs <http://www.rian.ru/>, on September, 22 the parliament of the country has accepted the decision in which recommended the head of the state to create the government of national trust, to transfer Service of National Safety in conducting of the government. It is entrusted to State Office of Public Prosecutor to bring criminal case concerning the younger brother of president Zhanysh Bakiev who, in opinion of members of parliament, was ostensibly involved in the organization of provocation with drugs concerning the leader of opposition Omurbek Tekebaev.

Meanwhile, political experts mark, that the president of the country has executed a significant part of requirements of opposition. In particular, the project of the new constitution of the country is already transferred by the president on consideration to parliament. The head of the state also has removed a number of the high-ranking officials from posts of the administration on whose resignation participants of spring meetings insisted .


On November, 2 the opposition will leave on area Alatoo with the requirement of resignation of tandem Bakiev-Kulov

BISHKEK (ÀÊIpress) - In Bishkek on November, 2, 2006 movement « For reforms! », party "Asaba" and other political parties are going to leave on area Alatoo with the requirement of resignation of a tandem of the President of Kyrgyzstan Kurmanbek Bakiev and Prime minister Feliks Kulov. About it to agency AKIpress on September, 29 was informed by deputy of Zhogorku Kenesh, a member of a staff of movement « For reforms! » Temir Sariev.

« We are going to lead protest action and to demand resignation if up to the end of October requirements of meeting on May, 27 , of kurultay on September, 17 in Bospiek and decisions of the decision of parliament on a situation in the country will not be executed», - has told Sariev.

According to the deputy, already many political forces have expressed desire to join the action. « The authority had a considerable term on performance of reforms, in fact for the first time it has been told about it on meeting April, 29 , then - on May, 27. But any actions, steps for today from authority are not present », - T.Sariev has told.

In second half of day a staff « For reforms! » Will hold session. On October, 2 members of a staff assume to hold press conference where are going to give more detailed information on forthcoming meeting.

 

Let's remind, that on meeting which has taken place on May, 27, 2006 in Bishkek, oppositionaly adjusted part of a society has demanded from authorities of performance of 10 simple steps to people:

1. Immediately to begin the constitutional reform. The president should bring till September in Jogorku Kenesh the coordinated project of new edition of the Constitution and to refuse the right of its response.

2. To punish guilty in execution of participants of peace meeting in Aksy in March, 2002. To find executors and organizers of the custom-made political murders which have occurred in the country.

3. To put an end to " family business ». To carry out real struggle against corruption. Officials should not use service position for replacement from the market of economic competitors. To stop "secret" distribution of the state orders in economics. To develop deposits of valuable minerals without intervention of corrupt government officials and only on the basis of transparent tenders with participation of all interested companies. To lead the open and fair tender on deposit "Djerui" and other deposits.

4. To provide guarantees of a freedom of speech and real independence of mass media. For this purpose it is necessary to transform STRC to Public TV; immediately to return Broadcasting Company " Pyramid " to lawful owners - to collective of the company and to stop pressure of authorities upon this channel; to restore access of signals of Broadcasting Company " NTS " in regions of Kyrgyzstan.

5. To start reform of a national economics. To return all economic functions to the Government. To abolish agencies at the President and to transfer all budget- making branches of economy in conducting executive authority. Management of national economy and the state property should carry out only the Government of the Kyrgyz Republic. To present the program of economic development of regions of the country.

6. To conduct ruthless struggle with criminal. To carry out judicial - legal reform. To provide the law and order and safety of citizens. To protect business from racket and pressure of the organized crime. To not suppose criminalization of authority.

7. To stop practice of pressure on objectionable persons through public funds of the mass information. To not use an administrative resource for the organization of illegal actions against opponents of authority. To refuse colliding representatives of different regions as method of political strike.

8. To stop monopolization and "inflation" of the prices for production of the domestic enterprises of building materials. To provide youth with the ground for construction of habitation and to create system of hypothecary crediting on accessible conditions.

9. To compensate the losses suffered by businessmen during last year's disorders at night from March, 24 to 25, 2005.

10. To refuse initiation of unconstitutional offers on restriction of the rights of kyrgyz people on a freedom of speech, peace processions and demonstrations, and other civil freedom. The accounting commission on September, 22 has announced results of ballot on acceptance of decision of JK « About a political situation in connection with detention of deputy Omurbek Tekebaev in Warsaw with drugs ».

 

Participants of 8-th national Kurultay which has taken place on September, 17, 2006 in village Bospiek of Aksy region of Zhalalabad area, have accepted the following resolution:

1. To institute criminal proceedings the persons guilty in Aksy events

2. The president should submit up to the end of October, 2006 to Jogorku Kenesh the new project of Constitution KR.

3. Immediately to execute the requirements which have been put forward by a staff « For reforms » on meetings in April - May, 2006 and 7-th national kurultay on December, 24, 2005.

4. The termination in republic of political persecutions. To institute criminal proceedings against organizers of provocation against deputy of Jogorku Kenesh Omurbek Tekebaev - J.Bakiev and N.Mamyrov.

5. K.Bakiev should stop « family management ». Within 10 days he should dismiss from public service all relatives.

6. to transform The state broadcasting company into a public national broadcasting company.

7. In case if these requirements will not be executed, we shall demand resignation of tandem Bakiev-Kulov.

On September, 22, 2006 deputies of Jogorku Kenesh have voted for acceptance of the decision « About a political situation in the country in connection with detention of Omurbek Tekebaev in Poland with drugs ».

1. To recognize anticonstitutional tandem of Bakiev-Kulov.

2. To suggest president of KR and the prime minister to carry out the powers strictly within the framework of the Constitution.

3. To suggest the president to create the government of national trust.

4. To suggest the president to carry out urgently the constitutional reform.

5. To suggest to the president to lead actions on transfer to structure of government SNS.

6. To send in resignation of vice-presidents of SNS.

7. To demand resignations of the president and vice-presidents of airport " Manas".

8. To demand resignation of general director of STRC.

9. To the State Office of Public Prosecutor to excite in relation of Janysh Bakiev criminal case on provocation in O.Tekebaev's relation.

10. To give the deputy commission on investigation of incident with O.Tekebaev additional powers on investigation of legality of arrival of Berezovski, illegality of purchase of property of son of K.Bakiev, Maxim, illegality of listening of telephone conversations and realization of external supervision over activity of deputies, leaders of parties and movements.
