In connection with the visit of the President of Kyrgyzstan, I take the liberty to send you the attached report about the human rights situation in that country.

My colleagues throughout the International Helsinki Federation for Human Rights will be deeply grateful if you would take up the issues therein with President Akaev.

We are hopeful that you government will help make him aware that his government's abrogation of its international human rights obligations is not acceptable and cannot be excused. The human rights situation in Kyrgyzstan has deteriorated precipitously over the past several years.
