Of the chair of the Kyrgyz Committee for Human Rights R.O. Dyryldaev

On a press-conference in AkiPress, dated from August 25 2003, former KCHR members Tynaliev T., Mombekov R., Jakishev M. and others declared that they held KCHR conference, where they dismissed me from the position of chair of KCHR.

Thereby, I would like to state that these people are not in competence to decide my tenure in KCHR. I can be dismissed only in compliance with the articles of KCHR and by the acting KCHR members or by the demand of majority of the Board of Directors. At the moment of the conference, which took place in “Oktyabr” cinema, above mentioned people were not related to KCHR. Mr. Tynaliev, who declared himself as a chair, left KCHR voluntarily more than one year ago. KCHR has his own letter of resignation. To be a chair of KCHR he had to be at least a member of KCHR. Mombekov R. was dismissed from KCHR in September 2002 for the reason of complaints of habitants of Isanov Street, where he had a big debt and left his identification card. In addition to this, on March 26 Mombekov addressed to KCHR with a notification letter, where it was said that he did not have any claims to KCHR. As for Mr. Jakishev, he had problems in June when he, in cooperation with National Security Service (NSS) in Osh district, tried to introduce ex- NSS member in Osh district Omashev as a coordinator of KCHR in Osh district to the auditors. As your can see to the moment of their imaginary conference these people were not in competence to make a decision.

I am not holding the position of chair of KCHR position. I can concede it to anyone who will take this position legally and will sincerely fight for human rights protection. Exactly for this reason on a conference dated from May 11 2003 I raised a question on my resignation; however, delegates of the conference voted for my staying in this position. Many of KCHR members still continue supporting despite the fact that for more than four months there was massive attack against me.

Those who can raise a question on distrust regarding my chair are active members of Board of Directors A. Korgoldoev, Aaron Rodes, M. Osmonaliev, D Sadyrbaev, K. Matkerimov, Sh. Mambetov, those who were participants on the conference dated from May 11 and other more 2000 active KCHR members.

That is why the actions of cheats are problematic. Manipulated, fabricated authority once tried to liquidate KCHR and me in 1998-99. At that very moment, used methods were analogous: at first they refused of having registration and than they registered people who were not related to KCHR.

Nowadays, the events of those years repeat: at first, the Ministry of Justice wrote a letter on August 13 and than doubtful people hold a conference.

The arguments of doubtful actions:

1. The fact of completing the conference in the “Oktyabr” cinema. The authority never allowed holding on the meeting of oppositionist groups, as well as KCHR. For this reason “Ar-Namys” party completed its congress underground in mountains in recent year. For a year the movement “For demission of Akaev and reforms for the nation” was getting the place for the carriage of III Kurultai. They addressed to the president Akaev, prime-minister Tanaev, mayors of Osh and Bishkek cities. Finally, they had to complete the Kurultai in Kerben village, where the authority does not have a control.

2. We also know that the cheats spent a big money for the fictitious conference. We also know who finance them. Before they were appealing that they sold a cow for the contest with Dyryldaev. It is interesting, what did they sell now? Where did Bulatov take money, which A. Abdrasulova mentioned?

It is informed that the president’s brother-in-law finance them now. He also accommodate a campaign through Mass Media

3. The genuine human right defenders always fight with the government for the human rights. Not regarding anything Dyryldaev was fighting for the rights of Turgunaliev, Sydykova, and Kulov. He was fighting for many torture victims not only in Kyrgyzstan but in other republics, for the rights of “Republica”, “Svobodnie Gori”, Criminal” newspapers and others, which were closed by the authority. He continues to fight for the rights of thousand of Kyrgyz people within the country and abroad.

4. Dyryldaev addresses to international community to investigate the Aksy events impunity and he achieves accounts.

5. First time Dyryldaev in 1993 achieved an investigation of illegal coming-out of Kyrgyz gold abroad by Akaev. Dyryldaev continues to disclose a corruption in his family and his ambience. For this reason Akaev tried to liquidate me and KCHR by using bootlickers and different kind of cheaters.

These “human right defenders”, obeying the order of their owners, discredited not only me but Hivos and others, who genuinely help to ordinary Kyrgyz people- civil community. It would be logical if they ask Akaev where is $2 billion credit which he received for the nation of Kyrgyzstan, and by doing so put the nation in to life lasting debt. Where is $2 billion humanitarian aid received by the government? Why did world community accept Kyrgyzstan as the most corrupted and the poorest country?
