"For Reforms!": the Governmental crisis was artificially created before the decision of fatal questions

Under the message of AKI PRESS today, on December 26, 2006, movement « For reforms! » has distributed the statement in connection with the last events in the country. The text of the statement is supplied without any changes.

« From the moment of the acceptance and coming into force of the new Constitution of the Kirghiz Republic the epoch of authoritative, family - clan management with our state on November 9, 2006 has come to an end. Kirghiz people have followed the road of constructions of the present democratic, a lawful state in which will reign stability and improvement of well-being of all citizens.

People of Kyrghyzstan for a long time have waited for changes by the best life, it deserves the worthy life guaranteed by working Constitution. The new Constitution should consolidate a society and all political forces of the country.

The president of the Kirghiz Republic as the guarantor of the Constitution should observe and protect piously the Constitution, demand realization of norms of the Constitution from all state authorities.

But to our big regret the President of the Kirghiz Republic and the certain political forces supporting the President, already today want to bring nothing to all diligence and the desires of people expressed in the working Constitution. These forces bring an attention to the question on acceptance of the new Constitution which increases returns of the President, again establishes authoritative, family - clan management.

The parliament in infringement of norms of the working Constitution and Rules of the Jogorku Kenesh of the Kirghiz Republic twice illegally considered a question on changes of the working organic law accepted in November of the current year. Acceptance of the authoritative Constitution with the consent of the President will be fraught with unpredictable consequences for all the country.

The governmental crisis was artificially created before the decision of the fatal questions facing the state. The government initiated ocurrence of the Kirghiz Republic in program eegee (in number of the poorest countries of the world) and privatization of a power system of the country.

Avoiding the responsibility for people, the Government of the Kirghiz Republic led by Kulov F.S. has with its full complement submitted to resignation. Acceptance of the given decision has induced the certain political forces to excite questions on change of the Constitution where powers of the President increase, preschedule anticonstitutional dissolution of the Jogorku Kenesh of the Kirghiz Republic, that in turn will lead to an establishment of an authoritative mode.

In the circumstances the President of the Kirghiz Republic and Jogorku Kenesh the Kirghiz Republic are obliged to resolve available questions, being guided by the Constitution and laws of the Kirghiz Republic.

Movement « For reforms! » declares impossibility of returning to authoritarianism. We together shall protect the Constitution which has stood and people of Kyrghyzstan have achieved!

In case of actions on the part of the President of the Kirghiz Republic, going beyond the Constitution, we shall count them as usurpation of authority and we reserve the right to itself to carrying out of termless public actions in protection of the national Constitution in all areas, areas of the Kirghiz Republic, and also Bishkek ».
