Heads of law enforcement bodies of Zhalalabad have expelled the
journalist-the human rights defender from a seminar ..

The seminar for the heads of the regional Department of Internal Affairs and
Offices of Public Prosecutor on improvement and ways of interaction with the
public has passed an overall performance of the press-services on November
24-25 in Zhalalabad. A way to increase of image of law enforcement bodies
and own prestige, heads of these structures of Zhalalabad area have begun to
have first of all to expell from the seminar the journalist - and the human
rights defender Abdumalik Sharipov. Last one is known for openly writing
about the facts of tortures in law-enforcement bodies and cases of exceeding
the powers in bodies of Office of Public Prosecutor.

At the seminar were more than 20 participants practically from all regions
of the area. At the beginning of the seminar Sharipov has brought posters -
calendars, with the thesis « Criminal punishment for a word is
inadmissible », with the purpose to distribute to participants of the
seminar. But probably Sharipov has worked on separate heads of Department of
Internal Affairs and Offices of Public Prosecutor as if a red cloth is on
the bull. The head of Zhalalabad State Department of Internal Affairs
Kubanychbek Torobaev and Bazarkurgon Regoinal Department of Internal Affairs
Gusein Aliev, and also public prosecutor of the Bazarkurgon area Rasul
Umarov in the categorical form have declared, that they do not wish to see
the journalist Sharipov who wrote a sharp exposing materials about negative
affairs to subordinates to their departments at a seminar.

Sharipov has asked organizers of a seminar, the Osh resource center of
mass-media and a bureau of OSCE, to distribute posters - calendars to
participants, and himself he has been compelled to leave the room since "the
law custodians" have started to offend him literally. Probably, wishing to
show the hatred, some of the "security officials" started to tear the
posters simply presenting it to him. Like that militiamen make the protest
against journalists who are writing the truth about their acts in which, by
and large, they need to be instituted by the criminal proceedings.



It is necessary to recollect, how in August of this year under the order of
chief of Zhalalabad State Department of Internal Affairs Kubanychbek
Torobaev there was a mass beating of prisoners in the temporary detention
facility. Besides that, journalists have told, that Torobaev personally has
beaten the pregnant girl after that the girl had miscarriage and she was
sent to a psychiatric clinic.

Concerning to Bazarkurgan Regional Depatment of Internal Affairs, the given
department is known for the tortures that are actively used. So the human
rights defender have told the history of Zulhumor Toktonazarova who has
spent 7 months in the temporary detention facility where she was raped by
militiamen and was on sale - to the arrested men. In a result, having become
pregnant she has given birth to the prematurely born child who later after
the birth has died. Probably it is fury of chief of the Bazarkurgan RDIA
Gusein Aliev, that the facts of tortures, as though it was carefully hiden,
became property of the public.


Reasonably there is a question, whether it is necessary in general to
something to train similar Torobaevs, Alievs and Umarovs, got used to only
« hands to drive » both not accepting adequately real and constructive
criticism? Here the old proverb is recollected: "You can't change him". «
The voice of freedom » will be watching up further "feats" of heroes of the
history of scandal with the journalist, and in turn to represent their court
of the public.
