Minister of Justice Kaipov suggests to put journalists for the term of from
5 till 10 years for distribution of extremist materials
BISHKEK (AEIpress) - At session of the Jogorku Kenesh of KR on October 16
was discussed the law « About entering additions into some legislative
acts », in particular, in laws « About a freedom of worship and the
religious organizations », « About mass-media », « About law-enforcement
bodies », including « About the rights of citizens to be going peacefully,
without the weapon, freely to carry out meetings of demonstration ». The
given bill to deputies was presented by Minister of Justice Marat Kaipov.
The bill is prepared with a view of reduction conformity with Law of KR «About counteraction of extremist activity » (has come into force on August
17, 2005). It provides the criminal liability for creation of the organized
groups for preparation or fulfilment of crimes on motives of political,
social, racial, national or religious intolerance. Simultaneously the bill
provides the additions determining realization of counteraction of extremist
activity to the competence of law-enforcement bodies and tasks of
operative - search activity.
At session the majority of deputies have noticed, that the given bill was
necessary for accepting the last year, taking into account a situation in
the south of republic where tendencies of active work of extremist
organizations are appreciable.
In this connection members of parliament have suggested, not delaying to
approve the bill. During discussions separate deputies have taken an
interest at minister about, whether there will be brought amendments to the
law « About mass-media » negatively to influence a freedom of speech in the
country.
According to Minister of Justice, in given bill distribution of publications
with extremistic statements is forbidden only, that in any way does not
mention a freedom of speech in the country.
According to the bill to the law « About mass-media » makes addition of the
following contents: it is forbidden to distribute extremist materials
through mass-media, and also to carry out the activity containing attributes
of extremism.
The given bill is put on voting on October 19.
