Akaev robbed the country for 4 milliard dollars

On October 6-17 conference on human dimension took place in Warsawwhere Dyryldaev R. O. was officially registered as a chairman of KCHR.

Dyryldaev while being on Warsaw conference of OSCE from October 7 to 12 delivered a speech on fundamental human rights:”Freedom of association”, “Supremacy of law”, and “Prevention of tortures”.

On Freedom of speech theme Dyryldaev made an accent on limitations that Kyrgyz government set free and peaceful meetings and demonstrations right towards opposition, persecuting independent NGOs, whereas authorities use unlimited opportunity to conduct any necessary meetings and demonstrations. For example, authorities prohibited opposition parties and “For Akaev’s dismissal and reforms for people” movement to hold sessions in Bishkek and Osh cities.

Because of constant arrests, deportations and other forms of violence from authorities, “For Akaev’s dismissal and reforms for people” movement couldn’t hold session for more than a year, and “Ar-Namys” party had to conduct its session underground on mountains.

KCHR was deregistered three times, because of critique of Akaev’s regime. Twice it was registered by Ministry of Justice of KR for nominee names, suited for authorities. At the present time KCHR is going through the same process.

On “Supremacy of law” theme Dyryldaev highlighted the absence of legitimacy and independent judicial system in Kyrgyzstan. He stated that Akaev covers with formal note in Constitution, which says that judicial system is independent. Corrupted authorities are not interested in creation of independent, i.e. Kyrgyzstan received about 2 milliard dollars as a financial aid and humanitarian aid form more than 2 milliard dollars and is officially recognized as most corrupted and poorest country.

Akaev and his family took part in stealing those huge amounts of money, and he started it from conversion of state finances from exporting national gold. Will such corrupted regime create independent judicial system and will corrupted authorities provide Supremacy of law? Of course, not…

That’s why Dyryldaev recommended OSCE to get free dorm corrupted regime for improving situation with human rights and helping civil society. At the present moment fighters against corruption and for human rights are being persecuted. Thus Dyryldaev R. was called the most corrupted person, who didn’t even have any relation to stealing 4 milliard dollars, which put people in poverty.

On conference Dyryldaev R. also reminded about firing judge Ashimbek uulu Nurlan who made acquittal towards a leader of “Ar-Namys’ party F. Kulov. However Akaev’s regime didn’t like it and F. Kulov was sentenced to long-term imprisoning, and judge Ashimbek uulu Nurlna was demoted first and then was force to leave judicial system. Which judge then will be brave enough to make equitable decision?

On “Prevention of tortures” Dyryldaev stopped on IMPUNITY for shooting at Aksy people during peaceful demonstration on March 17-18 2002, when they were striving for justice. During fusillade 6 people died, 28 were injured and over 100 were tortured. However delinquents of fusillade are still not punished and even investigation didn’t take place.

OSCE believed leaves without figs of Akaev and missed the moment, and now almost two years later it is clear that Akaev and government are not going to punish delinquents. It proves that Akaev himself is interested in impunity for antihuman crime.

Three months ago victims of Aksy tragedy with signatures of more than two thousand people sent an appeal to active chairman of OSCE, minister of foreign affairs of Holland, and some other delegations with a hope to receive an answer.

In his speech Dyryldaev R. also mentioned OSCE project on providing help to police of Kyrgyzstan. He stated that this project was criticized by independent NGOs. It is unethical to implement that project while delinquents of antihuman crime weren’t punished in Aksy region.

In Warsaw Dyryldaev R. also made a speech during briefing, organized by international organizations IHG, ILHR and also on meeting with US delegation.

Kyrgyz government was criticized for contempt of human rights by many international organizations, particularly for persecuting F. Kulov, KCHR, “Moya stolitsa” newspaper, “Kyrgyz Ordo” and etc.

Existing regime is severely criticized by Deputy Beknazarov A, who participated by the invitation of IHF, leaders of Kyrgyz NGOs Baisalov A. (coalition NGO and civil society), Uleev “Justice” NGO, and journalists Babakulov U. and Kim A.

Many international human rights organizations such as IHF, ILHR, FIDH, Freedom House, Norwegian Helsinki group criticized Kyrgyz government. And HRW distributed special appeal-letter to Akaev for persecution of KCHR and Dyryldaev R.

Governmental delegations from USA, Ireland and also representatives of European Union and Euro parliament delivered speeches on address of Kyrgyz government.

Tynaliev B. and Bulatov K., who presented false KCHR, were also invited to conference, they criticized Dyryldaev, argumenting that they were registered by Ministry of Justice and showed false documents, proving that real fighters for human rights are being persecuted by authorities.

Dyryldaev’s KCHR went through the same several times.
